As in other societies, China's formal welfare system is embedded in its social structure and its informal networks of self help and mutual aid. This thesis explores the development of one of China's major welfare bureaucracies - the Ministry of Civil Affairs and the local agencies which it supervises from 1949, with especial reference to the period between 1978 to 1988. The study begins by surveying the theories, both Western and socialist, that purport to explain the determinants of welfare. -

Introduction The purposes of the paper are to provide a general overview of the extent of privatization of public services in the areas of social services, welfare, and employment; rationales for privatizing service delivery, and evidence of effectiveness or problems. Examples are included to highlight specific types of privatization and actual operational experience. The paper is not intended to be a comprehensive treatment of the overall subject of privatization, but rather a brief review of issues and experiences specifically related to the delivery of employment and training, welfare, and social services. The key points that are drawn from a review of the literature are: There is no single definition of privatization. Privatization covers a broad range of methods and models, including contracting out for services, voucher programs, and even the sale of public assets to the private sector. But for the purposes of this paper, privatization refers to the provision of publicly-funded services and activities by non-governmental entities. -

It is argued that in critical reflection, oppression and injustice are often understood in general terms and that oppression and inequalities related to gender, sexuality, class, and race therefore risk being neutralized and undetected. The suggestion is made that by using an intersectional approach, which focuses the interplay and complexity between gender, sexuality, class, and race, critical reflection gets the capacity to keep central power relations in urgent focus. Keywords anti-oppressive social work, critical social work, critical reflection, intersectionality, oppression Introduction: Oppression and Critical Social Work Critical and radical social work has been occupied with oppression and the ways through which social structures shape social work practice since the 1960s. It criticizes traditional social work for maintaining and reinforcing oppression and inequality, as social problems are usually understood as an effect of the individual’s lack of ability to cope with everyday life. By the view of critical social workers and researchers, social work should be a practice with an ambition to challenge inequality, marginalization, and oppression at a structural level by using structural understandings of social problems (Adams, Dominelli, & Payne, 2002; Bailey & Brake, 1975; Dominelli, 2002; Pease & Fook, 1999; Sakamoto & Pitner, 2005). -

Marxism and the Solidarity Economy: Toward a New Theory of Revolution Abstract In the twenty-first century, it is time that Marxists updated the conception of socialist revolution they have inherited from Marx, Engels, and Lenin. Slogans about the “dictatorship of the proletariat” “smashing the capitalist state” and carrying out a social revolution from the commanding heights of a reconstituted state are completely obsolete. In this article I propose a reconceptualization that accomplishes several purposes: first, it explains the logical and empirical problems with Marx’s classical theory of revolution; second, it revises the classical theory to make it, for the first time, logically consistent with the premises of historical materialism; third, it provides a (Marxist) theoretical grounding for activism in the solidarity economy, and thus partially reconciles Marxism with anarchism; fourth, it accounts for the long-term failure of all attempts at socialist revolution so far. -

The Transformation of Russian Social Policy in the Transition toward a Market Economy ISABEL PLA JULIAN University of Valencia, Spain Department of Applied Economics The last few years have witnessed truly extraordinaryevents in the for- merly communist societies. These countries were characterized by the great importance attached to social policy as opposed to market economy countries with a similarlevel of economic growth. However, the transition process toward a market economy has set new conditions for the function- ing of governing levels and companies, which has affected social policies altogether. On the one hand, economic liberalization has brought about a reduction of the Russian Government's intervention in the economy, particularly in social policy. On the other hand, the privatization of the state company in a post-communist society would have implied a new way of economic management based on the principal of competition, in direct opposition to the nature of communist companies. -

Families play a significant part in individuals’ lives and society. In sociology, one approach is to view families as a small group, focusing on relational processes like support, socialization, conflict, and intimacy that constitute interactions among family members. Another approach views the family as a major social institution that interacts closely with other institutions including those affecting education, law, healthcare, religion, the economy, criminal justice, and welfare. The family—in its varied and diverse forms—is also key to understanding how inequality is experienced and reproduced in society, as substantial responsibility for caring, nurturing, and raising others is delegated to families. The interplay of these multiple levels—the micro or interpersonal, the meso or institutional, and the macro or structural—also interests sociologists, as individuals influence social structures and institutions, and the latter, in turn, affect family interactions and relationships. This certificate provides students a foundation for understanding the complex role of families and family members at multiple levels, as well as the social systems and organizations responsible for supporting families and individuals. After decades of ex- pansion, we face retrenchment, fiscal pressures that threaten vital services, and unemployment among social service workers. The human services' traditional political champions offer only a timid and unconvinced resistance to the assaults from reactionary quarters. This threatening environment is certainly disconcerting and doubly so because it follows a period when the steady growth which began with the progressive movement seemed to suddenly burgeon. Money was abundant, agencies proliferated, and there seemed to be a widespread public recognition of the need for an ever-increasing program of services. But now the mood of optimism has vanished. Workers and con- sumers are scrambling to save some services from the fiscal wreck- age. The mass media report a supposed reversal of public opinion -- a new feeling that the social services have "failed," that they are a senseless drain on the public treasury. -

Toward a Political Economy of Social Policy

INTRODUCTION Toward a Political Economy of Social Policy The comparative study of social policy in developing countries is of recent vintage.1 Yet the middle-income countries of Latin America, East Asia, and Eastern Europe have welfare systems that originated in the early post war period. The questions posed by these systems are the same as those that motivate the literature on the advanced welfare state: Why did gov ernments undertake the provision of social insurance and services? How have welfare systems evolved over time, and how are benefits distributed? The relevance of these questions has been heightened by epochal politi cal and economic changes that occurred in the developing and formerly socialist world in the 1980s and 1990s. Most countries in the three regions democratized during this period, raising hopes that new governments would be more attentive to social issues. At the same time, most countries also experienced financial crises, recession, and associated fiscal con straints. These problems triggered wide-ranging reforms, including, but by no means limited to, liberalization and increased economic openness. Economic crisis and market reforms entailed serious social dislocations and raised questions about the viability of existing welfare commitments. Could social spending be sustained in the face of severe fiscal constraints? Or would economic crises and reform force new democracies to limit, or retrench, social-policy commitments? In this book, we analyze the development and reform of social policy among the middle-income countries of Latin America, East Asia, and Eastern Europe. -

EUROPEAN GOVERNMENTS REDISTRIBUTE income among their citizens on a much larger scale than does the U.S. government. European social pro- grams are more generous and reach a larger share of citizens. European tax systems are more progressive. European regulations designed to protect the poor are more intrusive. In this paper we try to understand why. The literature on the size of government is rich and varied. However, here we do not focus on the size of government as such, but rather on the redistributive side of government policies. Thus our goal is in one sense narrower than answering the question, “What explains the size of govern- ment?” since we focus on a single, but increasingly important, role of fis- cal policy. Yet in another sense our focus is broader, because redistributive policies go beyond the government budget—think, for instance, of labor market policies. We consider economic, political, and behavioral explanations for these differences between the United States and Europe. Economic explanations focus on the variance of income and the skewness of the income distribu- tion before taxes and transfers, the social costs of taxation, the volatility of income, and expected changes in income for the median voter. We con- clude that most of these theories cannot explain the observed differences. We are grateful to our discussants for very useful suggestions. Este artigo tem dois objetivos principais, estreitamente interligados. A primeira tarefa é analisar se os caminhos de reforma adotados pela Estônia e pela Eslovênia seguiram os conceitos teóricos da “terapia de choque” e “gradualismo”, os modelos dos estados muitas vezes simbolizados em debates teóricos. A segunda tarefa é avaliar a capacidade dos modelos teóricos para alocar corretamente os exemplos clássicos de países para modelos de terapia de choque e gradualistas. Esta pesquisa procura mostrar quais são as vantagens e as desvantagens de uma abordagem polarizada para modelos de teoria de transição e como esses modelos podem ser melhorados. Palavras-chave: Estônia; Eslovênia; modelos de transição. abstract: The following study is based on the comparison of the actual transition processes in Estonia and Slovenia in 1991-2000 with the aim of testing two conceptual models (shock therapy versus gradualism) of transition theory in practice. This article has two main goals, closely interlinked with each other. The first task is to analyse whether the reform paths undertaken by Estonia and Slovenia followed the theoretical concepts of ‘shock therapy’ and ‘gradualism’, the models the states are often symbolising in theoretical debates.
