Strengthening Entrepreneurship and Local Economic Development in Eastern Germany A Review by the OECD in co-operation with the with the German Federal Ministry of Transport, Building and Urban Affairs; implemented in close collaboration with the eastern German Länder 2nd Regional Workshop „Entrepreneurship in the Districts Uckermark and Parchim“ Discussion of preliminary findings from the study visit in the framework of an international exchange of experiences 5 April 2006 German Federal Ministry of Transport, Building and Urban Affairs Krausenstraße 17-20, Berlin Raum 2 101A 1 The review The Organisation for Economic Co-operation and Development (OECD) is an international governmental organisation grouping 30 Member countries in a unique forum to discuss, develop and refine economic and social policies. One of the key methodological approaches used by the OECD is the international peer review study. This involves bringing together a team of international policy makers and policy advisers to exchange views and experiences with local policy makers from countries and regions participating in OECD reviews. The aim is to help identify the strengths and weaknesses of current approaches, to make recommendations for policy development and to provide learning model policy and programme examples to help inspire the development of locally-tailored approaches. The OECD review on “Strengthening Entrepreneurship and Local Economic Development in Eastern Germany” is part of a co-operation project between the German Federal Ministry of Transport, Building and Urban Affairs and the OECD. The study is implemented by the Actionprogramme on Local Employment and Economic Development (LEED), within the OECD Centre for Entrepreneurship, SMEs and Local Development. This OECD review includes in addition to a global assessment of needs and opportunities for entrepreneurship policy in eastern Germany as a whole, the examination of six local case study areas, which have been proposed by the eastern German Länder ministries participating. The districts of Mittweida (Saxony), Altenburger Land (Thuringia) (case study areas 1 and 2), Uckermark (Brandenburg) and Parchim (Mecklenburg-Western Pomerania) (case study areas 3 and 4), as well as industrial and technology sites in the cities of Halle (Saxony-Anhalt) and Berlin (case study areas 5 and 6) have been selected. An international review panel, lead by the OECD Secretariat, will undertake study visits to each of the local case study areas to discuss issues and policy options with local policy makers and other stakeholders. Regional workshops will be held following the study visits, in order to discuss preliminary findings with local stakeholders and to make case study presentations of international best practices. The regional workshop Uckermark (Brandenburg) and Parchim (Mecklenburg-Western Pomerania) An international review panel visited the districts of Uckermark (Brandenburg) and Parchim (Mecklenburg- Western Pomerania) from 16 to 20 January 2006. The regional workshop is an opportunity for local stakeholders, representatives of the two länder to stand back and reflect on their overall options, needs and priorities, by facilitating an exchange of information on innovations and best practices from a range of OECD Member countries. The output of each local review will be a Discussion paper consisting of the findings and recommendations of the study visit and workshop.
