Dear Mayor DeStefano,

This morning I received an update from our Manager of Contracts & New Services, David Johnson, on the status of providing irrigation water for the proposed street trees on Jewell St. and Whalley Ave. Our Distribution crews have marked the area and are planning on doing the work this Friday or early next week. I understand the City will be planting the trees over the next few days.

Additionally, I understand that Andy Hodes, of the Jewish Cemetery Assoc of Greater New Haven, is coordinating the project. Andy has related that the local Boy Scouts are interested in getting involved to care for the trees. RWA's plan is to install hose connections, inside the cemetery gates, off of two existing irrigation services. One will be installed at the cemetery entrance on Jewell St, and the other will be installed at the cemetery entrance off Whalley Av. We thought these would be the best locations for proximity to the tree·s, plus there would be a functioning spigot for future use.

If you have any questions, let me know. Thanks.

From: "Murphy-Dunning, Colleen" To: "John DeStefano, Jr." Date: 4/20/2011 3:59 PM Subject: Cemetery tree planting 4/27-8

Hi Mayor DeStefano,

We are prepared to plant the trees along Whalley and Jewell, but I thought I ought to touch base again to see if there are any outstanding issues that need to be addressed in advance of next week (we are schedule to plant Wed/Thurs 4/27-8) .1'm forwarding an email I sent to Lisa and Andy about watering. I received an auto-reply from Lisa that she is out of the office until 4/27. Hopefully Andy will respond .

I also wanted to let you know that 12 high school seniors from an environmental studies course at Co-op High School will help plant the trees on Wednesday. They called looking for volunteer opportunities to plant trees. Men from Crossroads (and Yale students) will teach the high school students. On Thursday men from Empower Enterprise will plant the remaining trees.

Best, Colleen

Hi Andy and Lisa ,

I'm following up to be certain that we can move forward with tree planting on April 27-28 . When I last spoke with you both we set these dates as they are following Passover, and also the last days of our spring planting season . I know that there were some outstanding issues to resolve with watering the trees, so wanted to check to learn whether that has been addressed.

We have procured the trees and scheduled the crews. Andy; you mentioned it would be good to provide some training re : watering the trees. Please let me know when you might like us to do so. Perhaps the following week?

Thanks for your help. Best, Colleen I (4i18f2011-) John DeStefano, Jr. - RE: Trees Page 1

My counsel is that you do not want to get in the middle of the Greer/Federation membership issue. Regarding water, money talks. The goal with the trees is to make sure they are watered in the most cost efficient manner. If the Greers want more, they will have to step up . Should you wish to have a discussion about this (a diversion from running the city) I am available.

P.S. The exec director job of the cemetery may become available. I would be happy to give you a recommendation

I had the chance to speak with Dov Greer Thursday afternoon at the Whalley Avenue Stop & Shop opening .. I don't intend to make a big deal of this, but these is some desire there for running water post funeral. I don't intend to push this to the limit, but would appreciate any counsel you have on the matter. As an FYI I also ran into Eli who had some strong view on his/their lack of membership on the cemetery association .

It was a pleasure to see you this morning . There are three plans that will be presented .

Line installed near Whalley by RWA

Usage of Mishkan Israel sites (there are already ones on Jewel and at the main gate on Whalley (they both need spickets) r.

Adopt a tree program where individuals will each adopt a tree and water. RWA will provide five gallon buckets with spickets. Trees need water once a week and the adopter will have the bucket and bring it filled from home. Nice community project.

I think the Mishkan situation makes the need for a new line by the RWA unnecessary.

I will keep you in the loop. I think Bob Levine should be concerned for his position . You would be a hell of a Public Works Director. Perhaps you would "_(4/1 _8/2011) John DeStefano, Jr. - RE: Trees I 2 j -· -·------____ ,___ . __ ,______,., ___, .. -----·------· ------~~~e.

>» "Murphy-Dunning , Colleen" 4/8/2011 9:24AM »> Have just checked RWA website, which shows the rate for a season meter of $245/100 cubic feet of water. One cubic foot equals 7.4805 gallons, so 200 cubic feet is approx 15,000 gallons of water. Based on those rates , I'd estimate the water annually would cost $500. ·

Where did they get the $6 ,000 number? The only time I heard $6 ,000 was in connection with a contested B'Nai Jacob water bill on Wintergreen Avenue.

»>"Murphy-Dunning, Colleen" 4/8/2011 9:00AM»> I spoke with Andy from the Jewish Cemetery Assn yesterday about the watering. He asked me what we recommend for a watering schedule. Typically, we recommend watering the trees weekly (25 gallons/tree)- when there is no rain - during the months that the trees have leaves (May-Sept). During that 5 month window, there are definitely weeks that it will rain ; and weeks that it doesn't the trees will need to be watered. I don't know how he arrived at $6 ,000 , it seems a very high figure to me . I cannot imagine it is the water that costs that much - perhaps it is an estimation of labor they are paying?

Do you have any idea what they're talking about in terms of $6 ,000 in water bills for the trees?

»> "Ri chard Epstein" 4/8/2011 8:49AM »> Who would have thought that trees can be this contentious. In any case the issue is the water. They have calculated an annual water bill of approximately $6000 based upon the amount of water needed per tree etc. They do not have the funds to pay for that. Please in several spots they will need water installed . Of course the other issue is who is going to water. On the good news front they have solved where they will store the hoses although not who will buy the hoses. Yes on both counts. The dividing line is clear so we can plant accordingly. And , we are confident that not only will the crowns not reach over the headstones or the fence line, but also expect that they will not shade over the sidewalk either.

It is interesting - turns out forestry is not just about the trees! Colleen

2 things. First we don't have to worry about the portion of the cemetary on Whalley that is not Jewish. Do we know where the dividing line is so that we can plant accordingly? Second, can you be certain that the crown will not grow over the graves from the planting location? Let me know. Isn't this interesting? Hi again ,

Ideally we would source the "Pink Spires" variety of crabapple, which has a spread of 10 feet at maturity. I still need to confirm that we can get this variety from the nursery; if not we will identify other similarly upright narrow varieties.

Could you provide me info on canopy diameter?

>» "Murphy-Dunning, Colleen" 3/23/2011 4:06 PM >» Dear Mayor DeStefano,

Our staff has re-examined Whalley Avenue and Jewell Street planting sites given the concern about creating a canopy cover that might conflict with relig ious beliefs. Today I met with David Moser to discuss the DOT permit needed, and revised species selection . Dave is preparing new site maps noting the species to submit with the permit request.

Our recommendation is to plant English Oak (which is columnar in shape) and fastigate varieties of Crabapple on Jewell Street (again more upright version versus spreading). Then, on Whalley Avenue near to the intersection of Jewell, we 'd repeat the English Oak (there are already 2 Pin Oaks planted). Moving farther down toward the Osborn intersection, we recommend switching to Scarlet Oaks and Northern Red Oaks (these species do have larger canopies). That stretch along Whalley toward Osborn is adjacent to the Westville Cemetery owner, which I believe is not a Jewish cemetery.

Our intent is to plant these trees next month , so we will revise our tree order from the nurseries. In fact, Margaret Carmalt (on URI staff) has begun planting this week with the re-entry men , and the teens start on Saturday.

If possible, I'd like to reach out to the cemetery owners to discuss the possibility of their watering the newly planted trees. Please let me know when you think it is appropriate for me to do so. I have already spoken to Bob Levine and Christy Hass about the possibility of the Parks staff watering in case the cemeteries decline to do so.

Latin name of the English Oak (common name) is Quercus robur 'Fastigiata' (also listed as var. fastig iata). I've just pulled a quick description from the UCONN website below. You'll see it is narrow - spread of 10 - 15 feet.

Perhaps the most common oak cultivar, this selection is more common than the species in the United States. It grows narrow and upright and is slow growing . The plant may reach upwards of 50' tall with a spread of only 10 ' to 15'. http://www.hort.uconn .edu/plants/q/querob/querob3.html

I'll get back to you shortly with info on the crabapples - we're looking for the narrow variety from the nursery. Could you provide me info on canopy diameter?

»> "Murphy-Dunning, Colleen" 3/2 3/2011 4:06 PM »> Dear Mayor DeStefano,

Our staff has re-examined Whalley Avenue and Jewell Street planting sites given the concern about creating a canopy cover that might conflict with religious beliefs. Today I met with David Moser to discuss the DOT permit needed, and revised species selection. Dave is preparing new site maps noting the species to submit with the permit request.

Our recommendation is to plant English Oak (which is columnar in shape) and fastigate varieties of Crabapple on Jewell Street (again more upright version versus spreading). Then, on Whalley Avenue near to the intersection of Jewell, we'd repeat the English Oak (there are already 2 Pin Oaks planted). Moving farther down toward the Osborn intersection , we recommend switching to Scarlet Oaks and Northern Red Oaks (these species do have larger canopies). That stretch along Whalley toward Osborn is adjacent to the Westville Cemetery owner, which I believe is not a Jewish cemetery.

Our intent is to plant these trees next month, so we will revise our tree order from the nurseries. In fact, Margaret Carmalt (on URI staff) ha s begun planting this week with the re-entry men, and the teens start on Saturday.

Best, Colleen 0 c ro...... n c (J')

Yes . but we wait to assess survival for one year. When we plant the trees we enter the location and species in a handh~GPS _ unit. One year later, we will revisit the site, and assess survival.

Tree Planting Distribution In 2009, URI in cooperation with the City of New Haven, the DEP, and the U.S. Forest Service conducted a satellite imagery analysis to understand the percent canopy cover of New Haven and distribution across neighborhoods. The study revealed important inequity of tree cover across New Haven. The aggressive tree planting campaign begun in 2010 is in part to reverse the decline in tree canopy that had been occurring (with more trees removed than planted for years). Moreover, an additional objective of the planting campaign is to increase tree cover in low canopy cover neighborhoods. A challenge of succeeding in this secondary objective is in an operating principle of the intent to provide trees to citizenry who request a tree and commit to stewardship. Thus far, the tree planting program has been organized to respond to citizen requests for trees, as well as some tree planting in parks based upon the discretion of the Parks Dept. Tables below depict a comparison of numbers of trees planted by neighborhood and associated canopy cover from the satellite imagery analysis. URI carried out intensive outreach in both the Hill and Fair Haven neighborhoods to increase awareness by citizens of the opportunity to request trees. Yale students conducted door-to-door outreach, and passed out fliers and postcards at C-Town on Grand Avenue and other commercial establishments. The outreach r-- proved successful with far higher requests received in these neighborhoods than others with low canopy cover; both Dixwell and Dwight have the same level of canopy cover as
