The Soviets refused to recognise the legitimate Polish authorities loyal to the Polish Government-in-Exile based in London. Thus, as they progressed, they disarmed the Home Army (AK) detachments they met along the way which remained loyal to their government. This persuaded the Polish authorities to return to a concept that had been shelved earlier, of staging an uprising in the capital – Warsaw. The Commander-in-Chief of the Home Army, General Tadeusz Komorowski (pseudonym “Bór”) was to explain later: “Fighting everywhere, we could not remain passive on our own land… The nation that wants to live in freedom cannot be passive at moments when its fate is being decided.” On July 26, 1944, the Polish Government-in-Exile authorized General Bór-Komorowski and its Home Delegate – J S Jankowski, to commence armed action with the aim of liberating Warsaw. Soviet radio-stations were also calling for an uprising. With news of the Soviet forces approaching the city, on July 31, 1944, General Bór-Komorowski gave the order to rise up. This order was given to Colonel Antoni Chrusciel (pseudonym: “Monter’) who issued an order setting the time of the uprising to commence at 17.00 hours on August 1, 1944. The Home Army forces of the Warsaw District numbered about 50,000 soldiers of whom 23,000 were combat-ready. -

Acta Poloniae Historica 114, 2016 PL ISSN 0001–6829 Aleksander Łupienko Tadeusz Manteuffel Institute of History, Polish Academy of Sciences MILITARY ASPECTS IN THE SPATIAL DEVELOPMENT OF POLISH CITIES IN THE NINETEENTH CENTURY* Abstract Military issues were deemed vital in the European politics of the nineteenth century. The aim of this article is to trace the most important implications of the ‘military bias’ of state authorities in the border region between the three empires (Germany, Russia and Austria – later the Austro-Hungarian Empire) which occupied the Central and Eastern part of the continent. Military authorities sometimes exercised a particularly strong infl uence upon urban policy. The two major issues addressed in this article are the fortifi cations (their creation, strengthening, and spatial development) which infl uenced urban sprawl – though perhaps not so much as is maintained in the scholarly literature – and the development of railways. The directions and tracks chosen for the railways were also infl uenced by the military plans, which in turn often differed much from the visions of the urban offi cials who made up the administration of the city. This year, as in previous years, we focused on the markets of the largest Polish cities. We have analyzed price changes that have occurred over the past year in over 30 locations. We have described in detail the markets of the 7 major agglomerations: Warsaw, Cracow, Wroclaw, Poznan, Tricity, Lodz, Katowice and the Silesian Agglomeration, as well as selected regional cities. The results of our analysis clearly show that 2019 was another re- cord year in terms of housing price increases. At present, the COVID-19 pandemic has put an end to several years of boom on the housing market, which still continued in the first two months of this year. Apart from the tra- ditional analysis of last year’s indicators and current trends, we decided to look at the previous editions of the Evaluer Index, which we have been pub- lishing since 2014 and summarize 6 years of very good market conditions. -

Floods in Warsaw Before 1800
Joanna Popiołek FLOODS IN WARSAW BEFORE 1800 There is little information on the earliest Vistula floodings in the area of Warsaw. Geological research indicates that the Vistula used to be a peaceful river; in the period between the 11th and the 12th century, the areas of today’s Siekierki, Sielce, and Solec, located on the Vistula’s left bank, consisted of aits or islands. According to Stefan Zbigniew Różycki1, its water level was not subject to any significant fluctuations, floods were extremely rare, and the few overflows that did occur only affected limited areas. In the 13th century, due to the disturbance in its hydrological balance, the river became fickle. Its main stream flowed from one side to the other, causing the riverbed to move and changing the topography of the surrounding areas. The most probable cause of such a change is the development of settlements along the Vistula and its tributaries, which led to increased deforestation2. The river became violent, with cut banks forming in the areas where it could not overflow. As described by Jędrzej Święcicki in his depiction of Warsaw: “It is located on a grand hill, which, reaching the very bank of the Vistula, cannot stop the impetus of the river, not with the numerous stones continuously washed 1 S.Z. Ladies and Gentlemen, Every Year Around the International Museum
Ladies and gentlemen, Every year around the International Museum Day on 18th May, a specific spectacle takes place in numerous cities in Poland and throughout Europe, initiated modestly by museums exactly. In the beginning, it aimed to promote those institutions, alter the ambiance associated with museums as places where one walks around wearing house slippers and talks in a quiet voice. The Long Night of Museums has shown just how extraordinarily interesting collections owned by these institutions can be, and how originally they may be presented. Others started to envy the success – not in terms of the turnout, but creativity and the ability to get across to the public with the seemingly difficult message behind the high culture. Due to being active in fields not associated with culture, state administration, courts, temples of various faiths, schools, services, and many, many more, wanted their share in this success. They used their chance superbly. This is the Long Night of Museums cultivated by Warsaw for over a decade now. A modest event with participation of 11 museums evolved into an enormous, logistically developed happening encompassing Warsaw and its surroundings. Every institution participating in the project wants to present itself in an original, unique way. They encourage viewers-guests to come by preparing special exhibitions and presentations, on show for this one night only. They open their doors, despite remaining diligently guarded on a daily basis. They think up programmes for children. And the experience is a really big thing for the youngest ones as well, because oftentimes they stay in the city with their parents until midnight.
