Lumpy Skin Disease(LSD) Current Situation & Prevention Measures in Chinese Taipei Lumpy Skin Disease(LSD) Current Situation & Prevention Measures in Chinese Taipei July 17th, 2020 1 CONTENT Introduction Current situation in Kinmen Island Diagnosis Control measures 2 Introduction-1 LSD is a Type A infectious animal disease in Taiwan. LSD is a disease of cattle infected by the capripoxvirus and characterized by fever exceeding 41°C, 2–5 cm in diameter nodules on the skin, mucous membranes (vesicles, erosions, ulcers) and sometimes death. The susceptible animals include the domestic cattle and Asian water buffalo. 3 Introduction-2 According to the OIE Terrestrial Manual, the incubation period is 28 days. It is NOT zoonotic. Transmission of LSD virus (LSDV) is thought to be predominantly by arthropods, even certain species of biting flies and mosquitoes, or ticks acting the role, natural contact transmission in the absence of vectors. 4 Location of Kinmen China Kinmen Taiwan 315 kilometers between Taiwan and Kinmen on the Taiwan Straits 5 Current situation in Kinmen The total number of cattle farms is 594, raising about 6,200 cattle. The Livestock Research Institute (LRI) of Kinmen is the first confirmation of LSD incident Cattle farm. There are 548 cattle. The total number of 74 cattle in the same pen has been culled which include 23 confirmed cases and another remaining 51 cattle. Lumpy skin disease PCR & qPCR PCR qPCR 12 Diagnosis-3 The virus strain in cattle farm of Kinmen island was subjected to PCR and sequencing targeted on DNA dependent RNA polymerase subunit gene (RP030). Preliminary genetic and phylogentic analyses of the genomic sequence showed that the virus shared 100% nucleotide identity with the strains found in Xinjiang province of China in 2019. Also, an identity of about 98.5%~99.3% with the strains in sheep pox virus and goat pox virus was obtained. 13 Diagnosis-4 14 Diagnosis-5 Histopathology TEM 15 Control measures-1 In Kinmen, prohibit the live cattle to Taiwan following the FMD control measures, prohibit the carcasses and fresh meat of cattle to Taiwan since 10 July, implement the movement control for all cattle, continued inspecting the cattle farms, quarantine suspected cattle, disinfect and pest control, kill and dispose of infected cattle in a timely manner. Invite the experts of veterinary and entomology to discuss the preventive measures to reduce the risk of spreading. Strengthen the disinfection and cleaning of vector in all cattle farms and relevant ports especially Liao-Luo harbor. Initiate the visit of all cattle farms in Taiwan, Penghu and Matsu and raise the awareness for the stakeholders including farmers, livestock owners, animal handlers, veterinarians, workers at livestock markets or auctions, workers at slaughterhouses/abattoirs, etc. 16 Control measures-2 Import vaccines for emergency and all cattle are vaccinated in Kinmen. Strengthen cleaning and disinfection of the pathogens and vectors thoroughly for the ships and aircrafts operated between Taiwan, Kinmen and China. Communicate with the public. 17 Collecting mosquitos and flies 18 19 Destroying infected cattle Inter-governmental cooperation-1 On July 13, 2020, LSD Emergency Response Task Force held by the Council of Agriculture (COA) Chairperson: Minister of the COA Central and Local governments Notifying BAPHIQ in leading the passengers to quarantine counter to disinfect their footwear and hands and to raise their awareness ─ the Ministry of Interior National Immigration Agency 21 Inter-governmental cooperation-2 Supervising the cleaning and disinfection of the ships, aircrafts, etc. which enter or leave Kinmen ─ the Ministry of Transportation Strengthening detection of smuggled animals and their products ─ the Ocean Affairs Council & Ministry of Finance (Custom Administration) Confirming the capacity of facilities to deal with the infected animal, disinfect all farms and ports in Kinmen ─ the Environmental Protection Administration Strengthening the cleaning and disinfection the vectors from the international ships, aircrafts, etc. and assisting to advocate the domestic food safety issues ─ the Ministry of Health and Welfare 22 International collaboration Importing adequate and effective vaccines for emergency use. OIE RRAP assisting on resourcing LSD emergency vaccines from the EU The EU assisting to arrange the flight that can deliver the vaccine to Taiwan at the earliest date Joining the LSD emergency webinar held by the OIE RRAP and sharing the experiences 23 Thank you for your attention 24.

    4 GOVERNANCE STRUCTURE, ORGANISATIONAL REFORM AND ADMINISTRATIVE EFFICIENCY Lessons from Taiwan Yi‑Huah Jiang The efficiency of government has long been one of the major concerns of public officers, entrepreneurs, non-government organisations (NGOs) and scholars of public administration. The public services that government provides to citizens – ranging from education, health care, transportation, affordable housing, to job opportunity and social security – involve substantial public expenditure. It is therefore reasonable for the general public to demand that the government is efficient and effective. To improve government efficiency, scholars have attempted to analyse the parameters of public performance and examine the relationship between public expenditure and citizen satisfaction with government services (Hauner & Kyobe 2008; Morgeson 2014). Government reforms in different countries and regions have been carefully studied with regard to their similarities and differences (Pollitt & Bouckaert 2011; Christensen, Dong & Painter 2008; Meyer-Sahling & Yesilkagit 2011; Cepiku & Meneguzzo 2011). One of the issues that has not been thoroughly explored, however, is the relationship between governance structure and 75 DESIGNING GOVERNANCE STRUCTURES FOR PERFORMANCE AND ACCOUNtabILITY administrative efficiency. The structure of government – namely, how government agencies and departments are organised to manage their functions – is critical to public sector performance. The attempts made by many countries to reform their organisations is a testament to the importance of finding the best governance structure to realise the mission of serving the people efficiently and cost-effectively. This chapter explores the relationship between government structure and administrative efficiency by examining the case of organisational reform in Taiwan since 2008. It begins with a brief introduction to the structure of the Taiwanese Government and some background to the organisational reform that began in 2008.
