Portus, PSSC Executive Director, confirmed the presence of a quorum with representatives from 12 regular members and 20 associate members in attendance. III. Approval of the proposed agenda Dr. Zayas requested that, due to the availability of PSSC Treasurer, Dr. Ma. Elissa J. Lao, who had to leave early, the general membership meeting be held before the lecture. The General Assembly approved the proposed agenda as revised. IV. Approval of the minutes of the 2018 Annual General Membership Meeting The General Assembly approved the minutes of the 2018 Annual General Membership Meeting as presented. V. Business arising from the minutes of the previous meeting Dr. Zayas noted that the business matters arising from the minutes of the previous meeting will be taken up in the reports of the Chairperson and the Treasurer. VI. New business a. Chairperson’s Report Dr. Portus, who served as PSSC Chairperson in 2018, delivered the Chairperson’s Report. She acknowledged Dr. Amaryllis T. Torres, who served as PSSC Executive Director in 2018, as well as the PSSC Secretariat for their contribution to achieving the accomplishments of PSSC in the previous year. Dr. Portus reported that PSSC celebrated its 50th anniversary in 2018 with the theme, “50- year Legacy of the Social Sciences in Changing Times.” The year-long celebration kicked off with the launch of the publication, Doing Social Science Research: A Guidebook, which was PSSC’s contribution to improving individual capacities for quality research. Dr. Portus also acknowledged PSSC member-associations that organized or dedicated panel sessions in their annual conferences 7 along the anniversary theme of PSSC. These are the Philippines Communication Society, the Linguistic Society of the Philippines, the Philippine Statistical Association, Inc., the Psychological Association of the Philippines, and the Philippine Sociological Society. Dr. Portus informed the body that PSSC also organized a special screening and panel discussion of two critically-acclaimed independent films,Ang Sayaw ng Dalawang Kaliwang Paa and Debosyon, in October 2018. The screenings included open fora, which featured the films’ director-producer, Dr. Alvin Yapan of the Ateneo de Manila University (ADMU), and two film enthusiasts and critics from PSSC member-associations, Dr. Patrick Campos of the University of the Philippines College of Mass Communication (UP CMC) and Dr. Joseph Palis of the Philippine Geographical Society. Dr. Portus expressed gratitude to the UP CMC for partnering with PSSC in this event. To cap off the anniversary celebration, Dr. Portus reported that PSSC held a tertulia on 17 November 2018, which highlighted a classical concert by cellist, Dr. Renato B. Lucas, and harpist, Ms. Madeline Jane Banta; and pop performances by Mr. Ariel Hans C. Sebellino and Ms. Kriztine R. Viray of the Philippines Communication Society. During the tertulia, PSSC also honored the lifetime service and achievement of its remaining founding member, Dr. Mercedes B. Concepcion, as well as recognized the efforts and accomplishments of member-organizations and PSSC Staff. Dr. Portus thanked colleagues in the Executive Committee (Execom) and the Board of Trustees (BOT) for their cooperation and support to the endeavors of PSSC in 2018. Dr. Portus proceeded to provide updates on organizational matters. She reported that PSSC revisited its By-laws and Articles of Incorporation to review provisions that may no longer be relevant or may need to be updated or added. During the 2018 General Membership Meeting, PSSC’s voting representatives unanimously approved amendments to the By-laws, which centered on opening up Council membership to other domains of knowledge; setting more flexible criteria for associate membership; and clarifying the consequences for non-attendance to BOT meetings. Subsequently, the Articles of Incorporation were amended, thereby deleting provisions pertaining to PSSC’s relationship with the now defunct National Science Development Board; clarifying the utilization of PSSC’s gross income; and extending PSSC’s corporate existence for another 50 years. Dr. Portus informed the body that these amended documents had been filed with the Securities and Exchange Commission in December 2018. On membership expansion, Dr. Portus shared that the Membership Committee reviewed and recommended the approval of the applications for associate membership of the Department of Social Sciences of the University of the Philippines-Los Baños and the Center for Strategic Research of Miriam College. Dr. Portus then reported that the PSSC Staff provided full-time secretariat and administrative support to the Philippine Economic Society and was also tapped to organize the society’s back- to-back national and international conferences in November 2018. The PSSC Staff also rendered bookkeeping assistance to the Philippine Political Science Association. In addition, the project team of Dr. Zayas requested PSSC to provide financial management services for its project, “IP Focused Social Impact Assessment of the SDMP III and CSR Programs of Coral Bay Nickel Corporation (CBNC) and Rio Tuba Nickel Mining Corporation (RTMC) in Bataraza, South Palawan.” On PSSC’s regular programs, Dr. Portus reported that PSSC received ten applications for the Research Award Program, of which eight (six PhD students and two MA students) were recommended for approval by the Research Committee. Meanwhile, the Grants Committee recommended the approval of seven applications

    HISTORY OF QUEZON CITY PUBLIC LIBRARY The Quezon City Public Library started as a small unit, a joint venture of the National Library and Quezon City government during the incumbency of the late Mayor Ponciano Bernardo and the first City Superintendent of Libraries, Atty. Felicidad Peralta by virtue of Public Law No. 1935 which provided for the “consolidation of all libraries belonging to any branch of the Philippine Government for the creation of the Philippine Library”, and for the maintenance of the same. Mayor Ponciano Bernardo 1946-1949 June 19, 1949, Republic Act No. 411 otherwise known as the Municipal Libraries Law, authored by then Senator Geronimo T. Pecson, which is an act to “provide for the establishment, operation and Maintenance of Municipal Libraries throughout the Philippines” was approved. Mrs. Felicidad A. Peralta 1948-1978 First City Librarian Side by side with the physical and economic development of Quezon City officials particularly the late Mayor Bernardo envisioned the needs of the people. Realizing that the achievements of the goals of a democratic society depends greatly on enlightened and educated citizenry, the Quezon City Public Library, was formally organized and was inaugurated on August 16, 1948, with Aurora Quezon, as a guest of Honor and who cut the ceremonial ribbon. The Library started with 4, 000 volumes of books donated by the National Library, with only four employees to serve the public. The library was housed next to the Post Office in a one-storey building near of the old City Hall in Edsa. Even at the start, this unit depended on the civic spirited members of the community who donated books, bookshelves and other reading material.

As a soprano, Jean Judith sings for opera and musical theatre but never limits her capacity by performing pieces from world arts songs. As a film actor, her roles are unconventional that manifest her embodied inner strength but mystical persona. She learns how to sing at an early age of nine performing in the church and villages. Coming from a humble beginning, Jean Judith captures the skill of fine singing from her mother and her sensitivity for arts was nurtured by being deeply connected to the expressive musical cultures of the Philippines, her motherland. Her tenacity to work as a full-time actor and the faith she puts to her craft gave her opportunities to perform in cities and provinces in the Philippines and South and East Asian countries like Korea, Indonesia, Macau, Hong Kong, Taiwan and various cities in China. She assumed self-title roles from many original musicales that have had impacted the history of Philippine contemporary theatre. In opera, she played Sisa for “Noli Me Tangere: The Opera”, a difficult role. But her portrayal of the most iconic Philippine fictive character and deranged woman captures her audience giving her standing ovations and critical acclaim from critics.

    From the Sacred to the Profane: The Oblation Ritualized FROM THE SACRED TO THE PROFANE: THE OBLATION RITUALIZED Reuben Ramas Cañete ABSTRACT The study approaches the historical construction of the narratives surrounding the statue titled Oblation, deemed as the symbol of the University of the Philippines (UP), from the theoretical perspective of Eric Hobsbawn’s notion of “invented traditions,” as well as Judith Butler’s theory of performativity. The study looks at the genesis of this narrative as informed by the anti-colonial struggle of the late-19th and early 20th century, but amplified and “sacralised” through the symbolic power of the UP Presidency, particularly under Jorge C. Bocobo (1935-1939) under whose auspices the Oblation was erected on November 30, 1935. The study also foregrounds the key term “Sacrificial Body” as a determinant of the Oblation’s narrational focus of itself as subject, and its function as idealized model or template to be “followed” by the UP community. The ambivalence of this narrative, however, is central to the production of contradicting discourses throughout its history, from the “sacred” Pre-War image akin to a secular Crucifixion upon which rituals supervised by a “priesthood” composed of the University’s officials were enacted; to the Post- War secular (and thus “profane”) image of the Oblation as that “representing academic freedom” from the viewpoint of its progressive student body and faculty.     GALEDECEMBER 2010Ó VOL. 1 NO.N 1 10 PAGES Official publication of the Cavite Studies Center • DE LA SALLE UNIVERSITY-DASMARIÑAS 12th Annual Seminar on Cavite history and culture Disaster,calamity awareness discussed To assess the geographical condition of the province and to single out the preparedness capacity of Caviteños in terms of catastrophe and calamities, the Cavite Studies Center (CSC) convened its 12th annual seminar on history and culture entitled Desastres y Calamidades: Cavite and the Signs of the Times. The event took place at the Aguinaldo Shrine, Kawit, Cavite on September 24. Public school teachers from Kawit and Dasmariñas and local government officials of Kawit, Noveleta, Naic, Ternate, Trece Martires, and Imus attended the seminar. The opening ceremonies Before the lecture proper, Kawit Mayor Reynaldo ‘Tik’ Aguinaldo commended the CSC regarding the importance of holding such activity. This, accordingly, will give the audience the ability to determine the actions to be done once a calamity or a disaster happens. Former Prime Minister Cesar EA Virata stressed that population growth which contribute to environmental and garbage problems is one factor in the occurrence of calamities. He even suggested some measures such as education and concentrated efforts for a cleaner surroundings that Caviteños have to observe in order to lessen the problem. CSC Director Aquino Garcia, on the other hand, delivered the conference overview.     NAVAL RESERVE OFFICER TRAINING CORPS Military Science –1 (MS-1) COURSE ORIENTATION Training Regulation A. Introduction: The conduct of this training program is embodied under the provisions of RA 9163 and RA 7077 and the following regulations shall be implemented to all students enrolled in the Military Science Training to produce quality enlisted and officer reservists for the AFP Reserve Force. B. Attendance: 1. A minimum attendance of nine (9) training days or eighty percent (80%) of the total number of ROTC training days per semester shall be required to pass the course. 2. Absence from instructions maybe excuse for sickness, injury or other exceptional circumstances. 3. A cadet/ cadette (basic/advance) who incurs an unexcused absence of more than three (3) training days or twenty percent (20%) of the total number of training during the semester shall no longer be made to continue the course during the school year. 4. Three (3) consecutive absences will automatically drop the student from the course. C. Grading: 1. The school year which is divided into two (2) semesters must conform to the school calendar as practicable. 2. Cadets/ cadettes shall be given a final grade for every semester, such grade to be computed based on the following weights: a. Attendance - - - - - - - - - - 30 points b. Military Aptitude - - - - - 30 points c. Subject Proficiency - - - - 40 points 3. Subject proficiency is forty percent (40%) apportioned to the different subjects of a course depending on the relative importance of the subject and the number of hours devoted to it. It is the sum of the weighted grades of all subjects.

Tabada University of the Philippines Cebu Days of Disquiet, Nights of Rage: The First Quarter Storm and Related Events by Jose F. Lacaba narrates a brief but tumultuous period in the country not with the dispassionate butnitpicking scholarship of a traditional historian but with the eyewitness color, emotional involvement, and self-reflexivity of a chronicler whose rebellion supports the overthrow of an authoritarian regime and the sham objectivity of traditional journalism. First published in 1982, the book compiles the essays written by Lacaba and published in the Philippines Free Press and the Asia-Philippines Leader.
