METHOD OF PLAY By mutual agreement with the Northern and Southern Boards, the Tournament will he played as follows: CHAMPIONSHIP: The low l6 or 32 qualifiers, depending on the entry, will he the Championship Flight. OTHER FLIGHTS: All other flights will he seeded according to handicap with qualifying scores determining postion within the flight. The Annual Meeting of the Board of Directors of the Women’s Golf Association of California was held at 9 P.M., on April 1965; at the Bel Air Country Club, Los Angeles, California in connection with the Championship Tournament of the Women’s Southern California Golf Association and the Women’s Golf Association of Northern California at Bel Air Country Club, Los Angeles, California. The meeting was called to order by Mrs. Winnford W. Nance, President of the Women’s Southern California Golf Association.

Mrs. Nance proposed Article VII entitled "Meetings" be amended by the addition of the following words at the end of the first sentence "unless otherwise specified by the Board of Directors". A general discussion ensued regarding the possibility of an Amateur State Tournament, which would be in addition to the present State Championship and open to all ages and groups regardless of club affiliation. After this discussion Mrs. Nance advised the combined Board this matter would be thoroughly explored and discussed at May 5i& Board meeting of the Women's Southern California Golf Association and a report forwarded to the Women's Golf Association of Northern California.

Discussion re Section 2 of the Procedure for Tournaments of this Association, wherein the juniors of the Northern area are members of the Women's Golf Association of Northern California and the restriction in the Southern area of the Women's Golf Association of Southern California minimum age limit of 18 years. After general discussion it was de­ cided this subject would be thoroughly reviewed at May 5^ Board meeting of the Women’s Southern California Golf Association and a report forwarded to the Women's Golf Asso­ ciation of Northern California.

Mrs. Allen T. Mitchell, Jr., Tournament Chairman reported the 1965 Championship Tour­ nament had a total of 130 entries, 96 low handicaps accepted, 31 - 10 and under handi­ cap, handicaps through 15 used and all Northern contestants accepted to limit of l8 handicap. Qualifying scores high due to excessive rain prior to the tournament. Due apologies were made for suspension of play because of torrential rains and play was expected to be resumed on Friday completing all matches as soon as possible, play to be extended to the following week if necessary. The originally scheduled Consolation round on Friday has been cancelled.

Mrs. Fred Hoar, Handicap Chairman reported as of April 6, 1965; 59 member clubs and individual members 1,693 and the eligibility clause introduced two years ago had proven very successful.

Mrs. Wayne Woodard, Jr., thanked Mrs. Nance and her committee for their fine work and gracious hospitality.

Mrs. Paul Reeder, read replies from U.S.G.A. regarding the following rule inquiries: What is the proper placement for a rake? Inside or outside of the trap? U.S.G.A. recommends: "That rakes be placed outside bunkers, as far away as is practical and at spots where they will be least likely to deflect balls.” Also, does hole-in-one insurance affect Amateur Status? U.S.G.A. advises this is contrary to their policy on gambling. Mrs. Reeder advised a course for next year's Championship has not been selected as yet, as soon as a course is selected the Board will be notified.

Mrs. Nance returned the printing and jewelry dies to Mrs. Woodard.

ARTICLE 1

Name

The name of this Association shall he Women's Golf Association of California.

ARTICLE 11

Objects

The objects of this Association are to promote the interests of golf among women of California, and to conduct an Annual Champion­ ship Tournament and such other tournaments as may be decided upon.

ARTICLE 111

Territorial Jurisdiction

The territorial jurisdiction of the Association shall include that of the Women's Golf Association of Northern California and Women's Southern California Golf Association combined.

ARTICLE IV

Membership

Membership in the Association shall be limited to the member clubs of the Women's Golf Association of Northern California and Women's Southern California Golf Association, which are, respectively, the Northern Division and the Southern Division of the Women's Golf Association of California. Each of the above mentioned Associations shall act independently of the other within its respective territorial jurisdiction, and shall be governed by its own bylaws in so far as they do not conflict with these bylaws. A complete list of member clubs and addresses shall be sent to the Secretary of the Women's Golf Association of California by March first of each year.

ARTICLE V

Government

The management, conduct and control of the affairs and property of the Association shall be vested in a Board of Directors consisting of the Boards of Directors of the Northern and Southern Divisions.

-1- ARTICLE VI

Officers

Section 1. The officers of the Association automatically shall he the officers of the Division in whose territorial jurisdiction the Annual Championship Tournament is to he held, with the addition of the President and Recording Secretary of the other Division.

Section 2. The officers shall hold office for one year, and shall take office not later than ninety days after the completion of the Annual Championship Tournament of the Association.

ARTICLE VII

Meetings

An Annual Meeting of the Board of Directors of the Association shall he held within the first three days of the Annual Championship Tourna­ ment of the Association at the club at which the Tournament is being held, unless otherwise specified by the Board of Directors. Within sixty days after completion of the Tournament, the Official Minute Book (complete with the record of this meeting) shall he sent to the President of the Association.

ARTICLE Vlll

Amendments

Section 1. These bylaws may he amended by a two-thirds vote of the Board of Directors of the Association. Written notice of proposed amendments shall he sent to each Director at least two weeks before the meeting at which such amendments are to he considered.

Section 2. The result of the vote of the Board of Directors, each Division on proposed amendments shall he approved by Its President and Recording Secretary and forwarded to the President of the Association.

ARTICLE IX

Roberts Rules of Order, Revised, shall govern the Association unless otherwise provided for in these bylaws.
