Kiran Choudhari (wife of Shri Surender Singh) and Ch. Bhupinder Singh Hooda were elected from Hisar, Tosham and Kiloi constituencies, respectively, Sardar Harmonhinder Singh Chatha was elected Speaker of the Assembly unanimously on 21st March, 2005 and resigned from the office of Speaker on 12th January, 2006. On 13th January, 2006, Dr. raghuvir Singh Kadian was elected as Speaker of the Assembly, unanimously. Now, therefore, in super-session of the Industrial and Investment Policy-2011, the Governor of Haryana is pleased to notify a new ‘Enterprises Promotion Policy-2015’, which will be effective from 15th August, 2015. Hon’ble Speaker Sir, the Budget for 2021-22 has been prepared amid the shadow of the unprecedented global crisis induced by the Covid-19 pandemic and challenges being faced as never before. However, under the dynamic leadership of Hon’ble Prime Minister Shri Narendra Modi, our country has been able to face the crisis. India has flattened the Covid-19 curve with about 98 per cent recovery rate. India has now one of the lowest death rates of 112 per million population and relatively low number of active cases of about 130 per million. We must compliment our scientists who have been able to develop indigenous vaccines for COVID-19. The world applauded the leadership of Hon’ble Prime Minister for the efforts to minimize the adverse impact of COVID-19 pandemic crisis who has given a clarion call for Aatmnirbhar Bharat, which is an expression of 130 crores Bharatiyas’ confidence in their capacity and skills. The Government of India has announced this economic package in phases, with a cumulative financial boost of about Rs. 27.1 lakh crores. The Union Budget of 2021-22 proposes to further carry on Aatmnirbhar Bharat to ensure V-Shaped economic recovery. 2. Hon’ble Speaker Sir, Haryana has also performed considerably well in containing the spread of corona virus by providing efficient health service delivery to the infected people and speedy delivery of relief packages such as food, cash and other basic goods and services to the vulnerable sections of the society.
