  • Swiss Intellectuals and the Cold War Anti-Communist Policies in a Neutral Country
Swiss Intellectuals and the Cold War Anti-Communist Policies in a Neutral Country ✣ Hadrien Buclin Nowadays many Swiss citizens would be surprised to learn that in the 1950s some Swiss journalists and lecturers were sentenced to prison or lost their jobs because of “thought crimes.” The 1950s are generally remembered as the time of the “Swiss economic miracle”—with the construction of high- ways and large hydroelectric dams—rather than of strong political con- frontation. The picture of a neutral country does not really mesh with the evocation of anti-Communist restrictions. What can explain the strength of Swiss Cold War policies in the 1950s—policies that left their mark on many aspects of political and cultural life in the country? Exactly what form did such official anti-Communism take in a neutral country like Switzerland, and how did it fit with other Western countries’ anti-Communist policies? Was Switzerland an exception, or can parallels be established with other neu- tral European states—in particular, Sweden, a small neutral country in many ways similar to Switzerland? These are just some of the questions this article addresses. The legal barriers facing Swiss Communist intellectuals during the early Cold War have been underexamined in the current historiography and are in need of reassessment. The legal proceedings were specifically motivated by the Swiss government’s determination to defend a slick image of neutrality against severe criticism from the Communist states, which accused Switzer- land of covertly allying with the Western camp. Two Swiss Communists were sentenced for slander, and their trials are emblematic of how a neutral coun- try coped with the Western anti-Communist battle.

  • Switzerland in the 19Th Century
Switzerland in the 19th century The founding of the Swiss federal state ushered in a period of greater stability as regards both domestic and foreign affairs. The revised Constitution of 1874 extended the powers of the federal government and introduced the optional legislative referendum. Switzerland developed its system of direct democracy further and in 1891 granted the people the right of initiative on the partial revision of the Federal Constitution. That same year the Catholic conservatives – the losers of the Sonderbund war – celebrated, for the first time, the election of one of its representatives to the federal government. The federal state used its new powers to create favourable conditions for the development of a number of industries and service sectors (railways, machine construction and metalworking, chemicals, food industry and banking). These would become the mainstays of the Swiss economy. Not everyone in Switzerland reaped the benefits of the economic upturn. In the 19th century poverty, hunger and a lack of job prospects drove many Swiss people to seek their fortunes elsewhere, particularly in North and South America. At home, industrial towns and cities saw an influx of rural and, increasingly, foreign migrants. Living conditions for many members of this new urban working class were often precarious. Foreign policy During the wave of revolution that engulfed Europe in the early 1850s, relations between Switzerland and Austria, which also ruled northern Italy, were extremely tense. Many Italians, who wanted to see a united and independent Italy (Risorgimento), sought refuge in liberal- run Ticino. The local community sympathised with their cause, some even fighting alongside their Italian comrades or smuggling weapons for them.

  • The Impact of the Quartz Crisis in Switzerland Tate Twinam Department of Economics College of William
Trade Shocks and Growth: The Impact of the Quartz Crisis in Switzerland Tate Twinam Department of Economics College of William & Mary Abstract. Agglomeration economies and clustering effects are a key driver of urban growth. They can also be a source of vulnerability when cities and regions specialize in export- intensive industries. Foreign competition and technological change can threaten the survival of exporters, and shocks to these industries can have long-run effects on the communities which rely on them. In this paper, I study the impact of a rapid and large-scale trade shock: The quartz crisis, which devastated the globally dominant Swiss watch industry in the 1970s. I document the geographic agglomeration pattern of the industry and the impact of the crisis on exports, employment, and wages. Using a differences-in-differences strategy, I show that this trade shock led to a large and rapid loss of population in affected areas, and a long-run change in growth patterns. I explore the mechanisms behind this population change, including the role of manufacturing employment and immigration. I discuss the implications of these results for theories of urban growth, and contrast them with recent work on the China shock in Europe and the United States. 1. Introduction Agglomeration economies are widely recognized as a key driver of urban and regional growth. They can also be a source of resilience. Path dependence in the location of eco- nomic activity has allowed many regions to survive and grow despite the irrelevance of their initial natural advantages or immense physical devastation stemming from wars or natural disasters.
