A SENATE RESOLUTION

Requesting the Department of Public Lands to allow the defennent of payments on public land leases for a period of three months to assist the lessees cope with the additional costs as result of the damages caused by Typhoon Soudelor.

1 WHEREAS, on August 2, 2015, Typhoon Soudelor struck the Commonwealth of the 2 and caused significant damages to public and private 3 property; and 4 WHEREAS, Typhoon Soudelor affected to a great extent the power and water 5 systems of the island of Saipan; and 6 WHEREAS, on August 3, 2014, Acting Governor Ralph Deleon Guerrero Torres 7 issued the Declaration of Major Disaster and Significant Emergency in the Commonwealth of 8 the Northern Mariana Islands; and 9 WHEREAS, more than eight weeks have passed and a lot of the residents and 10 businesses are still without sufficient water supply, which translates into additional cost to 11 deal with the water shortage problem; and 12 WHEREAS, it is equally true that a lot of our residents and businesses are still 13 generating their own power, which is also an additional cost to them; and 14 WHEREAS, the devastating effects of Typhoon Soudelor affected everyone to the 15 extent that the entire community has no choice but to readjust expenditures in order to deal 16 with the additional costs as a result of the devastating negative impacts of Typhoon Soudelor; 17 and SENATE RESOLUTION NO. 19-16

1 WHEREAS, the banks on Saipan understands the impact on the lives of the people 2 and business operations as a result of the damages caused by Typhoon Soudelor and the banks 3 responded by approving loan payment deferments for a period of three months to assist our 4 community; 5 NOW, THEREFORE, BE IT RESOLVED, by the Senate of the Nineteenth 6 Northern Marianas Commonwealth Legislature that the Senate requests the Department of 7 Public Lands to allow the deferment of payments on public land leases for a period of three 8 months to assist the lessees cope with the additional costs as result of the damages caused by 9 Typhoon Soudelor; and 10 BE IT FURTHER RESOLVED that the President of the Senate shall certify, and the 11 Senate Legislative Secretary shall attest to the adoption of this resolution and thereafter the 12 Senate Clerk shall transmit a certified copies to the Honorable Eloy S. Inos, Governor of the 13 Commonwealth of the Northern Mariana Islands; the Secretary of Department of Public 14 Lands; and the Honorable Joseph P. Deleon Guerrero, Speaker of the House of 15 Representatives.
