The site is located to the southeast side of Axminster outside of the built-up area boundary and therefore Strategy 7 of the Local Plan applies. This policy seeks to strictly control development in the countryside unless explicitly supported by another policy of the Local, or where relevant, Neighbourhood Plan. In this instance policy D8 of the Local Plan potentially offers support for development involving the re-use of rural buildings, subject to compliance with a number of listed criteria. Amongst the stated criteria of policy D8 is a requirement for the conversion to protect and enhance the character of the building, which should be capable of conversion without substantial extension, alteration or reconstruction. In this instance the proposed method of conversion does involve substantial alteration and extension, including the addition of a first floor where none currently exists and extensions to the building footprint. The combined effect of these works would be a significant change in the character of the building and development that would go significantly beyond a conversion scheme.
