S. Treasury and other government bonds: Malon S. Andrus, Inc., New York dealer in government bonda; Malon S. Andrus, its president; John G. Beutel and Edward L. Madden, Jr. of New Jersey, traders in government securities, Charles MeG. Baxter, Jr., sole proprietor of Baxter & Company, New York dealer in Government bonds, and Horace E. Hoffman, of New York. In addition, Beutel, Baxter & Co. and Baxter were found to have violated the record-keeping requirements of the Exchange Act. In offers of settlement aubmitted by these respondents, they consented to the sanctions but without admitting any violations of the securities laws.
