The African Commission is grateful to the authorities for their hospitality and support during the mission. A special note of appreciation is extended to the Ministry of Foreign Affairs and the Ministry of Justice and its staffs who accompanied the delegation and the efforts made to ensure that all the appointments were respected. The African Commission also expresses thanks to all the civil society organisations for taking time off their busy schedules to meet with the delegation. 3 INTRODUCTION 1. The African Charter on Human and Peoples’ Rights ( African Charter)came into force on 21 October 1986 upon the ratification by the requisite number of State Parties. The first members of the African Commission were elected at the 23rd OAU Assembly of Heads of State and Government in July 1987 and the inaugural session of the African Commission took place in November 1987.
