Administrative History The Chancellor is UC San Diego's chief administrative officer and has general authority across the university. He or she is responsible for establishing UC San Diego's administrative structure and insuring that it functions responsibly and efficiently. Chancellors to date have been: Herbert F. York (Founding Chancellor, 1960-1964; Acting Chancellor, 1970-1972), John S. Galbraith (Second Chancellor, 1964-1968), William J. McGill (Third Chancellor, 1968-1970), William D. McElroy (Fourth Chancellor, 1972-1980), Richard C. Atkinson (Fifth Chancellor, 1980-1995), Marjorie C. Caserio (Interim Chancellor, 1995-1996), Robert C. Dynes (Sixth Chancellor, 1996-2003), Marsha Chandler (Acting Chancellor, 2003-2004), Marye Anne Fox (Seventh Chancellor, 2004-2012), and Pradeep Khosla (Eighth Chancellor, 2012-present). In 1972 the Office of the Chancellor created a central filing system that was to collect records from various administrative offices. This central filing system became what is now Policy and Records Administration (formerly called Administrative Records). This office was later transferred from the Chancellor's Office to the office of the Vice-Chancellor for Resource Management and Planning (formerly the Vice-Chancellor for Administration). Originally, the files of Policy and Records Administration contained materials from the offices of the Chancellor, Vice-Chancellor for Administration, Associate Vice-Chancellor for Business Management, Vice-Chancellor for Financial Management, and selected files from the Vice-Chancellor for Academic Affairs. Currently, Policy and Records Administrationve Records collects records from the offices of the Chancellor, Associate Vice-Chancellor for Business Affairs, and selected records from the Vice-Chancellor for Administration and the Vice-Chancellor for Academic Affairs. It is important to note that these titles have changed over time. Scope and Content of Collection Subject files maintained by Policy and Records Administration, including records from the Office of the Chancellor, the Office of the Associate Vice-Chancellor for Business Affairs, as well as selected materials from the offices of the Vice-Chancellor for Administration and the Vice-Chancellor for Academic Affairs. The Subject Files document all aspects of the administration of UC San Diego. Prominent subjects include the development of the campus, departments, and academic programs, the activities and affairs of departments, committees, faculty, and students, and current events concerning the campus and surrounding communities. The Office of the Chancellor's Subject Files are an accumulation of records from the Office of Policy and Records Administration (formerly Administrative Records). Materials from different offices are interfiled into these subject files, Office of the Chancellor. Subject RSS 0001 2 Files generally in chronological order. The Subject Files document the administrative decisions that have directed the development of UC San Diego and evidence the activities of individual departments and other units of campus operation. The files include incoming correspondence, copies of some outgoing correspondence, memos, notes, and other materials pertaining to a given subject. Subjects include system-wide administration, the building of the campus, development of academic programs, the activities of individual departments and institutes, fund raising, campus-community relations, student affairs, current events concerning the campus, and committees at the campus and systemwide levels. C. 20002 QUESTIONS PRESENTED The Native American Graves Protection and Repat- riation Act (NAGPRA), which governs repatriation of human remains to Native American tribes, contains an enforcement provision that states, “The United States district courts shall have jurisdiction over any action brought by any person alleging a violation of this chapter and shall have the authority to issue such orders as may be necessary to enforce the provisions of this chapter.” 25 U.S.C. § 3013. Over a strong dissent, a divided Ninth Circuit panel held that a party can prevent judicial review of controversial repatriation decisions by claiming a tribe is a “required party” under Rule 19 of the Federal Rules of Civil Procedure, if the tribe invokes tribal immunity. The questions presented are: 1. Whether Rule 19 of the Federal Rules of Civil Procedure mandates that a district court dismiss any case in which a Native American tribe with immunity is deemed to be a “required party.” 2. Whether tribal immunity extends to cases where Rule 19 is the only basis for adding a tribe, no relief against the tribe is sought, and no other forum can issue a binding order on the dispute; and if so, whether Congress abrogated tribal immunity as a defense to claims arising under NAGPRA.

  • Pradeep K. Khosla
    Pradeep K. Khosla Biography Pradeep K. Khosla is currently Dean of the College of Engineering and the Philip and Marsha Dowd University Professor at Carnegie Mellon. As Dean, a position he has held since July 2004, he serves as the Chief Academic Officer and the Chief Administrative Officer for the College of Engineering. His previous leadership, administrative, and organization building experience includes serving as: Founding Director, Carnegie Mellon CyLab; Head, Department of Electrical and Computer Engineering; Director, Information Networking Institute; Founding Director, Institute for Complex Engineered Systems (ICES), and Program Manager at Defense Advanced Research Projects Agency (DARPA), where he managed a portfolio of programs (a total of $50 million per year in 1996) in real-time systems, internet enabled software infrastructure, robotics and intelligent systems, distributed design and manufacturing, and distributed systems. During his tenure as Dean, the college has experienced significant improvement in its ranking from 11th in 2004 to 6th in 2011; the total college budget has doubled to nearly $180 million in FY 2012; and research expenditures and the MS and PhD programs have each grown by nearly 100 percent. He has provided leadership for developing and implementing strategies to improve quality of life for students, faculty and staff, and increasing diversity; defining several multidisciplinary and multicollege research centers; developing research centers with industry; developing multidisciplinary graduate programs; developing international programs; and developing programs that enhance the undergraduate experience. To enhance the undergraduate education mission of the college, he constituted a college-wide committee for undergraduate curriculum reform called “Innovation Across the Curriculum” whose recommendations will be implemented starting fall 2012.

This year's Symposium features 128 participants who have conducted faculty-mentored research in a wide variety of fields over the last year. The presenters include undergraduates, graduate students, and postdoctoral scholars from UC San Diego, as well as students from institutions across the state who performed mentored research at UC San Diego during the summer of 2015. We hope you will enjoy the Symposium and the scholars’ presentations. We recognize the critical contributions to the Symposium of our faculty moderators, the professional development speakers, and, particularly, the mentors who have provided training and guidance to their scholars throughout the program.
