Relative to recognizing and commending the Guam Masters Basketball Association (GMBA) for providing its technical assistance and experiences to help establish a Philippine Masters Basketball Association (PMBA); and to also recognizing and commending the Honorable Juanito "Jonvic" Remulla, Governor of Cavite Province; the Honorable Lani Mercado-Revilla, Congresswoman, Bacoor City, Cavite; the Honorable Strike Revilla, Mayor, Bacoor City, Cavite; the Honorable Alex Advincula, Congressman, Imus City, Cavite; and the Honorable !Vlanny Maliksi, Mayor, Imus City, Cavite, for their leadership in helping to create the PMBA. 1 BE IT RESOLVED BY THE CO!VIMITTEE ON RULES OF I 2 MINA 'TRE1VTAI TRES NA LIHESLATURAN GUAHAN: 3 WHEREAS, the Guam Masters Basketball Association (GMBA) was 4 established in 1991 to provide opportunities for players over the age of thirty (30) to 5 continue playing the sport of basketball; and I I WHEREAS, by offering the opportunity to play basketball, the GMBA 2 promotes physical fitness, camaraderie and good sportsmanship amongst its members; 3 and 4 WHEREAS, the Guam Masters Basketball Association has been asked to assist 5 m the planning and organizing of a Philippine Masters Basketball Association 6 (PMBA); and 7 WHEREAS, the initial planning and organization meetings will take place 8 during a scheduled visit to the Philippines from April 8-12, 2015; and 9 WHEREAS, the GMBA will share its experiences, success principles, and best 10 practices with the organizers of the PMBA so that it may provide the same 11 opportunities for playing the sport of basketball, and promoting physical fitness, 12 camaraderie and good sportsmanship; and 13 WHEREAS, the organizers of the PMBA have benefitted greatly from the 14 leadership of the Honorable Juanito "Jonvic" Remulla, Governor of Cavite Province; 15 the Honorable Lani Mercado-Revilla, Congresswoman, Bacoor City, Cavite; the 16 Honorable Strike Revilla, Mayor, Bacoor City, Cavite; the Honorable Alex Advincula, 17 Congressman, Imus City, Cavite; and the Honorable Manny Maliksi, Mayor, Imus 18 City, Cavite; and 19 WHEREAS, it is the combined vision of the two (2) associations to one day 20 have the PMBA host tournaments for its Asia-Pacific neighbors; and 21 WHEREAS, upon the conclusion of the meetings, the GMBA will participate 22 in kick-off basketball games with select Filipino teams; now therefore, be it 23 RESOLVED, that the Committee on Rules of I Mina'Trentai Tres Na 24 Liheslaturan Guahan does hereby, on behalf of I Liheslaturan Guahan and the people 25 of Guam, recognize the Guam Masters Basketball Association for its promotion of 26 physical fitness, camaraderie and good sportsmanship through the sport of basketball; 27 and does further commend the Guam Masters Basketball Association for offering its 2 l assistance to the organizers of the soon-to-be created Philippine Masters Basketball 2 Association; and be it further 3 RESOLVED, that the Committee on Rules of I Mina'Trentai Tres Na 4 Liheslaturan Gudhan does hereby, on behalf of I Liheslaturan Guahan and the people 5 of Guam, also recognize and commend the Honorable Juanito "Jonvic" Remulla, 6 Governor of Cavite Province; the Honorable Lani Mercado-Revilla, Congresswoman, 7 Bacoor City, Cavite; the Honorable Strike Revilla, Mayor, Bacoor City, Cavite; the 8 Honorable Alex Advincula, Congressman, Imus City, Cavite; and the Honorable 9 Manny Maliksi, Mayor, Imus City, Cavite, for their leadership in helping to create a 10 Philippine tvfasters Basketball Association; and be it further 11 RESOLVED, that the Speaker and the Chairperson of the Committee on Rules 12 certify, and the Legislative Secretary attest to, the adoption hereof, and that copies of 13 the same be thereafter transmitted to Mr. Frank C. Public school teachers from Kawit and Dasmariñas and local government officials of Kawit, Noveleta, Naic, Ternate, Trece Martires, and Imus attended the seminar. The opening ceremonies Before the lecture proper, Kawit Mayor Reynaldo ‘Tik’ Aguinaldo commended the CSC regarding the importance of holding such activity. This, accordingly, will give the audience the ability to determine the actions to be done once a calamity or a disaster happens. Former Prime Minister Cesar EA Virata stressed that population growth which contribute to environmental and garbage problems is one factor in the occurrence of calamities. He even suggested some measures such as education and concentrated efforts for a cleaner surroundings that Caviteños have to observe in order to lessen the problem. CSC Director Aquino Garcia, on the other hand, delivered the conference overview.     PEMSEA Workshop Report Inception workshop for ASEAN-Norwegian cooperation project on local capacity building for reducing plastic pollution in the ASEAN region (ASEANO) and associated activities 3-6 March 2020 Executive Summary Representatives from PEMSEA, NIVA, and CSEAS undertook a trip to Cavite, Philippines, facilitated by Cavite PG-ENRO, to study the proposed pilot site for the Philippine sub-component of the ASEANO project, to meet relevant stakeholders, and to launch the sub-component through an inception workshop with relevant stakeholders from the city of Dasmariñas and nearby areas. During two days of site visits, various sites along the river were visited and documented, and local stakeholders including politicians and academe representatives were met. These visits allowed the project team to obtain a better picture of existing waste reduction efforts along the Imus river. For the river, the project team observed an expected increase in pollution levels as the river moved downstream, and observed numerous areas of waste accumulation and points of waste entry into the river. The university stakeholders, Cavite State University and De La Salle University Dasmariñas, expressed great support for the project and are enthusiastic about becoming involved in the research component of the project. Local politicians were also supportive, and referred us to their various material recovery schemes, which across different jurisdictions performed similar material recovery including producing biogas, recycling plastic into new products such as bags and ecobricks, and creating charcoal. The Inception Workshop held on 5th March brought together stakeholders and interested parties with the dual aims of introducing these parties to the project and providing an opportunity for the project team to ask questions of these individuals.

    CenPEG Political Situationer No. 07 10 July 2019 THE MAY 2019 MID-TERM ELECTIONS: Outcomes, Process, Policy Implications Introduction The May 2019 mid-term elections took place amidst the now familiar problems of compromised voting transparency and accuracy linked with the automated election system (AES). Moreover, martial law was still in place in Mindanao making it difficult for opposition candidates to campaign freely. Towards election time, the systematic red-tagging and harassment of militant opposition candidates and civil society organizations further contributed to an environment of fear and impunity. In this context, the Duterte administration’s official candidates and allies won most of the contested seats nationally and locally but how this outcome impacts on the remaining three years of the administration is open to question. This early, the partisan realignments and negotiations for key positions in both the House and the Senate and the maneuverings for the 2022 presidential elections are already in place. Such actions are bound to deepen more opportunistic behavior by political allies and families and affect the political capital of the presidency as it faces new challenges and problems in its final three years in office. The Senate Elections: “Duterte Magic?” In an electoral process marred by persistent transparency and accuracy problems embedded in the automated election system, the administration candidates and allies dominated the elections. This victory has been attributed to the so-called “Duterte magic” but a careful analysis of the winning 12 candidates for the Senate shows a more nuanced reading of the results. At best, President Duterte and the administration can claim full credit for the victory of four senators: Christopher “Bong” Go, Ronald “Bato” de la Rosa, Francis Tolentino, and Aquilino “Koko” Pimentel III.
