The Project Capita Real Estate and Infrastructure has been commissioned by Welsh Government to undertake a WelTAG Stage 2 appraisal on proposed transport improvements along the A483 in Llandeilo, Carmarthenshire. The WelTAG Stage 1 (Strategic Outline Case) was completed by Jacobs. 1.1 Background As part of Stage 1, 41 options were considered with 11 shortlisted as preferred options. The 11 shortlisted options performed well when appraised against well- being objectives, wider transport objectives and a range of policy documents. In addition, the options were appraised against the following objectives that were identified workshops and public forums: Contributing to sustainable economic growth and tourism opportunities in Llandeilo; Improving journey time reliability through Llandeilo and Ffairfach; Improving pedestrian and cyclist safety within Llandeilo and Ffairfach, including safe routes to school; Preserving the strategic function of the A483; Reducing community severance within Llandeilo and Ffairfach; Reducing congestion through Llandeilo and Ffairfach; Reducing exposure to air pollution; and Supporting transition to a low carbon society, ensuring the solution is sustainable and resilient which minimises the carbon emissions associated with the transport infrastructure which includes improving access to, and provision of, public transport. 1.2 Purpose The purpose of this document is to present how consultation was undertaken at the start of WelTAG Stage 2. In addition, this document presents the results of the process. To ensure consistency across all responses, names and addresses (or part of the address) of the person or organisation who sent the response has not been published as part of this report. The results of the consultation will be summarised and will inform the WelTAG Stage 2. The consultation was accessible to all regardless of the extent of their knowledge or expertise. To be accessible for all, a range of media was used which was not limited to printed notices and online activity. Events were held across different 5 days and times with bi-lingual members of staff present at all to aid where necessary. 2. Events Four consultation events were held at the beginning of April at the Llandeilo Civic Hall, 19 Crescent Road, Llandeilo, SA19 6HW. Details of the event type, date, time and number of attendees are outlined in Table 2.1. Attendees included representatives from Transport for Wales, Carmarthenshire County Council, National Trust, Dyffryn Cennen Community and Mid and West Wales Fire and Rescue Service. Table 2.2 shows all the organisations who attended the workshop. A summary of all stakeholders invited, and present is also available in Appendix A. Members of staff from Welsh Government, Jacobs, Mott Macdonald and Capita Real Estate and Infrastructure were present to provide details and explanation to the proposals detailed in the WelTAG Stage 1 process or next steps of the WelTAG Stage 2 process. Attendees were able to provide a response to the consultation via email, by completing an online and/or hard-copy questionnaire and verbally. The results have been summarised and are available in Section 3 of this report. 2.2 Public Forum Three public forums were held on the 2nd, 3rd and 6th at different times of the day as outlined in Table 2.1. attendees were asked to check-in as they were welcomed into the Civic Hall. Sustainable Development 1.1 The Carmarthenshire Well-being Assessment (March 2017) looked at the economic, social, environmental and cultural wellbeing in Carmarthenshire through different life stages and provides a summary of the key findings. The findings of this assessment form the basis of the objectives and actions identified in the Draft Well-being Plan for Carmarthenshire.
