PREFACE The Central Intelligence Agency publishes and updates the online directory of Chiefs of State and Cabinet Members of Foreign Governments weekly. The directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Governments are listed in alphabetical order according to the most commonly used version of each country's name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member.     TRUTH, RECONCILIATION & REPARATIONS COMMISSION (TRRC) DIGEST ©Helen Jones-Florio Photo: Newspaper The Point ANEKED & © 2020 EDITIONS 13&14 Presented by: 1| The Truth, Reconciliation and Reparations Commission (TRRC) is mandated to investigate and establish an impartial historical record of the nature, causes and extent of violations and abuses of human rights committed during the period of July 1994 to January 2017 and to consider the granting of reparations to victims and for connected matters. It started public hearings on 7th January 2019 and will proceed in chronological order, examining the most serious human rights violations that occurred from 1994 to 2017 during the rule of former President Yahya Jammeh. While the testimonies are widely reported in the press and commented on social media, triggering vivid discussions and questions regarding the current transitional process in the country, a summary of each thematic focus/event and its findings is missing. The TRRC Digests seek to widen the circle of stakeholders in the transitional justice process in The Gambia by providing Gambians and interested international actors, with a constructive recount of each session, presenting the witnesses and listing the names of the persons mentioned in relation to human rights violations and – as the case may be – their current position within State, regional or international institutions. Furthermore, the Digests endeavour to highlight trends and patterns of human rights violations and abuses that occurred and as recounted during the TRRC hearings. In doing so, the TRRC Digests provide a necessary record of information and evidence uncovered – and may serve as “checks and balances” at the end of the TRRC’s work.

    Country Policy and Information Note Gambia: Political opinion Version 2.0 March 2017 Preface This note provides country of origin information (COI) and policy guidance to Home Office decision makers on handling particular types of protection and human rights claims. This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must consider claims on an individual basis, taking into account the case specific facts and all relevant evidence, including: the policy guidance contained with this note; the available COI; any applicable caselaw; and the Home Office casework guidance in relation to relevant policies. Country information The COI within this note has been compiled from a wide range of external information sources (usually) published in English. Consideration has been given to the relevance, reliability, accuracy, objectivity, currency, transparency and traceability of the information and wherever possible attempts have been made to corroborate the information used across independent sources, to ensure accuracy. All sources cited have been referenced in footnotes. It has been researched and presented with reference to the Common EU [European Union] Guidelines for Processing Country of Origin Information (COI), dated April 2008, and the European Asylum Support Office’s research guidelines, Country of Origin Information report methodology, dated July 2012. EXECUTIVE SUMMARY The recent elections in Namibia saw the ruling South West African Peoples Organisation (Swapo) swept back into power with the same number of seats as the previous election in 1999. With the new presidential candidate Hifikepunye Lukas Pohamba only being inaugurated on 24 March, continuity of policy on all levels is more or less expected, given the fact that Pohamba was hand-chosen by outgoing president Sam Nujoma to replace him. Potential rivals for the Swapo presidency were dealt with in the months leading up to the elections. This included specifically Hidipo Hamutenya, once one of Swapo's favourite sons, who was unceremoniously dumped as foreign minister by Nujoma in May 2004 just days before the Swapo Congress to choose Nujoma's successor. Though defeated, Hamutenya's background and support base in amongst people _ who were part of Swapo's Peoples Uberation Army of Namibia (Plan), will ensure that he emerges once again as Pohamba's chief challenger for the position in five years time. The opposition remains weak and in general disarray with the once powerful Democratic Turnhalle Alliance (DTA) , having lost nearly half the parliamentary seats it had prior to the last elections. As far as developments on the diamond front are concerned the report makes the following broad points: • Continuity in the government's diamond policy can be expected under Pohamba. • Lev Leviev has been the driving force behind changes in Namibia's mining legislation in 1999 and further changes being contemplated for the near future.

This is asserted in the text and pream- ble of 2014 Constitution.
