I give God all the Glory. ii Abstract The research undertaken represents an in-depth study of gender and economics from a multi-disciplinary perspective. By drawing on economic, social policy and political science literature it makes an original contribution to the disciplines of economics and feminist economics by advancing ideas on a feminist theory of policy change and institutional design. Equally, the study develops a framework for a multi-method approach to feminist research with applied policy focus by establishing a pragmatic feminist research paradigm. By espousing multiple research philosophies, it extends understanding of gender differences in policy outcomes by connecting theories from feminist economics, feminist historical institutionalism and ideational processes. Jointly funded by the Economic and Social Research Council UK and the Scottish Government, this project attempts to answer three key questions: What is the relative position of men and women in the Scottish economy and how do childcare responsibilities influence these? Which institutions, structures and processes have been instrumental in embedding gender in Scottish economic policy? To what extent and how is the Scottish Government’s approach to economic policy gendered? Quantitative analysis reveals persistently disproportionate differences in men and women’s position in the labour market. Women remain over-represented in part-time employment and in the public sector in the 10years under investigation. Using panel data, the multinomial logistic regression estimation of patterns in labour market transitions equally reveal disproportionate gendered patterns, with families with dependent children 0-4years at a disadvantage to those without. Qualitative analysis indicates that these differences are partly explained by the fact that the unpaid economy still remains invisible to policymakers despite changes in the institutional design, policy processes and the approach to equality policymaking undertaken in Scotland. Unpaid childcare work is not represented as policy relevant and the way gender, equality and gender equality are conceptualised within institutional sites and on political agendas pose various challenges for policy development on unpaid childcare work and gender equality in general. Additionally, policymakers in Scotland do not integrate both the paid and unpaid economies in economic policy formulation since social policy and economic policy are designed separately. iii The study also establishes that the range of institutions and actors that make-up the institutional setting for regulating and promoting equality, influence how equality issues are treated within a national context. In Scotland, equality regulating institutions such as parliament, the Scottish Government, equality commission and the law are instrumental variables in determining the range of equality issues that are embedded in an equality infrastructure and the extent to which equality issues, including gender, are consequently embedded in public policy and government budgets. Significantly despite meeting all the attributes of an equality issue, unpaid care is not classified as a protected characteristic in the Equality legislation. These institutions can ameliorate, sustain or perpetuate the delivery of unequitable policy outcomes for men and women in the mutually dependent paid and unpaid economy. Thus, economic, social and political institutions are not independent from one another but are interrelated in complex ways that subsequently have material consequences on men and women in society. In summary, there are interlinkages between the law, labour market, the unpaid economy, the welfare state and gendered political institutions such that policy or institutional change in one will be dependent on or trigger change in another. These institutions are gendered, but are also interlinked and underpin the gender structure of other institutions to the extent that the gendered norms and ideas embedded in one institution, for example legislation or political institutions, structure the gendered dimensions of the labour market, welfare state, and the unpaid economy. JUST JOBS Anita Bernstein* Activists who pursue gender justice in the United States have always focused on work, both the paid and unpaid kind. In her magisterial Sex Equality, Catharine MacKinnon chose "Work" as her first section, or illustrative locus, in the chapter titled "Sex and Sexism."' At the workplace, MacKinnon wrote, begins "the most- traveled terrain" of sex equality law.2 Unpaid work fills the waking hours of most women. Women's labor makes the domestic economies of nation-states possible, even though it continues almost entirely uncounted in measurements of national output.' Injustices in both categories of work, the paid and unpaid, buttress each other.4 Mindful of the undertakings and achievements of gender-justice activists in the realm of work, this Article adds to their task by proposing more for feminist law to do.' Is it going to be bad news?”– Veronica, Ontario Basic Income Pilot Participant In early 2018, the first of what would be over 4,000 individuals – one of whom was Veronica – across Ontario, Canada began receiving money as part of the Ontario Basic Income Pilot (Ministry of Children, Community and Social Services, 2017). Initiated and implemented by the former Liberal provincial government, the pilot provided participants with an annual income of up to $16,989, less 50% of any earned income and with an additional $500 monthly top-up for people with disabilities (Ministry of Children, Community and Social Services, 2017). Piloted in three sites across the province with the aim of gathering data on a novel approach to sustainable poverty reduction, the intended three-year program’s premature cancellation was announced after a change of government in July 2018, with the final payments administered in March 2019 (Ministry of Children, Community and Social Services, 2017; Kovach, 2018). Globally, reactions from the basic income community were immediate and damning, criticizing the cancellation as invoking harm on participants while undermining what many perceived to be a “golden research opportunity” (McFarland, 2018; Mulvale, 2018).

It aims to facilitate a conversation between macroeconomic theorists of crises and instability and feminist economists and scholars of intergroup inequality. Macroeconomic analyses of the Great Recession have centered on the causal role of financial deregulation, capital flow imbalances, and growth of income and wealth inequality. That work tends to be divorced from research that analyzes broader distributional impacts, prior to the crisis and subsequently, transmitted through economic channels and government responses. This study's framework emphasizes the role of stratification along multiple trajectories - race, class, and gender - in contributing to economic crises and in shaping their distributional dynamics. The study underscores the long-run effects of the 2008 crisis on well-being, highlighted in feminist economists' research on social reproduction and often missed in the macroeconomics literature. This article examines the social activist Juliet Rhys-Williams’ campaign for the integration of the tax and benefit systems and the provision of a universal basic income, which attracted wide interest from economists, journalists, and Liberal and Conservative politicians during and after the Second World War. Though Rhys-Williams’ proposals were not adopted, they helped establish a distinctive ‘social market’ perspective on welfare provision which has become central to British social policy debates since the 1960s and 1970s. Lindsey Macdonald’s article, “We Are All Housewives,” eloquently speaks to the concept of universality, while also situating socialist-feminist demands for UBI within specic activist traditions. I pose questions about the distinctions between different socialist arguments for UBI and the political groups that advocate for its implementation: rst, what are the differences between autonomist and feminist proposals; and, second, how might we distinguish and evaluate organizations that are ghting for a feminist-socialist UBI? I appreciate being invited to take part in this forum on universal basic income (UBI) and to respond to Lindsey Macdonald’s article.1 The Marxist approaches developed by the authors are diverse and compelling, and I’ll engage them within this framework. My entry into debates surrounding UBI has, for the most part, come from Marxist autonomist work on labor and technology. There are signicant overlaps between feminist and autonomist approaches (Silvia Federici’s writing and activism are obvious examples2). Macdonald’s article provides an opportunity to think through these different arguments for UBI, and consider the particularity and universality of feminist approaches.

    Journal of the History of Economic Thought THE POLITICAL ECONOMY OF INCLUSION: THE RISE AND FALL OF THE WORKHOUSE SYSTEM B Y QA COSMA ORSI The aim of this article is to describe the rise and fall of the workhouse system in connection with the developments that took place in economic thought in the tran- sition from mercantilism to the Classical tradition. By examining the economic debate about wages, effi ciency, labor market, workers’ mobility, and unemploy- ment, we discuss whether the social policy shift epitomized by institutional reforms like the Gilbert Act (1782), the Rose Act (1793), and the Speenhamland system (1795) was accompanied and eventually inspired by a change in the perception of major political economy issues. In doing so, we review the writings of Jacob Vanderlint (d. 1740), George Berkeley (1685–1753), Malachy Postlethwayt (1707?–1767), Josiah Tucker (1713–1799), David Hume (1711–1776), and Adam Smith (1723-1790), among others. Although a direct infl uence by these writers cannot be proven, the originality of the present work rests on the effort to put into perspective the arguments elaborated by economic thinkers and the proposals made by social reformers so as to identify possible connections between economic theorizing and social legislation. I.
