INTRODUCTION Purpose This master plan outlines the Oregon Parks and Recreation Department’s (OPRD) plans for the future development, use and management of Luckiamute State Natural Area. Included in the master plan are summaries of the issues, resource assessments, recreation needs, goals, development proposals and resource management guidelines associated with this park, and the process followed in formulating and adopting the master plan. The purpose of a state park master planning process is to plan for both the protection and public enjoyment of the resources that occur in the park that is being master planned. Master plans identify and provide for the most appropriate recreational uses based on resource opportunities and constraints, development opportunities and constraints, public recreation needs, and OPRD’s roles as a statewide outdoor recreation provider. A master plan may also identify lands that OPRD would consider acquiring from willing sellers to add to the state park, as well as any lands that are under OPRD ownership that should not be part of the state park. A master plan also provides a basis for preparing partnership agreements, budget and management priorities and detailed development and management guidelines, and for requesting land use approvals from affected local governments for planned projects. Authority OPRD prepares master plans for its properties under the authorities embodied in state statutes and rules, which include ORS 390.180, OAR 736 Division 18, ORS 195.120 and OAR 660 Division 34. Benefits of a Master Planning Process A written and illustrated reference is produced containing information about, and long term plans for, the state park lands. This “master plan” is the guide for the park’s 20-year future. It describes the planning purpose and process, existing park facilities, future recreation demand, the suitability of the land for recreational uses or resource protection, issues related to public use and management, the goals, objectives and development concepts for future use and development in the park, and guidelines for managing the park resources. Development concepts in the master plan show how to fit needed facilities into the park. These are the conceptual ‘blueprints” for the park. The development concepts reflect the resource constraints and opportunities and address the goals established in the planning process. They describe the appropriate types, sizes, locations and access for the proposed facilities. Resource maps, prepared as background information for the master plan, depict locations of natural, cultural and scenic resources in the park. These maps are invaluable planning Luckiamute State Natural Area Draft Master Plan 1 tools used frequently by the park staff, other resource agencies, policy makers and members of the public or “friends” groups. They are the basis for resource management and development decisions. A public discussion occurs regarding the future of the park property. The master planning process is an opportunity for the public to discuss and provide input on the future of the park. The planning process includes several public meetings and mailings and invites the public to provide written comments on the pertinent issues and the proposals and guidelines established by the master plan. Partnership opportunities are identified. A master planning process is an opportunity to encourage partnerships with other agencies, interest groups and neighbors to benefit park implementation and management.     Henry Zenk September 8, 2006 The Kalapuyan Presence in Oregon's Geographic Names1 CALAPOOIA RIVER, CALAPOOYA MOUNTAINS. In Chinuk Wawa and other local languages, including the three Kalapuyan languages, /k,alaphu3ya/ was the usual general name for Kalapuyan speakers. The name has also been used more narrowly, to refer to all Central Kalapuyans or to one or another Central Kalapuyan group: in the Dayton Treaty of 1855, for example, it designates the Ahantchuyuk or Pudding River tribe, which occupied French Prairie, the part of the Willamette Valley extending from Champoeg south to Salem.2 The name evidently came into regional currency from Chinookan, where it has been recorded in the inflected forms /itk,alapúyawaykš/ (Clackamas dialect), /itgalapúywiyukš/ (Wasco and Wishram dialects). However, the stem forms themselves (/-k,alapúywa-/, /-galapúywi-/) appear not to be Chinookan, but of unknown origin. CHAMPOEG. According to some historical sources, this was originally a Kalapuyan village name.3h Gatschet recorded a3mpuik as the name of "a little town in French Prairie" located near a hill called in Tualatin / Va Vi3mapu3i Vuk/ 'place (in front of?) /pu3i h4uk/ (yampah, Perideridea sp.)'. While the name of the town and the name of the hill appear to be related, Gatschet's note is ambiguous as to whether hámpuik is really a proper Kalapuyan form, or just a Tualatin-speakers' pronunciation of the name of the historical Whites' town. Dole State Geologist FOREWORD TO THE FIRST EDITION The rec onnaissance geologic maps of the adjoining Dallas and Valsetz 15-minute quadrangles, together with the descriptive text in this bu lletin, are the results of work undertaken by the State geological su r­ vey . This important survey work was discontinued during the war and resumed in 1 946 . The two quad­ rangles are located in northwestern Oregon, mainly in Polk County, and cover a section of the summit and eastern slope o(the Coast Range and a portion of the western part of the Willamette Valley. The selection of the Dallas-Valsetz area for geological survey work stemmed primarily from the De­ partment's efforts to find limestone deposits of better quality than those now known in the area . Such de­ posits are badly needed both for industry and agricultural stone . The survey was not successfu l in finding commercial deposits of high-grade stone bu t information was obtained which indicates the favorable geo­ logical horizon where limestone deposits could probably be found and where further prospecting should be done. This stu dy of the area allows a clea rer understanding of stratigraphy, struc ture, and geologic history of the Coast Range .
