Edmondson, EIT WellsandAssociates.com COPY: David Tuchmann, Akridge Paul Tummonds, Goulston & Storrs Lawrence Ferris, Goulston & Storrs RE: Transportation Assessment (BZA Case No.19943: ) The Mills Building Associates, LLC 1700 Pennsylvania Avenue NW Washington, DC 20006 DATE: February 11, 2019 INTRODUCTION The Mills Building Associates, LLC (the “Applicant”) proposes to renovate and expand the existing building at 1700 Pennsylvania Avenue NW Washington, D.C. The site currently is occupied by an existing office building with ground floor retail totaling about 165,000 SF (square feet). The site currently is split‐zoned as D‐5 and D‐6. The eastern portion of the subject site is zoned D‐5 and the western portion of the site is zoned D‐6. The renovation will include an addition (increasing the height from 90’ in the D‐5 zone and 110’ in the D‐6 zone) to the maximum 130’ height now permitted. The square footage of the building will increase by approximately 37,000 SF of gross floor area (GFA). The subject site is located on Square 168 (Lot 50) in Ward 2 about half a block northwest from the White House. The site is bounded by an existing building to the west, Pennsylvania Avenue to the north, 17th Street to the east and G Street to the south. There are two existing curb cuts, one located on Pennsylvania Avenue (parking garage access) and one on G Street (loading bay access). Both existing curb cuts will remain open with the redevelopment to provide access to the parking garage and loading bay. The curb cut on Pennsylvania Avenue provides access to below‐grade parking and long‐term bicycle parking. The curb cut on G Street accesses the site’s loading berth. The site location is shown on Figure 1. One loading berth, accessed via the G Street curb cut, is proposed in lieu of the two berths and one service/delivery space required by the Zoning Regulations of 2016 (ZR16) Subtitle C § 901.1. Therefore, the Applicant is seeking variance relief from the loading requirements. Additionally, the Project will be requesting variance relief from Subtitle C §1500.3 (d), restricting habitable penthouse space within the area near the White House. The site plan is shown in Figure 2A. Nearby commercial loading zones are shown in Figure 2B. MEMORANDUM The project was scoped with the District Department of Transportation (DDOT), and the approved scope is included in Attachment A. This memo provides an evaluation of the items requested by DDOT, including: required parking, required loading, and proposed loading management strategies. MULTIMODAL TRANSPORTATION OPTIONS The subject site is located in the Central Downtown Washington, DC area and, as a result, in a highly walkable area. A graphic depicting the quarter mile walk‐shed is provided on Figure 3. The area surrounding the subject site is also highly accessible by bicycles. A graphic depicting the half mile bike‐shed is provided on Figure 4. Further, as shown on Figure 5, the subject site is well‐ served by public transportation including both Metrorail and Metrobus. Multimodal transportation options are described in detail below. Metrorail Service The Property is located approximately ⅕ of a mile southeast of the Farragut West Metro Station (an approximate four‐minute walk). The Farragut North Metro Station is located approximately ⅓ of a mile north of the Property (an approximate seven‐minute walk). The McPherson Square Metro Station is located about ⅖ of a mile northeast of the Property (an approximate eight‐ minute walk). Sidewalks in good condition are present between the subject site and the Metro Stations. Likewise, crosswalks along the path are well‐marked. The Farragut West and McPherson Square Metro Stations provide access to the Metro Blue, Orange, and Silver lines. The Farragut North Metro Station provides access to the Metro Red line. Riders can transfer to the Metro Yellow and Green lines at the Gallery Pl‐Chinatown Metro Station or the L’Enfant Metro Station. The minimum and maximum headways for the Red, Blue, Orange, and Silver Lines are summarized in Table 1. About ⅖ of a mile northwest of the site is a Metrobus stop that serves the 30N, 30S, 32, 33, 36, 39 and DC Circulator Georgetown‐Union Station routes. Another bus stop at the intersection of F Street and 18th Street serves Metro Direct D‐100, G‐100, L‐100, and M‐100 routes. Maryland Transit Administration routes 335, 345, 630, and 820 stop about ⅖ of a mile southwest of the Property at the intersection of 19th Street and E Street. Another Metrobus stop, about one block north of the site at H Street and 17th Street, serves the 43 route. The Metrobus frequencies during the peak hour and midday are as shown in Table 2.
