WIADOMO ŚCI OGÓLNE 1.1 Wst ęp Zgodnie z ustaw ą z dnia 3 pa ździernika 2008 r. o udost ępnianiu informacji o środowisku i jego ochronie, udziale społecze ństwa w ochronie środowiska oraz o ocenach oddziaływania na środowisko (Dz. U. nr 199 poz. 1227) projekty miejscowych planów zagospodarowania przestrzennego wymagaj ą przeprowadzenia strategicznej oceny oddziaływania na środowisko (art. 46 ust. 1). Przedstawiona tu prognoza jest integraln ą cz ęś ci ą procedury oceny oddziaływania na środowisko, a jej zakres merytoryczny okre ślony został w art. 51 ww. ustawy. Opracowanie takie pozwala na zidentyfikowanie zagro żeń jakie potencjalnie mog ą zaistnie ć w wyniku realizacji ustale ń projektowanego panu oraz okre śli ć działania maj ące na celu ograniczenie lub wyeliminowanie ewentualnych negatywnych skutków dla funkcjonowania środowiska. Analiza ustale ń dokumentów planistycznych na etapie ich powstawania jest w pełni zgodna z zasad ą eliminacji zagro żeń u źródła, co przynosi pozytywne efekty społeczne, gospodarcze, ekonomiczne, a przede wszystkim środowiskowe. Zmiany zagospodarowania przestrzeni zazwyczaj odbywaj ą si ę kosztem środowiska. Powstaj ące dokumenty planistyczne musz ą z jednej strony spełnia ć wymagania z zakresu ochrony środowiska, a z drugiej powinny realizowa ć potrzeby społeczno-gospodarcze. St ąd wynika konieczno ść wdra żania koncepcji zrównowa żonego rozwoju, która na stałe wpisana jest w polityk ę planistyczn ą i gospodarcz ą pa ństwa. Zachowanie przedmiotowej zasady gwarantuje ochron ę niezwykle cennych zasobów przyrodniczych, tworz ących struktury o zasi ęgu ponadkrajowym, krajowym i regionalnym. 1.2 Zakres przedmiotowy i powierzchniowy prognozy Teren obszaru opracowania poło żony jest w Dolinie Wisły, w dzielnicy Warszawy - Praga Południe. W obecnych tu formach zagospodarowania dominuje przemysł, usługi, składy, magazyny, zabudowa mieszkaniowa wielorodzinna, usługi o światy. Kamionek to historycznie uformowany obszar urbanistyczny, na którym wyra źnie zaznacza si ę podział na poszczególne tereny funkcjonalne oraz usytuowanie zabudowy wzdłu ż dróg. Szata ro ślinna jest uboga co wynika z wysokiego stopnia zurbanizowania i silnego przekształcenia gleb. Stan zieleni jest ró żny od bardzo dobrego po skrajnie zaniedban ą i wymagaj ącą zabiegów piel ęgnacyjnych. Dobre skomunikowanie Kamionka z pozostałymi dzielnicami Warszawy zapewnia mi ędzy innymi ul. Grochowska, stanowi ąca główn ą arteria drogow ą na analizowanym terenie. Pozostałe ci ągi komunikacyjne to drogi dojazdowe i lokalne. Układ komunikacyjny jest spójny i konsekwentny. Komunikacja zbiorowa realizowana jest przez autobusy i tramwaje. Dominuj ąca wi ększo ść publicznych poł ącze ń biegnie ul.     Acta Poloniae Historica 114, 2016 PL ISSN 0001–6829 Aleksander Łupienko Tadeusz Manteuffel Institute of History, Polish Academy of Sciences MILITARY ASPECTS IN THE SPATIAL DEVELOPMENT OF POLISH CITIES IN THE NINETEENTH CENTURY* Abstract Military issues were deemed vital in the European politics of the nineteenth century. The aim of this article is to trace the most important implications of the ‘military bias’ of state authorities in the border region between the three empires (Germany, Russia and Austria – later the Austro-Hungarian Empire) which occupied the Central and Eastern part of the continent. Military authorities sometimes exercised a particularly strong infl uence upon urban policy. The two major issues addressed in this article are the fortifi cations (their creation, strengthening, and spatial development) which infl uenced urban sprawl – though perhaps not so much as is maintained in the scholarly literature – and the development of railways. The directions and tracks chosen for the railways were also infl uenced by the military plans, which in turn often differed much from the visions of the urban offi cials who made up the administration of the city.
