    DANUBE POLLUTION REDUCTION PROGRAMME NATIONAL REVIEWS 1998 BOSNIA AND HERZEGOVINA EXECUTIVE SUMMARY Ministry of Agriculture, Water Management and Forestry in cooperation with the Programme Coordination Unit UNDP/GEF Assistance DANUBE POLLUTION REDUCTION PROGRAMME NATIONAL REVIEWS 1998 BOSNIA AND HERZEGOVINA EXECUTIVE SUMMARY Ministry of Agriculture, Water Management and Forestry in cooperation with the Programme Coordination Unit UNDP/GEF Assistance Preface The National Reviews were designed to produce basic data and information for the elaboration of the Pollution Reduction Programme (PRP), the Transboundary Analysis and the revision of the Strategic Action Plan of the International Commission for the Protection of the Danube River (ICPDR). Particular attention was also given to collect data and information for specific purposes concerning the development of the Danube Water Quality Model, the identification and evaluation of hot spots, the analysis of social and economic factors, the preparation of an investment portfolio and the development of financing mechanisms for the implementation of the ICPDR Action Plan. For the elaboration of the National Reviews, a team of national experts was recruited in each of the participating countries for a period of one to four months covering the following positions: Socio-economist with knowledge in population studies, Financial expert (preferably from the Ministry of Finance), Water Quality Data expert/information specialist, Water Engineering expert with knowledge in project development. Each of the experts had to organize his or her work under the supervision of the respective Country Programme Coordinator and with the guidance of a team of International Consultants. The tasks were laid out in specific Terms of Reference. At a Regional Workshop in Budapest from 27 to 29 January 1998, the national teams and the group of international consultants discussed in detail the methodological approach and the content of the National Reviews to assure coherence of results.

    5 The disposal of corpses in an ethnicized civil war: Croatia, 1941–451 Alexander Korb Introduction In May 1943, an Italian general who was being held prisoner of war was discussing the course of the war with his colleagues. He was describing an incident that had occurred in the territory occupied by Italy in Croatia and, unknown to him, he was overheard by his British supervisors. The incident concerned the recovery of the corpses of murdered Serbs thrown by the perpetrators – Croatian nationalists – into karst caves, which are typical land formations in that area. ‘The exhumations were a dreadful task’, the general said. ‘Nobody could enter the cave because the rotting bodies stank so badly. One man who we lowered down on a rope fainted and we had to pull him out again.’ 2 It seems that the soldiers were finally equipped with gas masks. During the Second World War, up to 45 million people lost their lives.3 Almost a quarter of them were victims of targeted attacks with the intent to kill and mass murders, rather than armed hostili- ties. While the death of the victims can be said to have been well researched, many historians consider their task completed once the persecuted individuals have perished. Yet the disposal of bodies in cases of genocide is more than just a field where further research is required; even more important is that the treatment of the dead reveals a great deal about the perpetrators, how they saw themselves, and the approach to and nature of their violence. A catchment area is a homogeneous hydrological category determined by the adequate geogenic and anthropogenic parameters. In order to study a catchment area and manage its water resources, it is of an utmost relevance to define these parameters, their morphological, hydrodynamic and hydrometeorological properties. The Vrbanja River is one of the largest right tributaries of the Vrbas River and one of the most important autochtonous watersheds in the Republic of Srpska. This fact largely facilitates a rational usage of the Vrbanja water resources, the arrangement of its catchment area, and the protection and development of the water resources in this watershed. The topography of theVrbanja watershed covers the area of 791. 33 km2 and includes the administrative territories of municipalities of Kotor Varoš, Kneževo, Čelinac, Mrkonjić Grad, Teslić, Laktaši and Banja Luka (the Republic of Srpska) and Travnik (B&H Federation). Approximately 99.7 % of the watershed belongs to the Republic of Srpska and around 0.3 % (river source) belongs to B&H Federation. The main course of the elongated Vrbanja River watershed is SE-NW, which is also the main course of the Vrbanja River.

BOSNIA AND HERZEGOVINA The 1995 General Framework Agreement for Peace in Bosnia and Herzegovina (the Dayton Accords), signed after 3 years of war, provided for the continuity of Bosnia-Herzegovina, originally one of the constituent Republics of Yugoslavia, as a single state, Bosnia and Herzegovina, with two constituent entities, the Federation of Bosnia and Herzegovina (the Federation) and the Republika Srpska (RS). The Federation, which incorporates the areas with a Bosniak (Muslim) and Croat majority, occupies 51% of the territory; the RS, populated mostly by Bosnian Serbs, occupies 49%. The Dayton Accords established a constitution for Bosnia and Herzegovina that includes a central government with a bicameral legislature, a three-member presidency comprised of a representative of each major ethnic group, a council of ministers, a constitutional court, and a central bank. Defense remains under the control of the respective entities. In a significant step toward implementing the Dayton Accords, elections for central, entity-level, and, within the Federation, cantonal offices were held on September 14.

S. and a number of other NATO countries collectively waged one of the most destructive wars on the European continent since the end of World War II–the modern aerial bombing campaign against the Serbian people. In the tradition of the New World Order, this “intervention” wasn’t called “war.” It was argued by various Western politicians and the corporate media that the bombing campaign was directed against the late Serbian President Milošević and his “propaganda machine.”[i] In fact, the NATO bombs loaded with depleted uranium[ii] were falling on bridges, maternity hospitals, private residences of ordinary people, a moving train, a Serbian TV station, the Chinese Embassy in Belgrade, as well as water plants, schools, electrical power plants, and many other objects that were crucial for the society to function. Even in 2016, there are still several ruined buildings in downtown Belgrade. These sites have not been cleaned up nor repaired. Medical doctors are finally speaking up and emphasizing that the skyrocketing rates of cancer and other deadly diseases will only continue to rise because it takes 10-15 years for the accumulated environmental toxicity to also build up in people’s bodies.[iii] In other words, more thantwo thousand five hundred killed[iv] and several thousand wounded people were only immediate victims of the NATO’s “humanitarian intervention.” This military action will continue to take its toll affecting multiple generations as time passes.

We have studied the compact phase conformations of semi-flexible polymer chains confined in two dimensional nonhomogeneous media, modelled by fractals that belong to the family of modified rectangular (MR) lattices. Members of the MR family are enumerated by an integer p (2 p< ) and fractal dimension ≤ ∞ of each member of the family is equal to 2. The polymer flexibility is described by the stiffness parameter s, while the polymer conformations are modelled by weighted Hamiltonian walks (HWs). Applying an exact method of recurrence equations we have found that partition function ZN for closed HWs consisting of N steps scales as ωN µ√N , where constants ω and µ depend on both p and s. We have calculated numerically the stiffness dependence of the polymer persistence length, as well as various thermodynamic quantities (such as free and internal energy, specific heat and entropy) for a large set of members of MR family. Analysis of these quantities has shown that semi-flexible compact polymers on MR lattices can exist only in the liquid- like (disordered) phase, whereas the crystal (ordered) phase has not appeared.
