Acknowledgments [ix] This page intentionally left blank Mobilizing Piety This page intentionally left blank CHAPTER 1 Islam and Feminism in Jakarta INTRODUCTION Th e Nahdlatul Ulama building, headquarters of Indonesia’s largest Muslim organization, rises up from a hectic Jakarta thoroughfare. Its calm sand- stone color and vaguely Arabic design are distinctive in this enormous city of glittering skyscrapers and packed residential neighborhoods. I stood at the entrance to this building on a muggy morning in 2002 because I had come to Jakarta to study women’s activism in this Muslim majority country. Th e eclectic cityscape around me mirrored the interest- ing and creative ways in which women participated in the tumultuous process of democratization. Th is process began in 1998 after a massive economic crisis and a burgeoning grassroots opposition movement led Indonesia’s longtime dictator Suharto to resign. In a country where women are often encouraged to fulfi ll traditional expectations as daughters, wives, and mothers, these same women were proving to be impassioned agents for reform. Women swelled the ranks of rallies calling for change, mobi- lized food deliveries for the poor, organized commemorations of one of the country’s female heroines, and demanded an end to violence against women after dozens of Chinese-Indonesian women were raped during the riots that accompanied the regime’s demise. Some of these activists worked for nongovernmental organizations (NGOs) advocating gen- der equality, human rights, and social justice. In addition, many younger women were becoming committed to Islam as they joined activist alliances. In this new atmosphere of unparalleled political freedom, I wanted to know how these women activists were adapting ideas about women’s rights for the Indonesian context. Th is book is inspired by my own background as a feminist sociologist and a middle-class American who spent a formative year as a high school exchange student in East Java.

On one hand, they were prospering economically, but were nonetheless held in contempt by the Dutch, encountered legal discrimination and faced challenges if they wanted to educate their children in European schools. Their marginal position motivated them do their utmost to become “civilized subjects”, on a par with Europeans, but they were also inspired to reinvent their Chinese identity. This contribution will highlight role played by “enlightened” Chinese, the kaoem moeda bangsa Tjina. Central to this movement were the Chinese girls known to the public as bangsawan prampoewan (the noblewomen), who wrote letters the newspaper and creating a gendered public sphere. They also performed western classical music in public. Considering the inspirational impact of bangsawan prampoewan’s enlightening achievements on non-Chinese women, it is appropriate to include them into the narrative of the history of the nation’s women’s movements.     Global Indonesia In the nineteenth century, colonial rule brought the modern world closer to the Indonesian peoples, introducing mechanized transport, all- weather roads, postal and telegraph communications, and steamship networks that linked Indonesia’s islands to each other, to Europe and the Middle East. This book looks at Indone- sia’s global importance, and traces the entwining of its peoples and economies with the wider world. The book discusses how products unique to Indonesia first slipped into regional trade networks and exposed scattered communities to the dynamic influ- ence of far- off civilizations. It focuses on economic and cultural changes that resulted in the emergence of political units organized as oligarchies or monar- chies, and goes on to look in detail at Indonesia’s relationship with Holland’s East Indies. The book analyses the attempts by politicians to negotiate ways of being modern but uniquely Indonesian, and considers the oscillations in Indonesia between movements for theocracy and democracy. It is a useful contribution for students and scholars of World History and Southeast Asian Studies.     Storying female academics’ career development in Indonesian Islamic higher education: A postcolonial feminist analysis Siti Muflichah Bachelor of Art in Islamic Studies (Arabic and Literature) Master of Art in Islamic Studies (Islamic Education) Master of Education (Leadership and Management) A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2019 School of Education Abstract Indonesian female academics have achieved positions of repute and prestige in certain departments, however many more have remained in the background or on the periphery, marginalized by discriminatory practices that are penetrative and unacknowledged. The position of women as professional and academic staff in the faculty in which I am currently working are rarely positioned in the role of Associate Professor or above. Academic women are less productive in terms of research and publications, and they hold a lower academic rank. In leadership positions, the women experience a slow climb up the administrative career ladder. This study focuses on the experiences of female academics in the context of Islamic Indonesian higher education, and explores their experiences of career development. Postcolonial feminism, a theoretical lens which acknowledges the diversity of women’s experiences in contexts outside the West, is used in this study to critique the stories female academics have to share in relation to their opportunities for career development. As this study draws upon feminist and postcolonial perspectives, narrative inquiry is explored as a useful methodology for storying the diversity of lived experiences as valid sources of knowledge amongst female academics in this context. Nine female academics have been asked to tell their story regarding promotion at an Islamic Indonesian university.

In our cover story, Fiona Lim and Geoffrey Pakiam explore various aspects of the betel quid. Years ago, I remember asking my husband’s late aunt to make a quid for me to try but she refused, saying that it would be too intoxicating. Note Those intoxicating effects are nowhere near as dangerous as opium smoking. Yet, about a century ago, partaking of this opiate was so prevalent among the Chinese coolie community that it made up half of the colonial government’s annual tax takings. Diana S. Kim explains how the colony ended its dependence on opium revenue. Violent gun crime also used to be common in Singapore; up until the 1960s, street shootouts and kidnappings of millionaires were regular occurrences. Tan Chui Hua’s account of the city’s gun-happy gangsters is a reminder that the “good old days” weren’t always so good. On a less violent note, this year is the centenary of former French Prime Minister Georges Clemenceau’s visit here and the 50th anniversary of the opening of Queenstown Library. Lim Tin Seng revisits 1920 while Paddy Jonathan Ong recounts the history of Singapore’s first proper branch library. We then turn to the National Archives of Singapore with Yap Jo Lin as our guide.

RASMUSSEN / College of William and Mary n Indonesia, amidst a plethora of unique Southeast Asian popular and folk music, Western music, and traditional gamelan styles, the recitation of the Qur' n pervades daily life as an archetype of Muslim authenticity. Removed by thousands of miles and hundreds of years from the source of Islam, Indonesians perform and experience the Qur'an in allegedly the same way as Muslims did during the time of the prophet, Muhammad. This arti- cle distills eight months of research as a student of professional male and female reciters of the Qur'an in Jakarta, Indonesia, the capital city of the country that is home to more Muslims than any other in the world. Kiai Haji Ahmad Dahlan established Muhammadiyah in Kauman, Yogyakarta, in 1912, at a time when civil associations and political organizations were emerging nationwide in Indonesia. The Muhammadiyah has a predominantly urban, middle-class base through- out Indonesia. As Muhammad Fuad observes, it was Dahlan’s concern with the poverty and backwardness of the people of the Netherlands East Indies, the majority of whom belonged to the Islamic umma, which led him to the fields of education and health.2 He was interested in issues such as reform of Islamic law and the introduction of modern education. In addition, kiai Dahlan’s revolutionary social treatment of women should be highlighted.     IBU OR THE BEAST: Gender Interests in Two Indonesian Women's Organizations1 Saskia Wieringa Introduction Oneof the most stimulating attempts to develop a theoreticalframe- work for the analysis of women's organizations is that of Maxine Molyneux, whomakes the distinction between organization for practi- cal and strategic gender interests. Part of the attraction of the distinction is that it promises to be a tool in efforts to assess the performance ofwomen's organizations. However, these concepts are widely, andgenerally uncritically, used in discussions which deal with 'women and development' issues, particularly in relation to women's organizations in the South. I havevarious analytical and conceptual problemswith the concepts of practical and strategic gender interests. Inthe space of this article, I willnot be able to spe llthese out in detail. InsteadI willuse the example of two mass organizations of Indonesian womento focus on some of the ambiguities in these concepts. Molyneux has suggested that it might be useful to differentiate betweenwomen's strategic andwomen's practicalgender interests in assessingthe 'success' of certain policies regarding women ,specifically addressingthe performance of the socia liststate ofNicaragua. Strategic gender interests she defines as being 'derived from the analysis of women's subordination and from the formulation of an alternative, more satisfactoryset of arrangements to thosewhich exist'. Practical gender interests, on the other hand, 'are generally a response to an immediateperceived need and they do notgenerally entail a strategic goal such as women's emancipation or gender equality' (Molyneux, 1985:240).
