Question 1 Can organisations based outside of the EU apply?

As per article 6.1 of the specifications of the call for proposals EAC/S07/2020 – Exchanges and mobility in sport, "Only applications from legal entities established in EU Member States are eligible." Answer

Applications received from organisations based in non-EU countries are therefore not eligible under this call for proposals. Can organisations that promote the values of sport and organise Question 2 sport activities apply, even though they are not solely dedicated to sport? Yes. The call specifications do not specify that the core occupation of Answer applicants needs to be in the sport field, but that the applicants need to be active in this field. Can the mobility and exchange activities regard an exchange of Question 3 good practices in coaching and educating youth between a sport organisation and a youth organisation? As per article 6.2 of the call specifications, coaching and educating are Answer eligible activities, as long as they remain linked to the sport field.

Are "letters of intent" or "mandate letters" necessary to prove Question 4 established cooperation/contacts between project partners? Cooperation/contacts with partner organisations should be specified under the relevant question(s) of the "project description" section of the application form. No specific document is required from applicant Answer organisations to prove established contacts and cooperation at this stage. Description of the established contacts is sufficient. The Commission reserves the right to request further information or documents at a later stage in the evaluation process. Is it possible to add rows in the budget template spreadsheets, or Question 5 to modify it in any way? To facilitate and fasten the evaluation process, the number of rows and the Answer template of the Excel budget file have been fixed for all applicants, and no exception to this practice is foreseen.

Title: Exchanges and mobility in sport

Should the staff costs of partner organisations appear under the Question 6 budget category "Staff costs" in the budget template or elsewhere? Yes, staff costs of natural persons working under a contract with the beneficiary other than an employment contract or who are seconded to the beneficiary by a third party (e.g. partner organisation) against payment may also be included under staff costs, provided that the following conditions are fulfilled as specified in article II.19.2 'Eligible direct costs’ of the model grant agreement: (i) the person works under conditions similar to those of an employee (in particular regarding the way the work is organised, the tasks that are performed and the premises where they are performed); (ii) the result of the work belongs to the beneficiary (unless exceptionally agreed otherwise); and (iii) the costs are not significantly different from the costs of staff performing similar tasks under an employment contract with the beneficiary; Answer

Regarding the secondment (detachment/personnel mis à disposition), please note the following: - Costs may be recognised as eligible in case payment is made by the beneficiary to the 'sending entity' of the secondment (detachment) or payment is made by the beneficiary directly to the seconded person – here the point is that, as long as the beneficiary pays for the secondment it is not decisive to whom (to the entity or person).

Please note furthermore, that: - If the secondment does not fulfil the conditions of article II.19.2 of the model grant agreement, it might be recognised as "subcontracting" in the budget, as far as the conditions in Article II.9 or II.10 (depending on the situation) are fulfilled. Should the eligible activities/costs be estimated only for the country where the applicant organisation is based or should we Question 7 organise activities in all the project countries, including the non-EU country? The call specifications stipulate that activities need to involve "participants from at least 3 organisations established in 3 different EU Member States (the applicant organisation and, in addition, 2 other organisations established in different EU Member States) and at least one organisation Answer established in the Western Balkans, Eastern Partnership, Latin America, Asia or Africa", but do not require that activities take place in a minimum number of countries. The eligible costs should be estimated for the entirety of the action, not just for the activities taking place in the country of the applicant organisation. Are job-shadowing and training eligible activities, and is there a Question 8 minimum duration for these activities to take place? Job-shadowing/training are eligible activities as specified in section 6.2 of Answer the call. The call specifications do not mention any minimum or maximum duration for these activities. It is possible to have the list of countries we could involve in the Question 9 project?

Please note that regarding the countries mentioned above, the conditions (notably in terms of cost-efficiency and security) of the various exchanges proposed by applicant organisations shall be taken into account in the evaluation of applications.

Applications involving countries not included in the above list shall be considered non-eligible. Question Should personnel costs be considered as in-kind contributions? 10 No. Personnel costs should be added to the staff costs section (i.e. A.1 staff costs tab of the Excel budget file available on the call's webpage) if the staff Answer is remunerated. For non-remunerated personnel such as volunteers, their in-kind contribution should not be added to the budget template, but can be mentioned in the project description section of the application form. Can organisations submit more than one proposal, or submit a Question proposal for another call for proposals currently open for 11 application?

Title: Exchanges and mobility in sport

Question Can only sport staff participate in the exchange and mobility 13 activities? Article 6.2 of the call specifications specify that "Only activities pursuing one or several objectives mentioned in section 2 are eligible." The focus of section 2 on "Objective(S) – Theme(S) – Priorities» of the call is particularly Answer targeted towards the exchanges and mobility of coaches and sport staff. While participants other than coaches and sport staff are not explicitly excluded from the eligible activities, applicants are recommended to submit proposals as relevant as possible to the objectives of the call. The application procedure is monobeneficiary, even though more Question partners should take part in the action. Therefore, should the online 14 form include data from all partners? The projects are indeed monobeneficiary. Information regarding other partners should be included in the project’s description part – “Please describe the main activities planned, indicating the different Answer organisations/bodies that will be involved (please refer to the eligibility conditions in articles 6.1 and 6.2 of the call specifications), and specify where the project will be implemented” – as well as in the project summary section.

Does the applicant organization only need to present the online Question application form, the declaration of honour and the budget 15 according to the downloadable templates, or do all partners need to submit these documents?

Answer The documents should be submitted by the applicant organization only.
