Russian Military Capability in a Ten-Year Perspective 2016
The Russian Armed Forces are developing from a force primarily designed for handling internal – 2016 Perspective Ten-Year in a Capability Military Russian disorder and conflicts in the area of the former Soviet Union towards a structure configured for large-scale operations also beyond that area. The Armed Forces can defend Russia from foreign aggression in 2016 better than they could in 2013. They are also a stronger instrument of coercion than before. This report analyses Russian military capability in a ten-year perspective. It is the eighth edition. A change in this report compared with the previous edition is that a basic assumption has been altered. In 2013, we assessed fighting power under the assumption that Russia was responding to an emerging threat with little or no time to prepare operations. In view of recent events, we now estimate available assets for military operations in situations when Russia initiates the use of armed force. The fighting power of the Russian Armed Forces is studied. Fighting power means the available military assets for three overall missions: operational-strategic joint inter-service combat operations (JISCOs), stand-off warfare and strategic deterrence. The potential order of battle is estimated for these three missions, i.e. what military forces Russia is able to generate and deploy in 2016. The fighting power of Russia’s Armed Forces has continued to increase – primarily west of the Urals. Russian military strategic theorists are devoting much thought not only to military force, but also to all kinds of other – non-military – means. The trend in security policy continues to be based on anti- Americanism, patriotism and authoritarianism at home. -

Smagh The U.S. military could suffer unacceptably high casualties and struggle to win, or perhaps lose, National Defense Fellow a war against China or Russia. This implication by the National Defense Strategy Commission stands in contrast to the past several decades during which the U.S. possessed military power without equal. Great power competition has returned, marked by Chinese and Russian malign activities occurring below the threshold of armed conflict, an area of competition called the grey zone, while they simultaneously advance warfighting capabilities with increased lethality, range, and speed. The result is the potentially significant erosion of the military advantage possessed by the United States. A key capability to ensure the U.S. military maintains its dominance is in its intelligence, surveillance, and reconnaissance (ISR) assets. The House and Senate Armed Services Committees have both taken an increasing interest in U.S. military ISR capabilities vis-à-vis China and Russia. The House has emphasized in particular the importance of joint airborne ISR capabilities and established a Future of Defense Task Force to review and assess U.S. defense capabilities to meet emerging threats. The Senate has stressed command and control and both legacy and future ISR systems that can provide tactical forces with targeting data needed to perform their mission within a highly contested environment. Most recently, the House and Senate Armed Services Committees each drafted legislation calling for appropriations to enhance military modernization, to include funding for ISR, in the Indo-Pacific region. -

It describes capabilities required for the future Modular Force to implement effectively the National Military Strategy to Combat Weapons of Mass Destruction (NMSCWMD) during the 2015–2024 timeframe. This concept incorporates the guiding principles active, layered defense in depth and situational awareness and command and control from the NMSCWMD. It serves as a reference guide for future combat development efforts designed to provide relevant and ready land power that is neither coerced nor attacked by enemies using WMD; able to rapidly mitigate effects of WMD across full spectrum operations. TRADOC Pam 525-7-19 is the outcome of a collaborative effort involving subject matter experts from throughout the Army, and the product of a detailed study of strategic guidance, current doctrine, and lessons learned. It represents an attempt to address requirements across six of the eight military mission areas as set forth in the NMSCWMD holistically. The Army has clear roles in the WMD interdiction, WMD offensive operations, WMD elimination, active defense, passive defense, and consequence management mission areas. The Army’s lesser roles in security cooperation and partnership activities and threat reduction and cooperation are generally excluded as a matter of scope even though Army assets will play a supporting role in these more diplomatic mission areas. -
