Office of the Special Envoy of the Secretary-General for the Great Lakes in Africa MEDIA MONITORING 25 July 2014 New Rwandan government but key ministers unchanged Source: AFP World News Kigali, July 24, 2014 - Rwandan President Paul Kagame named a fresh government Thursday, one day after appointing a new prime minister, reshuffling some posts but maintaining key ministers. Under Rwanda's constitution, new ministers must be chosen or old ones reappointed after a new prime minister is named by the president. No clear reason has been given for the change. "Change is a result of many factors, and this doesn't mean that the previous team did not perform well," President Paul Kagame said, after swearing in the government. The main posts are all unchanged, including Defence Minister James Kabarebe, Finance Minster Claver Gatete, Foreign Minister Louise Mushikiwabo and Interior Minister Sheikh Mussa Fazil Harerimana. New Prime Minister Murekezi, 62, is a member of the Rwanda's second-largest political party, the Social Democratic Party (PSD), a member of the ruling coalition. He is the fifth prime minister since the Rwandan genocide of 1994. He replaced Pierre Habumuremyi, who had held the post since 2011. Rwanda has shown dramatic economic successes in recent years, with its GDP per capita growing five-fold in the past two decades, according to the World Bank. La composition du gouvernement a été annoncée à l’issue de la cérémonie d’investiture du nouveau Premier ministre, Anastase Murekezi, nommé mercredi en remplacement de Pierre Habumuremyi, en poste depuis 2011. Si quelques réaménagements techniques ont été opérés, la plupart des ministres-clés restent à leurs postes. Louise Mushikiwabo reste aux Affaires étrangères et le général James Kabarebe garde le portefeuille de la Défense. En savoir plus>> Kenyatta: My Top Priority Is Infrastructure Source: Citizen News By Wangui Ngechu 24 July 2014 - President Uhuru Kenyatta has today [24 July, 2014] said the Jubilee government has prioritized infrastructure development in a bid to spur growth and job creation in all sectors of Kenya’s economy. The President was speaking in Nairobi during the International Conference on the Great Lakes Region (ICGLR) Special Summit on the fight against youth unemployment through infrastructure development and investment promotion. Kenyatta said that the expansion and modernization of our roads, airports, railways would open up jobs and help raise the level at which the Kenyan economy can compete. The President added that infrastructure development was key to ensuring access to decent incomes and livelihoods to all Kenyans and especially the youth. The President also cited the revolving Kshs 6 billion Youth Enterprise Development Fund as one of the initiatives that has already benefited over 20,000 youth enterprises and trained over 200,000 youth entrepreneurs. The President added that the program has been expanded and is now supported by parallel projects that target the youth, women and persons living with disability with a combined revolving capital of Kshs 15 billion. Kenyatta also disclosed that the Government has developed a national employment policy which now awaits Parliament’s approval. He further intimated that as the principal actor in the economy, the Government has also put its influence directly in the service of youth entrepreneurship by reserving 30% of all its procurement opportunities to enterprises owned by youth, women and persons with disability. Among the mega infrastructure projects the Kenya government has embarked on include the Standard Gauge Railway, the expansion and upgrading of Jomo Kenyatta International Airport, and the Lamu Port and South Sudan Ethiopia Transport (LAPSSET) Corridor. Museveni said the region must fully exploit its resources in order to unlock economic potential and boost employment creation. Education key to fighting regional unemployment: Kenya Source: Newstime Africa Nairobi, 23 July 2014 – Kenya has called on fellow states of the International Great Lakes Region (ICGLR) to pay more attention to education as a key means of combating unemployment in the region. “As we grapple with this challenge and, looking into the future, allow me to observe – as did Aristotle centuries ago – that the fate of nations depends on the education of the youth,” Kenyan Foreign Affairs Cabinet Secretary Amina Mohammed told an ICGLR ministerial meeting in Nairobi on Wednesday. The meeting – which brought together ministers of youth, labor and foreign affairs from the Great Lakes region – aims to discuss means of tackling the region’s high rates of youth unemployment. “The youth we are discussing here today will be the sole actors on the political, economic and social stage of our countries in the years ahead,” Mohammed said. “Our region’s future – the state of employment, peace, stability and economic development – will therefore be profoundly shaped by how we educate the youth today,” she added. The minister went on to urge African leaders to rethink the education systems in their respective countries so that they could ensure that young people in their countries had positive values and attitudes. “This should include training the youth on the virtues of honesty, hard work, responsibility and commitment to making positive contributions to their communities and society,” said Mohammed. “This is the only way we shall be able to equip the youth with the skills necessary for gainful employment and mold them into responsible citizens on whom we can safely entrust the future of our continent,” she asserted.
