QUALIFICATION SYSTEM FOR THE 2016 UCI ROAD WORLD CHAMPIONSHIPS The UCI Management Committee decides the qualification system each year.

Individual Road Races

Men Elite

The qualification system is to be used in the order of the following provisions (1 to 4).

1. Qualification through the UCI World by nations (90 riders to start)

A. The first 10 nations of the UCI World Ranking by nations on 22 August 2016: each nation may enter 9 riders to start.

However, a nation with fewer than 9 riders classified in the top 300 of the individual UCI World Ranking on 22 August 2016 shall start with the number of riders that are classified in the top 300 of the aforementioned ranking.

A nation with 6 or less riders classified in the top 300 of the individual UCI World Ranking can nevertheless start 6 riders.

B. The nations that have fewer than 9 riders to start after provision 1.A. can complete their remaining athlete quota, by adding the places it would have received through their respective continental circuit but must not, however, exceed the athlete quota of 9 riders to start obtained in the UCI World Ranking by nations.*

2. Qualification through the UCI Continental Circuits by nations

- The first 3 nations of the classification by nation of the UCI Africa Tour on 22 August 2016 excluding the nations qualifying via the UCI World Ranking by nations: the 1st nation qualifying under this rule may enter 6 riders to start; the 2nd and 3rd nations may enter 3 to start.

- The first 5 nations of the classification by nation of the UCI America Tour on 22 August 2016 excluding the nations qualifying via the UCI World Ranking by nations: the 1st and 2nd nations qualifying under this rule may enter 6 riders to start; the 3rd, 4th and 5th nations may enter 3 riders to start.

- The first 4 nations of the classification by nation of the UCI Asia Tour on 22 August 2016 excluding the nations qualifying via the UCI World Ranking by nations: the 1st nation qualifying under this rule may enter 6 riders to start; the 2nd, 3rd and 4th nations may enter 3 riders to start.

- The first 14 nations of the classification by nation of the UCI Europe Tour on 22 August 2016 excluding the nations qualifying via the UCI World Ranking by nations: the first 6 nations qualifying under this rule may enter 6 riders to start; the nations ranked 7th to 14th may enter 3 riders to start.

- The 1st nation of the classification by nation of the UCI Oceania Tour on 22 August 2016 excluding the nations qualifying via the UCI World Ranking by nations: this qualifying nation may enter 3 riders to start.

3. Qualification through the Individual UCI World Ranking

Each nation which has not otherwise qualified, which has its top-ranked rider:

- among the first 100 positions in the individual UCI World Ranking on 22 August 2016: each nation may enter 3 riders to start.

- between the 101st and 300th positions in the individual UCI World Ranking on 22 August 2016: each nation may enter 2 riders to start.

- between the 301st and 600th positions in the individual UCI World Ranking on 22 August 2016 each nation may enter 1 rider to start.

4. Qualification through the UCI Continental Circuits individual rankings

- The African nations not otherwise qualified and with a rider among the first 10 in the individual classification of the UCI Africa Tour on 22 August 2016: each nation may enter 1 rider to start.

- The American nations not otherwise qualified and with a rider among the first 25 in the individual classification of the UCI America Tour on 22 August 2016: each nation may enter 1 rider to start.

- The Asian nations not otherwise qualified and with a rider among the first 10 in the individual classification of the UCI Asia Tour on 22 August 2016: each nation may enter 1 rider to start.

- The European nations not otherwise qualified and with a rider among the first 250 of the individual classification of the UCI Europe Tour on 22 August 2016: each nation may enter 1 rider to start.

- The Oceania nations not otherwise qualified and with a rider among the first 5 of the individual classification of the UCI Oceania Tour on 22 August 2016: each nation may enter 1 rider to start.

Outgoing World Champion and Olympic Road Race Champion

If the outgoing Men Elite Road Race World Champion and the Road Race Olympic Champion come from a nation which has not yet qualified, they may take part in the first UCI Road World Championships after they win their respective title. They may not be replaced by another rider.

Special provision

The limitation of the article 2.2.002 does not apply.

Men Under 23

The qualification system is to be used in the order of the following provisions (1 to 3).

1. Qualification through the UCI Continental Men Under 23 nations ranking

- The first 5 nations in the Men Under 23 classification by nations of the UCI Africa Tour drawn up on 22 August 2016*: the 1st nation thus qualified may enter 5 riders to start; the 2nd nation may enter 4 to start; the 3rd to the 5th nations may enter 3 riders to start.

- The first 10 nations in the Men Under 23 classification by nations of the UCI America Tour drawn up on 22 August 2016*: the nations thus qualified and classified from the 1st to the 3rd positions may enter 5 riders to start; the nations classified from the 4th to the 6th positions may enter 4 riders to start; the nations classified from the 7th to the 10th positions may enter 3 riders to start.

- The first 7 nations in the Men Under 23 classification by nations of the UCI Asia Tour drawn up on 22 August 2016*: the 1st and 2nd nations thus qualified may enter 5 riders to start; the 3rd and 4th nations may enter 4 riders to start; the 5th to the 7th nations may enter 3 riders to start.

- The first 27 nations in the Men Under 23 classification by nations of the UCI Europe Tour drawn up on 22 August 2016*: the nations thus qualified and classified from the 1st to the 15th positions may enter 5 riders to start; the nations classified from the 16th to the 20th positions may enter 4 riders to start; the nations classified from the 21st to the 27th positions may enter 3 riders to start.

- The first 2 nations of the Men Under 23 classification by nations of the UCI Oceania Tour drawn up on 22 August 2016*: the 1st nation thus qualified may enter 5 riders to start; the 2nd qualified nation may enter 3 riders to start.

2. Qualification through the UCI Continental Men Elite individual ranking

- The African nations not otherwise qualified with a Men Under 23 rider among the first 60 in the Men Elite individual classification of the UCI Africa Tour on 22 August 2016: each nation may enter 1 rider to start.

- The American nations not otherwise qualified with a Men Under 23 rider among the first 200 in the Men Elite individual classification of the UCI America Tour on 22 August 2016: each nation may enter 1 rider to start.

- The Asian nations not otherwise qualified with a Men Under 23 rider among the first 150 in the Men Elite individual classification of the UCI Asia Tour on 22 August 2016: each nation may enter 1 rider to start.

- The European nations not otherwise qualified with a Men Under 23 rider among the first 400 of the Men Elite individual classification of the UCI Europe Tour on 22 August 2016: each nation may enter 1 rider to start.

- The Oceania nations not otherwise qualified with a Men Under 23 rider among the first 20 of the Men Elite individual classification of the UCI Oceania Tour on 22 August 2016: each nation may enter 1 rider to start.

3. Qualification through the UCI U23 Nations’ Cup final ranking

If a nation is included in the final classification of the UCI Nations’ Cup U23** of the year of the UCI Road World Championships in question, but that nation is not yet qualified, it may enter 3 riders to start.

Extra places

The first 5 nations of the final classification of the UCI Nations’ Cup U23** of the year of the UCI Road World Championships in question are entitled to 1 extra rider.

The outgoing Continental Champion may take part in addition to the number of starters that the National Federation of such Champions may enter under the qualification regulations***. This facility is limited to the first World Championships following the awarding of the title of Continental Champion. If the nation of the outgoing Champion is not qualified, the Champion can participate.

Outgoing World Champion

If the outgoing Men Under 23 Road Cycling World Champion belongs to a nation that is not yet qualified, he may participate in the first UCI Road World Championship following the award of his title. He may not be replaced by a substitute.

Organising nation

If the nation in which the World Championships are organised is not qualified, the nation may enter 1 rider to start.

Special provision

The UCI Road Commission can decide to allocate a maximum of 3 unqualified nations the opportunity to enter 1 rider to start on top of the qualification system for this category.

* A classification of the nations will be drawn up on the basis of article 2.10.026 on 22 August 2016 taking into account only classified Men Under 23 riders.

** The final ranking of the Nations’ Cup will be published at the end of the last race, at least 10 days before the UCI Road World Championship.

*** A nation cannot have more than 6 starters. In a case that a nation has already reached the maximum of 6 riders thanks to their final ranking in the Nations’ Cup, this condition is not applicable.

Men Junior

The 10 first nations of the 22 August ranking of the UCI Nation’s Cup Junior of the year of the UCI Road World Championships in question may enter 6 riders to start.

The next 5 nations get 5 riders to start and the other next 5 nations may enter 4 riders to start.

Non-ranked nations may enter 3 riders to start.

Women Elite

The 5 first nations in the UCI Women Elite classification by nations on 22 August of the year of the UCI Road World Championships in question get 7 riders to start.

The 10 next nations get 6 riders to start.

The 5 next nations get 5 riders to start.

The other nations and the non-ranked nations get 3 riders to start.

Women Junior

The 5 first nations of the 22 August ranking of the Women Junior Nation’s Cup edition of the year of the UCI Road World Championships in question get 5 riders to start.

The other nations and the non-ranked nations get 4 riders to start.

Each nation may enter 2 riders to start.

Men Elite

UCI WorldTeams are obliged to participate.

Invitations shall also be sent to the following UCI teams:

- The top 2 African UCI teams of the UCI Africa Tour team ranking on 22 August.

- The top 10 American UCI teams on the UCI America Tour team ranking on 22 August.

- The top 10 Asian UCI teams on the UCI Asia Tour team ranking on 22 August.

- The top 30 European UCI teams on the UCI Europe Tour team ranking on 22 August.

- The top 2 Oceania UCI teams on the UCI Oceania Tour team ranking on 22 August.

Special provision

The UCI Road Commission can decide to accept up to 10 participation requests from unqualified UCI teams.

Women Elite

Invitations shall be sent to the following UCI Women’s teams:

- The top 30 UCI Women’s teams on the UCI Women team ranking on 22 August.

Special provision

The UCI Road Commission can decide to accept up to 5 participation requests from unqualified UCI teams.
