It is about laying out concrete and feasible public policy prescriptions for the next decade. As millennials take the stage, the opportunity to change and redefine how we approach some of the issues facing the country is for us to seize. We are very excited to introduce innovative and new ideas in the public discussion. Put together, they offer a compelling case for a progressive vision for the years ahead. We live in challenging times. Around the world and in Canada, globalization has forced us to change the way we think about public policy. Income inequality, infrastructure, climate change, security, privacy, democratic renewal are all issues of national importance but they have important international ramifications that require nation states to work together to address them. We can no longer conceptualize them in silos - they are linked to each other. Canada 2020 has been at the forefront of this ongoing discussion. Since 2006, we’ve hosted more than ninety events across the country on topics of relevance for decision-makers and citizens. The response has been amazing. People genuinely and persistently believe government can play a meaningful and positive role in the 21st century. We believe this book will offer them compelling reasons to be optimistic about our collective future. I want to thank Robert Asselin, our new Vice President of Policy and Research, for being the driving force behind this project and Alex Paterson, our Communications and Program Coordinator, for making it happen. I investigate the canonical agency of public readers who participate in these programs: readers acting in a non-professional capacity who speak and write publicly about their reading experiences. I argue that contemporary popular canons are discursive spaces whose constitution depends upon public readers. My work resists the common critique that these reading programs and their canons produce a mass of readers who read the same work at the same time in the same way. To demonstrate that public readers are canon-makers, I offer a genre approach to contemporary canons that draws upon literary and new rhetorical genre theory. I contend in Chapter One that canons are discursive spaces comprised of public literary texts and public texts about literature, including those produced by readers. I study the intertextual dynamics of canons through Michael Warner’s theory of publics and Anne Freadman’s concept of “uptake.” Canons arise from genre systems that are constituted to respond to exigencies readily recognized by many readers, motivating some to participate. I argue that public readers’ agency lies in the contingent ways they select and interpret a literary work while taking up and instantiating a canonizing genre.

A prominent educator, doctor and administrator, Dr. Cappon has been a lifelong education advocate, community supporter and author of numerous publications on learning and community medicine. He has earned degrees in several fields including a PhD in sociology from the Université de Paris, a medical degree (MD) from McMaster University and a family medicine specialization from Dalhousie University.     FINAL REPORT ON MÉTIS EDUCATION AND BOARDING SCHOOL LITERATURE AND SOURCES REVIEW By, Lee Marmon February 2010 Introduction and Overview The study and understanding of the Métis school experience has been impeded by three fundamental factors: (1) the unwillingness of the federal and provincial governments thus far to formally recognize that the provinces and religious denominations have a duty to accept responsibility for the Métis educational experience equivalent to federal recognition and compensation; (2) the research focus on federal residential schools largely dominated by the experience of First Nations students as a consequence of this perspective; (3) the scarcity of Métis- specific educational research at any level. While AFN and ITK have won notable educational victories at the national level, the Métis provincial and religious school concerns remain unaddressed. This unresolved controversy endures as a major social justice issue for Métis people, as recently pointed out by President Chartier at a Senate hearing in June 2009. Although various studies and research on aboriginal education date from the 1870s (if not before), it was only with the 1996 RCAP reports that national attention was focused on the plight of aboriginal students in government- sponsored schools. The formal Settlement Agreement was concluded in 2006 and the Truth and Reconciliation Commission was established in June 2008. It has been estimated that INAC has spent more than $100 million on its own research to determine residential school eligibility; the National Administration Committee gives rulings (no Métis representatives). Some 99,000 people have applied for the Common Experience Payment; only 24,000 have qualified under the Federal Accountability Act; because of significant gaps, much of this research has been conducted in provincial archives to supplement holes in the federal data.
