This report has been prepared in accordance with the Policing Arrangement between the Australian and Australian Capital Territory (ACT) governments for the delivery of policing services to the ACT by the Australian Federal Police. The report has also been prepared in accordance with the Australian Federal Police Act 1979 and the Financial Management and Accountability Act 1997 where appropriate. I hereby certify that the attached Annual Report is an honest and accurate account, that all material information on the operations of ACT Policing during the 2011–12 period has been included and that the report, where possible, complies with the Chief Minister’s Annual Report Directions.     STATEMENT BY ROMAN QUAEDVLIEG APM CHIEF EXECUTIVE OFFICER AUSTRALIAN CUSTOMS AND BORDER PROTECTION SERVICE Senate Legal and Constitutional Affairs Legislation Committee 20 October 2014 ___________________________________________________________________ Chair, Senators, it is a privilege to appear before you as Chief Executive Officer of the Australian Customs and Border Protection Service for the first time. Since assuming the role of Deputy Chief Executive Office Border Enforcement last year, I have had the opportunity to travel broadly across the Service’s operations and observe the passion and dedication of our officers to the critical tasks they perform in securing Australia’s sovereignty, and contributing to our nation’s prosperity. A major priority for me, working with Secretary Pezzullo, is the integration of border protection services within the Department of Immigration and Border Protection, and the establishment of the Australian Border Force as announced by the Minister for Immigration and Border Protection earlier this year in May. Implementation of counter terrorism measures 1 I would now like to update the Committee on Customs and Border Protection’s activities in the counter-terrorism area and our ongoing reform milestones. The Committee will be aware of the Government’s announcement of $154 million in additional funding to boost our counter-terrorism capacity. The measures will assist us as we seek to identify and stop Australians who seek to travel overseas to participate in terrorist activities, and to assist authorities in managing those seeking to return to Australia from foreign conflicts. Engagement with the Islamic community has been a priority for the Service and for me personally. I have met on a several occasions with Islamic community leaders in Sydney and Melbourne and our Regional Commanders across the country are continuing the process of sharing information and responding to concerns.

    Chapter 10 Australian Federal Police 10.1 Australian police have been involved in peacekeeping operations since 1964 when officers were sent to Cyprus as part of the United Nations Force (UNFICYP).1 However, police involvement in overseas deployments, including peacekeeping, has increased in the last decade: the Australian Federal Police (AFP) is currently deployed in Cyprus, Solomon Islands, Sudan, Timor-Leste, Nauru, Tonga, Vanuatu, Cambodia and Afghanistan.2 As of January 2008, the total number of AFP officers deployed to international missions was 323. This number rose to 393 with the additional 70 who went to Timor-Leste in February 2008. The majority of deployed AFP officers are serving in peacekeeping operations in Solomon Islands (208) and in Timor-Leste (130).3 10.2 In this chapter, the committee examines the changing nature of peacekeeping operations and its impact on the AFP. It looks at the AFP's preparedness and capacity to meet the growing demands of these operations and its pre-deployment training regime, taking account of any additional skills required for peacekeeping. Changing AFP contribution 10.3 Police carry out the function of maintaining law and order for the community. Their role in peacekeeping operations, while consistent with this broad function, presents particular challenges for AFP personnel. They are expected to deliver a police service and exercise discretion in a country that may have a different political and legal system and where law and order and the judicial system are failing or broken down completely.
