Detailed draft conclusions on the representation of animal species from Res. No. 6 (1998) of the Bern Convention in proposed Emerald sites in the Republic of Moldova, the Russian Federation and (Steppic, Alpine-Caucasus and Black Sea)

Important Notes:

1. This document includes all species reported present in the countries from Emerald databases (Databases analysed: delivery May 2016) and those species which are probably present according to literature data 2. Glossary: SUF (Sufficient): the occurrence of the species/habitat type is sufficiently well covered by the current ASCIs; no further sites are required. IN MIN (Insufficient minor): no new sites are required, but this species/habitat type should be added to the list of qualifying features on one or several of sites that have already been proposed for other species/habitat types. IN MOD (Insufficient moderate): one or several additional ASCIs (or extensions of ASCIs) must be proposed to achieve a sufficient coverage of the Emerald network for this species/ habitat type (IN MOD GEO means additional site(s) are only required in a specifically named region) IN MAJ (Insufficient major): none of the sites where this species/habitat type occurs have been proposed as ASCIs so far; in order to achieve a sufficient coverage of the Emerald network for the species/habitat type, one or several of these new ASCIs must therefore be proposed. SR (Scientific reserve): further research is required to identify the most appropriate ASCIs for this species/habitat type (research on identifying the most appropriate sites, on clarifying the correspondence of a habitat present to the definition of Res. 4 habitats, etc. ) SR Ref List (Scientific reserve on the Reference List): the regular occurrence of this species/habitat type is still uncertain and needs to be confirmed Delete from Ref List (delete from the Reference List): this species/habitat type is not naturally occurring and will be removed from the Reference List; no sites are required for this species/habitat type CD (Correction of data): the information about this species/habitat type in the Standard Data Form needs to be corrected/completed/deleted Codes can be combined, for example ‘IN MOD/ CD’ would indicate that additional sites are required and that the existing proposals need correcting or completing.

The field "pop-permanent" represents a summary of the individual data records for a given species. As this type of information is still largely missing in the database, the field remains empty for almost all species.

1308 Barbastella barbastellus RU STE 1 ( 1C) Current one site suggests that barbastelle is marginal to STE ? region, but both IUCN and sevin.ru suggests distribution also in the very southern part of RU_STE bordering with ALP-Cau. Krasnodar Red Book has a few grids in its STE part - no sites around!

1308 Barbastella barbastellus UA STE 7 ( 4B 2C 1D) [CON:IN MOD] In UA_STE, occurs only in South Crimea, Probably SUF? according to Red Book. Sites are also in agreement with Bashta (2012) and Kovaleva&Taraborkin (2001).

1310 Miniopterus schreibersi RU ALP- 1 ( 1C) Currently one site in the crossroads between ALP, BLS and IN MOD/IN MIN? Cau STE regions. A number of Georgian sites suggest that the range could extend more eastwards from the existing site. Any evidence? For example, it is red-listed in North Osetia - but no sites there.

1310 Miniopterus schreibersi RU BLS 1 ( 1C) Currently one site in the crossroads between ALP, BLS and IN MIN? STE regions. Krasnodar Red Book suggests presence also in the coastal part - an existing site is there?

1310 Miniopterus schreibersi RU STE 1 ( 1C) Currently one site in the crossroads between ALP, BLS and ? STE regions. Regularly occurs in the Steppic part of the site? Reference List? Not present in STE region elsewhere.

1318 Myotis dasycneme MD STE 2 ( 2C) p( 0- 0i) [CON:IN MOD] Red Book suggests 2 localities of which only IN MOD/IN MIN? one (the northernmost) is covered. Another uncovered locality - probably in existing site (S of Prut) is suggested by MD authorities.

1318 Myotis dasycneme RU STE 2 ( 2C) [CON:IN MOD] sevin.ru marks almost an uninterupted range IN MOD/IN MIN? across northern part of STE region. For example, red-listed in Saratov (no sites), Bashkortostan (no sites), Astrakhan (no sites). Marginal and insufficiently stidied in Krasnodar (no sites).

1318 Myotis dasycneme UA STE 0 According to Red Book, present in Odessa and Mikolajiw IN MAJOR? oblasts as well as in the north-east: Kharkiv and Donetsk oblasts.

1321 Myotis emarginatus UA STE 4 ( 1B 3C) [CON:SR/CD] According to Red Book and IUCN map, occurs Probably SUF? only in south Crimea.

1323 Myotis bechsteini RU ALP- 1 ( 1C) Currently two quite remote sites in Krasnodar & Adygea and ? Cau Dagestan, both sites sharing also RU_STE. Not sure if the other site mentioned in Red Book of Dagestan (selo Butkazmalyar) included. See also a connecting site from AZ. More studies needed? However, IUCN map reports the same - possibly sufficient?

1323 Myotis bechsteini RU BLS 1 ( 1C) Present in BLS part of the site? Reference List? ?

1323 Myotis bechsteini RU STE 2 ( 2C) Two quite distant localities in Krasnodar & Adygea and Probably SUF? Dagestan, both sites sharing also ALP region. IUCN map reports the same.

1323 Myotis bechsteini UA STE 1 ( 1B) [CON:IN MOD/CD] Red Book does not report this species in ? the Steppic region. Is the site in South Crimea a new discovery?

1324 Myotis myotis MD STE 0 Red Book shows a few localities suggesting that species is ? very marginal. IUCN map, however, suggests that it could occur in MD_STE. Any new data?

1324 Myotis myotis UA STE 0 IUCN map suggests that it could occur in UA_STE, namely ? south of Odessa region? Red Book does not report this species in the Steppic region.

1337 Castor fiber RU STE 10 ( 10C) [CON:IN MIN] Marginal to the Steppic region in the IN MIN? European part of RF, according to sevin.ru and IUCN. Could be recorded in more existing sites. Sevin.ru also indicates a small population in Volga delta.

1337 Castor fiber UA STE 14 ( 8B 2C 4D) [CON:IN MOD] Probably marginal to the Steppic region. IN MIN? SUF? Introduced to lower Dniepr, according to IUCN. Could be recorded in other sites where it occurs, but probably no more new sites for this species required.

1349 Tursiops truncatus RU STE 1 ( 1C) Probably these is a need for offshore sites? Any locations IN MOD? with distinc concentration known?

1349 Tursiops truncatus UA STE 4 ( 1B 3C) More offshore sites needed, e.g. around Crimea. Does it IN MOD? SR? occur in Azov sea? Are any distinct concentration sites known?

1351 Phocoena phocoena RU STE 0 Present in RU territorial waters? ?

1352 Canis lupus RU ALP- 16 ( 16C) Present all across region, but there seem to be gaps in IN MIN? Cau Chechenia and Adygea (?). Given that sites are there - could this species be added to respective SDFs?

1352 Canis lupus RU BLS 1 ( 1C) But check if it occurs in the coastal site, too? Probably SUF

1352 Canis lupus RU STE 57 ( 56C 1D) [CON:IN MIN] Occurs all through the region, according to IN MIN/IN MOD? IUCN. Still, no or very few sites in southern subjects of RF: Krasnodar, Stavropol, Dagestan; as well as in Belgorod- Voronezh area; and Saratov-Samara-Orienburg. Could be also found in some existing sites?

1352 Canis lupus UA STE 24 ( 8B 3C 13D) [CON:SUF] In very general terms, the proposed sites roughly IN MIN? encompass the range as given by IUCN. However, the sites are quite scarce, sometimes with large gaps inbetween. If the species is widespread, could it be added to other large existing sites to improve coverage?

1354 Ursus arctos RU ALP- 26 ( 26C) Probably sufficient, unless there is a gap (important?) in the ? Cau very south of Dagestan - see also a possible need for connectivity with AZ sites.

1354 Ursus arctos RU BLS 1 ( 1C) Probably marginal, or even does it occur in BLS part of the ? site at all? Reference List?

1354 Ursus arctos RU STE 12 ( 12C) [CON:IN MOD] Obviously very marginal to Steppic region ? (clearly from sevin.ru, less so from IUCN map), although might occur rather regularly where sites share both STE/ALP regions. Sufficient or exclude from the Reference List?

1355 Lutra lutra MD STE 3 ( 3C) p( 0- 0i) [CON:IN MOD/IN MIN] Really absent from the central part of ? the region (see a few possibly connecting UA sites)? Otherwise probably sufficient?

1355 Lutra lutra RU ALP- 16 ( 16C) Probably sufficient, unless there is a gap (important?) in the ? Cau very south of Dagestan - see also a possible need for connectivity with AZ sites.

1355 Lutra lutra RU BLS 1 ( 1C) Present also in the coastal site? IN MIN?

1355 Lutra lutra RU STE 14 ( 14C) [CON:IN MOD] Surely occurs more widely than current site IN MOD/IN MIN? proposals (IUC, sevin.ru). For example Red-listed in Belgorod (SE widestread), Voronezh (S widespread), Saratov, Samara (4 localities, SE), Bashkortostan, Orienburg, Rostov (2 localities) etc. No or single sites in the above oblasts.

1355 Lutra lutra UA STE 34 ( 13B 8C 13D) [CON:IN MIN] According to Red Book it is widespread across IN MOD/ IN MIN? the region except Crimea. There seem to be geographic gaps in centre-north ( S Kirovohrad and W Dnipropetrovsk and Luhansk oblasts? Occurs in already existing sites?

1356 Mustela lutreola MD STE 3 ( 3B) p( 66- 124i) [CON:SUF/CD] Probably sufficient if to believe Red Book ? which also indicates only lower Prut and Dniestr.

1356 Mustela lutreola RU ALP- 3 ( 3C) The remaining population in Chechenia and is ? Cau covered? Red-listed but status unknown in Karsnodar and Adygea. From today's perspective could be sufficient, or SR?

1356 Mustela lutreola RU BLS 1 ( 1C) Judging from Krasnodar and Adygea red-books - possibly SR? present but status unclear.

1356 Mustela lutreola RU STE 13 ( 13C) [CON:IN MOD] Red listed in Saratov (no sites), Samara (15 IN MOD? localities - no sites), Orienburg (no sites), Bashkortostan (no sites), Rostov (common - no sites), Astrahan (1 site), (no sites), Krasnodar (1 site).

1356 Mustela lutreola UA STE 16 ( 6B 3C 7D) [CON:IN MOD/IN MIN/SR/CD] Probably sufficient sites in ? SW, but are there more populations along CON/STE border? Red Book gives quite many historic locations. How is their status today?

1361 Lynx lynx RU ALP- 19 ( 19C) Probably sufficient unless the gap in south of Dagestan ? Cau considered important.

1361 Lynx lynx RU STE 10 ( 10C) [CON:IN MOD/IN MIN] Apparently marginal to Steppic ? region. Most sites, with this species in STE are sharing also ALP-Cau or ALP-Ura (Bashkortostan). Red-listed also in Saratov, Krasnodar&Adygea and Astrakhan. Not quite clear if these are permanent populations or accidental observations?

1366 Monachus monachus UA STE 3 ( 1B 1C 1D) Extinct, according to Red Book. How to interpret the ? proposed sites? How old are the sightings? Reference List?

1372 Capra aegagrus RU ALP- 6 ( 6C) The proposed sites fully cover the range given in IUCN map. Probably SUF? CD? Cau But please revisit population assessments - 6C indicate a very low population coverage.

2021 Sicista subtilis RU STE 8 ( 8C) [CON:SR] Both IUCN map and sevin.ru suggest wider and IN MOD? SR? uninterrupted range across northern (more south in the centre) part of the region. Red books: common in Rostov - no sites, 3 locations in Kalmykia but only 1 Emerald site. Little known species?

2021 Sicista subtilis UA STE 13 ( 8B 5C) [CON:Exclude Ref List/CD] According to Red Book and IUCN, IN MOD? CD? it is more widespread in the eastern part of the region and eastern Crimea than current site proposals. Some sites apparently recorded under code 2023 - Panthera pardus :) Please correct.

2023 Panthera pardus RU ALP- 8 ( 1B 7C) Really occurs in the West part (Krasnodar)? Otherwise Probably SUF? Cau proposed sites match or even cover greater area than indicated in Red Books, by IUCN and information supplied by RU authorities. What is the current state of (North) Caucasus population? Are population assessments correct?

2023 Panthera pardus RU BLS 1 ( 1C) Probably not a resident in BLS. Exclude from the Reference ? List?

2023 Panthera pardus RU STE 2 ( 2C) Probably not in the STE parts of ALP sites? Exclude from the ? Reference List?

2604 Desmana moschata RU STE 6 ( 6C) [CON:IN MOD] IUCN and sevin.ru maps suggest a wider IN MOD? distribution in STE region. Red listed in Belgorod (but possibly extinct?), Voronezh (~10 localities - no sites), Samara (8 localities - no sites), Orienburg (no sites), Bashkortostan (no sites), Rostov (7 localities, no sites) and more.

2608 Spermophilus suslicus MD STE 1 ( 1C) p( 0- 0i) [CON:IN MAJOR] Red book suggests ~ 3 other localities apart IN MOD? the proposed site (mainly western part of the region).

2608 Spermophilus suslicus RU STE 1 ( 1C) [CON:IN MOD] IUCN and sevin.ru suggests wider IN MOD? distribution. Red listed in Belgorod (widerspred but only 1 Emerald site), Saratov (no sites), Rostov (occurs at least in N part - no sites). Most likely occurs elsewhere.

2608 Spermophilus suslicus UA STE 8 ( 6B 2D) [CON:IN MOD] Current site proposals match with the ? distribution provided in Red Book and more - thus possibly sufficient. But could it occur more often in 'central' oblasts - Mikolajiw, Kirovohrad, Dnipropetrovsk (IUCN)?

2633 Mustela eversmannii MD STE 0 Must occur in MD_STE - found all around it. Also Red Book IN MAJOR? suggests at least one locality.

2633 Mustela eversmannii RU ALP- 1 ( 1C) Probably marginal, however, listed in Red Books of ? Cau Ingushetia and Chechenia. Reference List for ALP region?

2633 Mustela eversmannii RU STE 43 ( 43C) [CON:IN MOD] According to IUCN map, there seem to be IN MOD? gaps in SW (i.e. common in Rostov - only one site) and in NE( N Saratov, Samara, W of Orienburg).

2633 Mustela eversmannii UA STE 21 ( 5B 9C 7D) [CON:IN MOD] Red book presents distribution almost across IN MOD? all the region. Thus there seem to be gaps in the centre-east and in Crimea where there are no sites for this species.

2635 Vormela peregusna RU STE 3 ( 3C) Clearly insufficient as there is much wider distribution in the IN MOD? southern part of the region. Red-listed in many oblast' Red books: Belgorod, Voronezh, Saratov, Samara, Orienburg, Rostov, Astrakhan, Krasnodar, Kalmykia and others.

2635 Vormela peregusna UA STE 3 ( 2C 1D) Red Book suggests a wider and denser distribution in the IN MOD? east of the region: Luhansk, Donetsk, Zaporozje. One location is given also in Crimea, but is it valid?

2647 Bison bonasus RU ALP- 4 ( 1B 3C) All breeding sites, free and semi-free populations included? ? Cau If yes - possibly sufficient. Check population assessments.

1220 Emys orbicularis RU ALP- 1 ( 1C) Scarce current site proposals would deem asking if it occurs ? Cau in the region at all, but Gasc et al. (1997) and GE sites might suggest a wider distribution, at least marginally. Could the status of this species be updated in the North Caucasus?

1220 Emys orbicularis RU BLS 1 ( 1C) Gasc et al. (1997) and Krasnodar Red Book may suggest IN MIN? more sites along the coast Black Sea?

1220 Emys orbicularis RU STE 24 ( 24C) [CON:IN MOD] Apparent gaps in the southern part of the IN MOD? region where it occurs according to Gasc et al. (1997). Also red-listed in Belgorod (no sites), Voronezh (no sites), Samara (no sites), Bashkortostan (no sites). Occurs probably elsewhere, e.g. Mazanaeva & Orlova (2004) suggest that it is common in Dagestan.

1220 Emys orbicularis UA STE 35 ( 21B 8C 6D) [CON:IN MOD] Probably a common species, at least locally IN MOD/IN MIN? (Gasc et al.). 1279 Elaphe quatuorlineata MD STE 3 ( 1B 2C) p( 615- 1030i) [CON:IN MOD] Proposed sites slightly differ with those ? indicated in the red book: first, the site in the south-west is different from the location in RD, and, second, the site in middle Prut (the border with CON) is not covered at all.

1279 Elaphe quatuorlineata RU ALP- 3 ( 3C) Probably marginal in RU_ALP_Cau, but the sites correspond ? Cau to the range given in Gasc et al. Could be SUF if there is newer information.

1279 Elaphe quatuorlineata RU STE 18 ( 18C) Judging from information supplied by RU authorities and by IN MOD? Gasc et al. 1279 Elaphe quatuorlineata UA STE 16 ( 2B 6C 8D) According to Gasc et al. (1997), more widespread in Crimea IN MOD? and in the centre-south in general. Old data? More studies needed? Population assessments also suggest a low population coverage: 4-42%.

1293 Elaphe situla UA STE 8 ( 5B 1C 2D) Present only in Crimea. Genrally sites correspond to the IN MIN? range given in Red Book and Gasc et al. (1997), but looking in a more detail the species could have been noted in more existing sites (e.g. Compare with Red Book!). Also population assessments suggest quite a low coverage: 10-77%

1296 Macrovipera schweizeri RU ALP- 1 ( 1C) Gasc et al. (1997) and IUCN: this species is endemic to the ?CD? Cau western Cyclade Islands (Milos, Syphnos, Kimolos and Polyaigos) of Greece. If RU agrees, it should be deleted from SDF.

1298 Vipera ursinii MD STE 1 ( 1B) p( 20000- [CON:SR Ref List] Krescak et al. (2003) suggests 1 or 2 more IN MOD/IN MIN? locations in the eastern part of MD_STE.

1083 Lucanus cervus UA STE 29 ( 2C 27D) [CON:IN MOD/IN MIN/CD] Proposed sites generally Probably SUF/CD? correspond to the range given in the Red Book. Please revisit site assessments - most records cannot be 'D'.

1084 Osmoderma eremita MD STE 1 ( 1C) p( 0- 0i) [CON:SR Ref List] One site apart of others possibly appears ? strange. Are experts aware that countries are supposed to designate ASCIs for all taxonomic units which were under Osmoderma eremita in the past?

1084 Osmoderma eremita RU STE 2 ( 2C) [CON:IN MOD] Probably marginal to STE region, but listed in IN MOD? a few Red Books: Saratov, Samara (3 localities - no sites), Orienburg and Stavropol (2 localities). Thus apparently some improvement of the network is possible.

1084 Osmoderma eremita UA STE 1 ( 1D) [CON:IN MOD] Very marginal to STE region, according to ? CD? Red Book. The only locality given is covered by Emerald site - but why 'D' population assigned?

1087 Rosalia alpina RU ALP- 10 ( 10C) Information supplied by RU authorities suggest a gap in N IN MOD? Cau part of ALP region in Dagestan (see also Dagestan Red Book). The rest of the region seems to be well covered.

1087 Rosalia alpina RU BLS 2 ( 2C) Sites cover ~ all the region; presence confirmed in Krasnodar Probably SUF? Red Book.

1087 Rosalia alpina RU STE 2 ( 2C) [CON:SR Ref List] Range extends into STE in Krasnodar (a few IN MIN/IN MOD? uncovered grids reported by RU authorities here as well); Red-listed also in Samara, Orienburg, Adygea and Bashkortostan.

1087 Rosalia alpina UA STE 2 ( 2D) [CON:SR] There are 2 sites from Crimea corresponding to ?CD? locations given in Red Book. Possibly suffiecient, but provided that population assessments are revisited.

1088 Cerambyx cerdo MD STE 0 Apparently very marginal according to Red Book and ? Бородин et al. (1984). Reference List? Any new information?

1088 Cerambyx cerdo RU ALP- 7 ( 7C) Quite marginal to ALP, but present; e.g. Krasnodar Red Book ? Cau suggests that the range further extends into ALP region; is this an important gap?

1088 Cerambyx cerdo RU BLS 1 ( 1C) Present also in the site sharing the ALP region (see IN MIN? Krasnodar Red Book)? Add to SDF?

1088 Cerambyx cerdo RU STE 9 ( 9C) [CON:SR] One uncovered location in S Belgorod ( IN MOD? infrormation from RU authorities and Red Book), same observations from south Krasnodar, Stavropol and northeast Dagestan. It is a bit unclear if species occurs in 'central' oblasts of the region, e.g. Rostov (a connectivity with UA); IUCN map suggests so.

1088 Cerambyx cerdo UA STE 22 ( 1C 21D) [CON:IN MOD/CD] Proposed sites cover larger range and Probably SUF/CD? more numerous than localities given in Red Book. Difficult to assess population coverage when all sites are assessed as 'D'. Possibly sufficient by geographical coverage.

1089 Morimus funereus MD STE 0 Present? Some indication in old literature: Плавильщиков ? (1958). Also Red Book (species listed as Morimus asper funereus) indicates one certain and a few marginal dots.

1089 Morimus funereus UA STE 1 ( 1D) [CON:SUF/CD] Apparently very marginal to UA_STE: the only ?/CD? location reported in Red Book is covered by Emerald site. But again - why 'D' population? If it is indeed 'D', then probably it should be removed from the Reference List.

1923 Mesosa myops MD STE 0 Present? See Nikitsky & Izhevsky (2005) ?

1923 Mesosa myops RU STE 2 ( 2C) [CON:SR] Currently only 2 sites from Volgograd oblast. No ? good reference map found to judge about sufficiency. More studies necessary?

4011 Bolbelasmus unicornis MD STE 0 Present? See Král et al. (2006). There is also one dot IN MAJOR? indicated by MD authorities, and there are few RO sites close to the border with MD.

4011 Bolbelasmus unicornis UA STE 2 ( 2D) [CON:SUF/CD] One of the sites match with the only locality ? CD? given in Red Book. Could be more frequent along the northern STE border? Please revisit population assessments.

4013 Carabus hungaricus MD STE 1 ( 1B) p( 0- 0i) [CON:IN MIN] Not known so far in the STE part of Moldova ? (Red Book etc.); is this is a new discovery? If this is the only site, why not 'A' for population?
