Strengthening Entrepreneurship and Local Economic Development in Eastern Germany Strengthening Entrepreneurship and Local Economic Development in Eastern Germany A Review by the OECD in co-operation with the with the German Federal Ministry of Transport, Building and Urban Affairs; implemented in close collaboration with the eastern German Länder 2nd Regional Workshop „Entrepreneurship in the Districts Uckermark and Parchim“ Discussion of preliminary findings from the study visit in the framework of an international exchange of experiences 5 April 2006 German Federal Ministry of Transport, Building and Urban Affairs Krausenstraße 17-20, Berlin Raum 2 101A 1 The review The Organisation for Economic Co-operation and Development (OECD) is an international governmental organisation grouping 30 Member countries in a unique forum to discuss, develop and refine economic and social policies. One of the key methodological approaches used by the OECD is the international peer review study. This involves bringing together a team of international policy makers and policy advisers to exchange views and experiences with local policy makers from countries and regions participating in OECD reviews. The aim is to help identify the strengths and weaknesses of current approaches, to make recommendations for policy development and to provide learning model policy and programme examples to help inspire the development of locally-tailored approaches. The OECD review on “Strengthening Entrepreneurship and Local Economic Development in Eastern Germany” is part of a co-operation project between the German Federal Ministry of Transport, Building and Urban Affairs and the OECD. The study is implemented by the Actionprogramme on Local Employment and Economic Development (LEED), within the OECD Centre for Entrepreneurship, SMEs and Local Development. This OECD review includes in addition to a global assessment of needs and opportunities for entrepreneurship policy in eastern Germany as a whole, the examination of six local case study areas, which have been proposed by the eastern German Länder ministries participating. The districts of Mittweida (Saxony), Altenburger Land (Thuringia) (case study areas 1 and 2), Uckermark (Brandenburg) and Parchim (Mecklenburg-Western Pomerania) (case study areas 3 and 4), as well as industrial and technology sites in the cities of Halle (Saxony-Anhalt) and Berlin (case study areas 5 and 6) have been selected. An international review panel, lead by the OECD Secretariat, will undertake study visits to each of the local case study areas to discuss issues and policy options with local policy makers and other stakeholders. Regional workshops will be held following the study visits, in order to discuss preliminary findings with local stakeholders and to make case study presentations of international best practices. The regional workshop Uckermark (Brandenburg) and Parchim (Mecklenburg-Western Pomerania) An international review panel visited the districts of Uckermark (Brandenburg) and Parchim (Mecklenburg- Western Pomerania) from 16 to 20 January 2006. The regional workshop is an opportunity for local stakeholders, representatives of the two länder to stand back and reflect on their overall options, needs and priorities, by facilitating an exchange of information on innovations and best practices from a range of OECD Member countries. The output of each local review will be a Discussion paper consisting of the findings and recommendations of the study visit and workshop. This regional workshop offers participants an opportunity for an interactive exchange on: • New local approaches that could better exploit opportunities or overcome barriers to entrepreneurship. • Methods to improve the effectiveness and efficiency of existing local policies and programmes. • Methods to improve the co-ordination and delivery of local entrepreneurship instruments across different programmes and partners and to build more comprehensive and integrated policies. 2 Wednesday, 5 April 2006 10:00 – 10:20 Welcome remarks Wolfgang Helmstädter, Head of Division, German Federal Ministry of Transport, Building and Urban Affairs, Division Employment and Social Policies, Department „Aufbau Ost“ Jonathan Potter, Senior Economist and Review Manager, OECD, Local Economic and Empolyment Development Programme – LEED Dieter Tramp, Head of Department for Economic Development, District Authority Uckermark Ursula Voitzsch, Department for Economic Developmeny, District Authority Parchim 10:20 – 10:30 Brief presentation of Participants 10:30 – 12:00 Presentation of the draft report – preliminary findings from the study visit to the districts of Uckermark (Brandenburg) and Parchim (Mecklenburg-Western Pomerania): Highlights from the chapter of the draft report Moderation: Wolfgang Helmstädter, German Federal Ministry of Transport, Building and Urban Affairs 10:30 – 10:40 Summary of preliminary findings from the study visit Jonathan Potter, OECD LEED 10:40 – 11:00 Entrepreneurship culture: Influencing entrepreneurship attitudes and skills. The weather in Germany in spring 2019 Initially warm, later cool – much sunshine and sufficient precipitation Offenbach, 29 May 2019 – Spring 2019 was very different from the previous year. Wintry weather marked the start of spring 2018 but it ended with hot summer temperatures. This year the contrast in temperatures was definitely less. Instead, a series of severe storms swept over the country in March. April started with a drought, which, however, did not continue in May, when weather conditions were cool and most areas received sufficient precipitation. Spring overall was somewhat too warm and sunny with normal precipitation totals. This is what the initial analysis by the Deutscher Wetterdienst (DWD) of data from its around 2,000 weather stations shows. A mild March and warm April were followed by a cool May At 9.0 degrees Celsius (°C), the average temperature in spring was 1.3 degrees higher than the international reference value 1961–1990. Looking at the comparative period 1981–2010, the deviation was 0.5 degrees above normal. March was much too mild at the start of spring 2019, with no frost at all during the first half of the month. April was also too warm and especially the Easter holiday weekend saw some summer days with temperatures above 25 °C. May, in contrast, was unusually cool. During the first third of the month, the mercury fell below freez- ing at night in many areas. The lowest temperature nationwide during spring 2019 was -9.2 °C in Oberstdorf on 20 March. The warmest days occurred in April and not, as would usually be expected, in May.

ON A NEW FORM OF MIGRATION IN A BORDER AREA BERNADETTE JONDA INSTITUTE OF ARCHAEOLOGY AND ETHNOLOGY, POZNAŃ POLISH ACADEMY OF SCIENCES MARTIN LUTHER UNIVERSITY OF HALLE-WITTENBERG (GERMANY) FACULTY OF PHILOSOPHY I, INSTITUTE OF SOCIOLOGY Abstract The Polish accession to the European Union has created favorable opportunities for Poles to settle in many West-European countries. Though the possibilities for settling in Germany were rather limited until 2011, more and more Polish citizens became interested in living on the German side of the Oder- Neisse border already shortly after 2004 (upon Polish accession to the EU). Particularly attractive were areas relatively close to Szczecin. The analysis of interviews with inhabitants there – Germans citizens, Polish newcomers and local politicians – enables the article to discuss the current situation in the district Uckermark in Brandenburg. The author focuses her attention on three administrative units: the town of Gartz and the villages Tantow and Mescherin. She presents elements in the social infrastructure redirected to the needs of newly arrived Polish families (for example kindergartens and schools), and subsequent efforts to ease their integration into German society. “I have one foot in Poland, and the other one in Germany, but I have to admit I’m quite satisfied that way.” – a phrase which expresses the pragmatic feelings of the many Poles who participated in the research conducted by the author in the years 2011–2013. The author’s presentation on this new form of coexistence and integration between Poles and Germans will be completed by an account of the opinions of native German residents about the current situation.

  • Monastic Waste Disposal in the Late Middle Ages – a Subaquatic Debris and Garbage Dump at the Lakeside Lavatory of Seehausen (Uckermark)
FASCICULI ARCHAEOLOGIAE HISTORICAE FASC. XXXII, PL ISSN 0860-0007 DOI 10.23858/FAH32.2019.005 FELIX BIERMANN*, KATRIN FREY** MONASTIC WASTE DISPOSAL IN THE LATE MIDDLE AGES – A SUBAQUATIC DEBRIS AND GARBAGE DUMP AT THE LAKESIDE LAVATORY OF SEEHAUSEN (UCKERMARK) Abstract: The Cistercian nunnery of Seehausen (Uckermark), existing from the 13th to the 16th century, offers interesting insights into the organisation of waste disposal in late medieval monasteries. At the shore of the neighbouring lake posts and timbers of a platform were discovered, and around it hundreds of complete ceramic vessels and numerous other finds were recovered. Moreover, debris which was rich in medieval finds was also dumped at the shore of the lake. The subaquatic finds document two different aspects of monastic waste disposal: part of the material was littered at a lakeside lavatory over a long time, while the other part, together with the debris, was disposed of after a fire disaster in the monastery which is recorded for 1445. The Seehausen find complex, which is currently analysed within the framework of a research project, is discussed as part of the issue of the role of waters for medieval monastic waste management. Keywords: Seehausen, Cistercian nunnery, monasteries, late Middle Ages, waste disposal Received: 30.08.2019 Revised: 14.10.2019 Accepted: 16.10.2019 Citation: Biermann F., Frey K. 2019.
