The conference will focus on (i) transition to work and (ii) transition to citizenship, which are two primary youth policy domains articulated in the WDR Development and the Next Generation. Why is investing in youth a challenge in ECA? The region presents very different demographic profiles and levels of economic development, so depending on individual situations, different countries may set other investment priorities. Nevertheless, should countries consider the worrying levels of youth unemployment and idleness (rate of out of school/out of work youth), which are common to most countries in ECA, as the determining factor in prioritizing youth investments? If so, what type of investments would be desirable to address these issues? What would be the optimal modalities to adequately address young people’s multi-dimensional needs? These questions will be addressed in two thematic sessions, respectively on youth employment and citizenship, followed by sub-regional and country discussions.

27-28 March 2019, Lisbon, Portugal From measurement to impact in achieving justice for all Agenda At the invitation of the Government of Portugal, the OECD is holding its 5th Global Policy Roundtable on Equal Access to Justice on 27-28 March 2019 in Lisbon, Portugal. Under the purview of the Public Governance Committee, the meeting takes place in the context of increasing efforts across OECD and partner countries to strengthen equal and user-centric access to justice for inclusive growth and sustainable development. In particular, the 2019 Global Roundtable further explores ways to ensure effective access to justice by enabling people-centred justice pathways to address legal needs of citizens and business, including vulnerable communities. It will provide an opportunity to review country progress to adequately invest in and improve access to justice for all as part of the UN Sustainable Development Goal (SDG) 16 on inclusive institutions and access to justice. As part of this effort, the discussion will also showcase country-specific initiatives taken to implement commitments under the Riga Statement on “Investing in Access to Justice for all!”, which was adopted by Ministers, high-level participants from OECD member and partner countries and members of the Task Force on Justice of the Pathfinders for Peaceful, Just and Inclusive Societies on 6 July 2018 during the 4th OECD Policy Roundtable on Equal Access to Justice. The event offers a mix of high-level plenaries and policy-oriented breakout / lab sessions. The high-level plenary discussions aim to highlight country progress and commitments in promoting and investing in access to justice as a mean to achieving a more just, peaceful and inclusive society.

PRESS RELEASE Financial Education for Children and Young People in South East Europe Policies, good practices and challenges in the new digital reality Paris, 18-19 November 2020 On 18 and 19 November 2020 senior policy makers from Bulgaria, Croatia, Georgia, Moldova, Montenegro, Republic of North Macedonia and Romania attended a virtual high-level conference to examine challenges and formulate policy recommendations to boost financial literacy and financial resilience of youth in the region. The conference titled “Financial Education for Children and Young People in South East Europe (SEE)” was organised in the framework of the technical assistance project carried out by the OECD and its International Network on Financial Education (INFE) since 2018, with the financial support of the Ministry of Finance of the Netherlands and its Money Wise Platform. Experts from Austria, Belgium, Bhutan, Brazil, Hong Kong China, Italy, Japan, Luxembourg, the Netherlands, Portugal, Spain and the United States also attended the conference and provided relevant policy recommendations to their SEE peers, drawing on country experiences and the vast body of OECD/INFE knowledge as summarised in the 2020 OECD Recommendation on Financial Literacy*. The OECD/INFE Survey of Financial Literacy of Adults in SEE, country mapping reports and a Policy Brief on Financial Education of Youth in SEE served as background for the discussions. Speakers' Profiles Frans TIMMERMANS First Vice-President of the European Commission Frans Timmermans began his career in 1987 as an official at the Ministry of Foreign Affairs in The Hague. After taking part in the induction course for diplomats, he worked as a policy officer in the ministry's European Integration Department from 1988 to 1990, before joining the Dutch embassy in Moscow as Second Embassy Secretary. After a brief period back in The Hague as deputy head of the Ministry for Development Cooperation's European Affairs Section, Mr Timmermans became a member of the staff of European Commissioner Hans van de Broek. He later became adviser and private secretary to Max van der Stoel, the High Commissioner on National Minorities for the Organization for Security and Co-operation in Europe (OSCE). From 1998 he was a member of the House of Representatives for the Labour Party (PvdA). In that capacity, he dealt principally with foreign affairs. He was chair of the Permanent Committee on Economic Affairs and represented the House of Representatives in the European Convention. In the fourth Balkenende government, from February 2007 to February 2010, Mr Timmermans was Minister for European Affairs. After the fall of that government he returned to the House as the PvdA's spokesperson on foreign policy. On 5 November 2012, Mr Timmermans was appointed Minister of Foreign Affairs in the Rutte-Asscher government. Since 1 November 2014, Mr Timmermans is the European Commission’s First Vice- President, responsible for better regulation, inter-institutional relations, the rule of law and the Charter of fundamental rights.

THE NEW GEOPOLITICS MAY 2020 EUROPE PLAYING WITH FIRE Italy, China, and Europe GIOVANNA DE MAIO BROOKINGS – ROBERT BOSCH FOUNDATION TRANSATLANTIC INITIATIVE PLAYING WITH FIRE Italy, China, and Europe GIOVANNA DE MAIO EXECUTIVE SUMMARY The most significant event for Italian foreign policy in 2019 was the signing of a Memorandum of Understanding (MoU) with China endorsing the Belt and Road Initiative (BRI), which marked a break in the ranks of G-7, raising important concerns from Washington that Italy would become an entry point for Chinese influence in Europe. In reality, Chinese investment in Italy’s key industries, including energy and telecommunications, has been growing since 2013. Chinese foreign direct investment in Italy is also significantly lower than in other major European economies such as Germany and France, which have not endorsed the BRI but have secured important trade and investment deals with Beijing. Due to Italy’s difficulties in attracting investment because of high taxation and bureaucracy (among other factors), Italy’s decision to sign the MoU on the BRI is an attempt to gain advantages over its European competitors to attract Chinese investment and address longstanding economic stagnation. On top of these existing issues, the devastating economic impact of the COVID-19 pandemic (a 9.1% drop in GDP for 2020 is forecast by the International Monetary Fund) risks pushing Italy further into China’s arms. There are indeed mechanisms on both national and European levels to protect against foreign investment in strategic sectors, while different views on China in the Italian political landscape have led to more decisive actions to restrict the development of a 5G wireless network through Chinese technology.
