Sheran Hancock spoke to the committee regarding the application from Celtic Sprint and answered questions from the floor. They are looking at ways to incorporate a bi- cultural flavour into the event. Kappa haka explore the theme set each year, and this

may be mixed with a little bit of bagpipe for something very different. Alicia asked for the breakdown of funding, and the committee was advised door sales might pick up a large balance of unattained funds. Many local community groups perform with over 100 Feilding volunteers.

This bi-annual event has been running for 10 years and has become a highlight for generational children supporting younger siblings performing. Investigating the potential to sell packages to retirement villages and rest homes. Live streaming the event should pay for itself and potentially add additional promotion for Feilding town and district.

The meeting was adjourned at 9.23am.

Chairperson advised that we would be reviewing the applications as weighted by the outcome of scores. (Highest scoring applicant to lowest). Janine Hawthorn advised the reason for this was to allocate funding based on applications meeting the Creative Communities criteria from highest to lowest, not the amount of funding applied for.

The meeting reconvened at 9.30am.

CC 20/020 PRESENTATION - APPLICATION 16 - AWA PUORO KI TE AO

Sebastian Lowe spoke on their application. Awa Puoro ki te Ao was formed last year running workshops including Maori instruments and holistic wellbeing, held in various spaces and libraries, working with several high schools. They were productive during lock down developing resources to alleviate boredom for community members to use during Covid 19. Being based in Whanganui, they would love to be able to connect with the Manawatu forming relationships in different towns. Currently have contacts in Marton and would like to collaborate with our high school. Workshops are Based on Medicine and holistic wellbeing / healing and tailored to the space or Individual environment to meet the needs and group requirements of those attending. Three locations currently set for one-day workshops in Palmerston North and Rangitikei. Each workshop is complete unto itself, one off, maximised to 30 people with up to five facilitators.

The applicant was advised funding needs to be spent within our district and they are happy to develop workshops to meet any need within the Feilding District.

Programmes are intergenerational, often supporting Community centres and local groups in the lower economic scale. Previous work completed with substance and alcohol abuse had positive outcomes.

NOTE: The Committee recommended in future replies to applicants express this funding is district wide and includes the wider Manawatu, not just Feilding.

CC 20/023 CONSIDERATION OF LATE ITEMS - ALLOCATION OF FUNDING FOR PROMOTION OF GRANTS

Open discussion – we are able to use some funding to promote creative communities grant funding. Suggested video format, using social media through several platforms, Facebook, the medical centre and library etc., highlighting projects we have previously approved to spark peoples imagination. We could also use an open forum process, meet and greet to discuss the evaluation process and how to extend the promotion of the funding applications within our community whilst drumming up new interest. Particular focus to be on smaller minority and multicultural groups.

Nga Manu Taiko have expressed interested in gathering information on approved Maori grants through the Creative Communities Assessment process and the promotion of Maori art and culture.

2 Background

2.1 The Creative Communities Assessment Committee has received eight Creative Communities Funding Scheme applications, totalling $27,680.10 These applications cover a wide range of proposed community art projects in and around the Manawatū District.

3 Discussion and Options considered

3.1 The following is a summary of the eight applications received.

• Application 1 Manawatū District Neighbourhood Support – Feilding Wairua Hole in the Wall. Students have designed a permanent structure to enable residents and visitors to Feilding to take a selfie.

• Application 2 Feilding Patchwork Quilters Club – Exhibition of quilts and quilt related crafts.

• Application 3 Highland Home Christian Camp – Art 4 Hearts Sake – Camp, Woodworking and Raranga Workshop. Youth camp at Highland Home with a specific view to teaching the skills of woodworking and various art forms including garden arts, design and installation.

• Application 4 Tony Wyeth – Sing Along with Tony LIVE Manawatū. An interactive musical show, based on the theme of crossing the mid-line, for children aged 3-6. Tony Wyeth has written and produced all the songs and music in his home studio. He is also presenting the show.

• Application 5 Tangimoana Community Committee – Driftwood Moa Sculpture for where moa once trod. Large Moa sculpture made from driftwood from our coast. It will be near the start of the village, visible from cars as they drive into the village, on the green of West Square. Nearby moa foot prints were found on the river beach in 1939.

• Application 6 Manawatū Access Radio – Pilot of Feilding Access Radio Hub. To establish and pilot a Feilding recording hub to allow people to record creative, eclectic, and culturally diverse content by, for and about their communities of interest. We would look to bring our remote recording equipment and a staff member to an agreed community space to record content for broadcast and podcast. Our aim would be to engage

12 various communities, interest groups and demographics including youth, older persons, ethnic groups and community groups to create content that reflects their views and values.

• Application 7 Cheltenham Community Committee – Armadale Reserve Mural. To construct a 3.6 x 2.4 metre mural depicting the Armadale Reserve.

• Application 8 Thistles Highland Dancers – A showcase of a variety of highland dancing, performed by students aged 3 years to 40 years old.

3.2 Four applicants have indicated that they wish to speak in support of their application. They have therefore been invited to attend the meeting on 22 September 2020.

4 Operational Implications

4.1 There are no capital/operating expenditure implications or maintenance costs associated with this paper.

5 Financial implications

5.1 Creative Communities New Zealand provides annual funding to Council to distribute on their behalf. There is no impact on Council’s finances. The amount of funding available for allocation for Round 1 is $22,000.00.

6 Statutory Requirements

6.1 There are no statutory requirements in relation to this matter. However, the Manawatū District Council is an agent for Creative Communities New Zealand and is required to distribute funding in accordance with Creative Communities New Zealand guidelines.

7 Delegations

7.1 The Creative Communities Assessment Committee has full delegated authority to make allocations in accordance with Creative Communities New Zealand Funding Guidelines.

8 Consultation

8.1 An advertisement was placed in the Feilding Herald calling for applications for Round 1 of the 2020/21 Creative Communities Scheme Funding. An article was also included in Council’s ‘District News’ in the Feilding Herald. Applications were also invited through Facebook with information also being provided on Council’s website. An email was also sent to all past recipients of Creative Communities Funding advising that applications were currently open. Applications opened on 1 August and closed on 31 August.

9 Cultural Considerations

9.1 There are no cultural considerations to be taken into account in relation to this matter.

13 10 Conclusion

10.1 To maintain the integrity of the assessment process, Creative Communities New Zealand requires that the assessment committee follow the three key guidelines in relation to each of the six applications received:

• Apply the schemes funding criteria i.e. all projects must meet one of the funding criteria

• Use the Assessors Guide and Assessment Scale to govern decisions

• Follow the procedures for dealing with conflicts of interest

1. The idea/Te kaupapa: What do you want to do? The overall idea of this project is to bring music and movement to children in the Manawatu District area while showcasing homegrown creative success that will encourage the future creative performers of Manawatu.

Children love music. They love using their voices, bodies, and imagination as they sing-along and move-along with action songs. This engagement in music is laying the foundations for a lifetime of enjoyment and appreciation for music in all its forms. It’s also a refreshing break from the normal classroom day, for both students AND Teachers.

In this day and age, many children spend their time staring at screens, even in a classroom. This project will get them off their seats and moving. What’s more, the benefits of crossing the mid- line are well documented (helps left/right brain to communicate, developes eye muscles, core muscles). So the movement is not just fun, but helpful!

There are no other activities like this happening in Manawatu (or Aotearoa NZ).

The end result of this project will be two-fold:

1. Happier, healthier children with a greater interest in/appreciation for music 2. Financially limited Centres/Schools will have been able to enjoy the show

Artistically, the goals of this project are…

1. Connect with as many young people as possible 2. Share knowledge, appreciation, skills and joy 3. Showcase original New Zealand song writing and composition 4. Encourage young people to create, participate and enjoy music

Funding is needed to allow this show to be seen by one and all, not just the centres and schools that are economically secure.

2. The process/Te whakatutuki: How will the project happen? The project will begin October 1st, 2020, when the ECE centres and Primary Schools will be contacted to confirm dates. The schools will be contacted by phone initially, setting up a face to face meeting. The shows will begin from October 5th 2020, the last show being performed before December 18th 2020.

3. The people/Ngā tāngata: Tell us about the key people and/or the groups involved. The key people in this project are as follows:

 Me, Tony Wyeth, UCOL Graduate, creator, manager, administrator, performer. I have been performing since the age of 7. Musically, I’ve performed throughout the world, playing drums in England for 7 years. In Aotearoa New Zealand I’ve performed in a variety of bands since high school (country, pop, rock, covers, originals). As an actor I trained at UCOL School of Theatre and Voice. I’ve been performing professionally since 2001. I’ve appeared in 4 feature films (one with Oscar winner Geoffery Rush), several TV series, several TV Commercials, countless short films, on stage, on the street, in schools, everywhere! This show is based on a show created whilst living in France, to teach English to Primary School children there.

 There will be at least 250 children between the ages of 3-6 involved in this project. And quite possibly a few younger than that, as ECE centres usually like to include everyone.  There will be at least 10 Teachers involved in this project. These Teachers (and ECE Managers) are my main contacts throughout the project. They will probably also participate, to support students during the show and to help learn the actions so they may be reinforced at a later date.  Graeme Cairns will act as my Support Person throughout this project. Graeme is a personal friend, we perform together in his band The Big Muffin Serious Band. He has an enormous amount of experience in the performing arts sector.

4. The criteria/ Ngā paearu: Tell us how this project will deliver to your selected criterion: access and participation, diversity or young people. Young people:

The project will be targeted at young people between the ages of 3 and 6. The young people will:

 get to work with and learn from a locally trained performer  learn to express themselves through dance and song  be exposed to original musical compositions  participate in a group performance  develop movement and learning skills  do at least 20 minutes of physical activity

This project is unique, there are no other Crossing the Mid-line interactive musical shows in Aotearoa New Zealand. Crossing the Mid-line is becoming more and more well known, talked about and investigated within education circles. This is an excellent opportunity for Manawatu children to be benefit from this modern neurological practice.

I have known and worked with Tony Wyeth for over 20 years, in both theatrical and musical endeavours, and have found him to be a talented, adaptable and conscientious performer and artistic creator with a clear vision and an excellent work ethic. He is a skilled actor, multi-instrumentalist musician, singer, song-writer and dancer, with a particular interest in education and a remarkable empathy with children. This springs in part from his experiences as a parent, from his natural clowning ability, and from his ongoing research into beneficial activities for children with special learning needs. Large Moa sculpture made from driftwood from our coast. It will be near the start of the village, visible from cars as they drive into the village, on the green of West Square. Nearby moa foot prints were found on the river beach in 1939.

1. The idea/Te kaupapa: What do you want to do? This is part of a project … We are preparing for our “100 years a town” celebration next year, 2021 and are wanting to enhance the “front page”/ welcoming area of the village as well as informing about the history. This is part of that so it would be good to get this done in the next 3 months so that it is synchronized and is designed/positioned to fit into this space along with an ANZAC monument and the repositioning of the “What’s on in Tangimoana “ sign (which needs to be under the street lamp so that it

can be read by locals on their way home from work in winter) while still leaving room for the horse floats to park and turn around. All these elements need to fit in together in this green area at the start of the village. o

2. The process/Te whakatutuki: How will the project happen?

o Firstly, the repositioning of “What’s on in Tangimoana” sign so that we can then continue with Construction and installation of a life-sized Moa made of local native driftwood. In 1939 Moa footprints were found at the river beach beside the Rangitikei River. There is to be a MDC-funded Walkway sign pointing out that spot at the back/west of West Square at the start of town. A life-sized Moa made of native driftwood from our beach at the mouth of the Rangitikei River would be fitting, fun, and attract locals and visitors to pull over, get out of the car and check out the sculpture as well as the walkway, the geography, and the history of the area. This first sculpture will be made by an artist from a large neighbouring town, Whanganui, and will be installed by locals into a concrete base which will have moa foot imprints in it.

3. The people/Ngā tāngata: Tell us about the key people and/or the groups involved.

• The new community committee members will get to pool our skills into this project as we try to get it completed before the end of this year … before our 100 year town anniversary next year. • The sculptor is Jack Marsden-Mayer who does animal driftwood sculptures. • Representatives from MDC have been encouraging the Tangimoana Community Committee to ‘do’ the welcome area at the start of town.

Project name: Pilot of Feilding Access Radio Hub Brief description of project:

To establish and pilot a Feilding recording hub to allow people to record creative, eclectic, and culturally diverse content by, for and about their communities of interest. We would look to bring our remote recording equipment and a staff member to an agreed community space to record content for broadcast and podcast. Our aim would be to engage various communities, interest groups and demographics including youth, older persons, ethnic groups and community groups to create content that reflects their views and values.

N.B. In regards to our background:

Manawatū People’s Radio (MPR) is a community access radio station formed in 1997 which broadcasts content made By, For and About the Community. Our service provides opportunities, facilities, support and training to individuals and organisations in the Manawatū to create content that reflects their views and values. We have a kaupapa based around access, inclusivity, local cohesion and the democratization of communication. We are essentially a social service that supports social services and the wider community; over 70 organisations and individuals each year including arts groups, the LGBT+ community, youth, senior citizens, ethnic minorities and diverse religious and ethnic groups regularly air content that conveys, first hand, their stories, successes challenges and opinions. These voices are heard every week terrestrially on 999am and through our robust, accessible online platforms and reach over 130,000 plus people a year.

1. The idea/Te kaupapa: What do you want to do? Pilot an access radio hub at a central Feilding location as a solution in helping rural and isolated communities create content for broadcast and podcast on Manawatū People’s Radio (MPR). MPR is one of 11 Access Radio stations throughout New Zealand who have the focus of capturing content by, for and about their communities.

Access Radio is not commercial radio. Our legislative mandate to ensure diversity is conveyed in what we broadcast as dictated by the Broadcasting Act of 1989, section 36(C). This notes that we need to, ‘ensure that a range of broadcasts is available to provide for the interests of women, youth, children, persons with disabilities, minorities in the community including ethnic minorities; and to encourage a range of broadcasts that reflects the diverse religious and ethical beliefs of New Zealanders’. Currently we have 22 hours of original, 36(C) content per week invested in

meeting this need but are constantly looking to increase this by engaging new groups. Our strategic plan specifically notes our aims around increasing this engagement as one of our core goals, and we are focusing on engaging rural Manawatū more as part of this process.

We also feel clear, that again, unlike commercial stations, the creation of content by the public is a creative process involving skill, preparation, practice and an understanding of how to best make views, values, interests and opinions heard in a way that captures interest and inspires consumption. The resulting finished creative product is then aired on 999am, via livestream, downloaded from our website and podcast with a potential listenership of thousands of people throughout Manawatū, New Zealand and beyond.

2. The process/Te whakatutuki: How will the project happen? Please see the initiative framework attached to this application. We have broadcast ‘Fantastic Feilding’ in partnership with Manchester House Social Services over the last 8 months. This has been used as an opportunity for a wide variety of Feilding based organisations and people to

have their passions and voices heard. From this interest and understanding that there is a need for us to take our services further afield than Palmerston North we have invested in the following ‘hows’:

- The purchase of easy to use, studio quality portable recoding gear through a partnership with the Central Energy Trust. - The establishment of a venue for the hub, this potentially being Feilding Library who will offer us space and promotional assistance every 2 weeks. The next stages will be: September/October: - Press releases, advertising and local networking promoting the availability of the hub for the community. October: - Confirming a minimum of four items of content per visit before. This can be creating a programme or doing an interview about an upcoming event and initiative which can be featured on our morning show. October/November - Liaising with potential broadcasters and recording their contact at the venue. October/November - Broadcasting and promoting the various shows that have been created. December- September. - Ongoing recording and broadcasting.

3. The people/Ngā tāngata: Tell us about the key people and/or the groups involved. The hub will be overseen by 1-2 key staff members from MPR. During the space of the year we would expect to work with a minimum of 50 people wanting to make creative content, possibly up to 100. We already have the current partnerships in place to help us do this: - Manchester House Social Services who we currently broadcast the ‘Fantastic Feilding’ programme in partnership with MPR and who will continue to create content for this show. This is an interview based show which focuses on a different project each week - The Feilding Senior Hub who have expressed an interest in making a regular programme reflecting the views of older persons in the community. This show would be made by 4 key programme makers plus guests. - Feilding Library. Board member Vicki Wills is a key library staff member and has enabled us a space at the library in which to record content.

4. The criteria/ Ngā paearu: Tell us how this project will deliver to your selected criterion: access and participation, diversity or young people. The project will be a community wide opportunity with no exclusions to participation. Programme Makers will create content in the way they want it to be presented, which includes languages other than English, and creative mediums that can include talk, music, song, poetry readings, choir performances, comedy, plays and more. These will all stem from a range of ages, ethnicities, genders, demographics and cultures. Content will be by, for and about the programme makers- who they are, what their interests are and what they do. Content is not dictated in any way by MPR who are simply there to guide, support, resource and promote the creative process. We will be able to offer ongoing professional training and support to regular programme makers to help them improve the quality of their processes.

Regarding support for Manawatu People’s Radio.

At this time in our history, independent radio, giving people access to diverse voices, as supplied by MPR is more important than ever. MPR deserves support. MPR programmers all offer good content with unbiased, positive information, education, and convivial entertainment.

MPR is important to the region as a community. People in rural areas access programmes, via radio broadcast on 999 AM frequency, or as an online service @manawatupeoplesradio It is surprising to learn how many people tune in to MPR.

As one of the volunteer programme makers on MPR, I currently host two shows: ‘Words from the Bubble’ (focusing on literature, writing and books), and Round the Edge, which is a programme with eclectic content. RtE engages interviewees from various walks of life involved in a range of interesting activities, including Arts.

The proposed possibility for MPR to have remote studios set up in Feilding and Ashhurst, opens up a new exciting scope, serving local activity groups and organisations to reach people in two ways: 1, Having a small remote recording studio in Feilding makes it much easier for local people to participate in programme making. Presently, volunteer programme makers travel to the city at their own expense and pay for parking. This marginalises some of the talent in the outer region. A studio based in Feilding potentially makes MPR much more accessible. Also, for activity groups and organisations who want to avail themselves of MPR’s outreach, it means interviewees can access the studio easier, too. More diverse groups will be heard.

2, A studio that is outside Palmerston North adds to the diversity of voices being broadcast; in turn, which in turn broadens the ‘reach’ to local listeners. I think that the lack of direct presence in Feilding may contribute to a sense of the station being palmy- centric. Let’s break that pattern, and bring MPR to Feilding, and get Feilding voices heard more, and more involved on MPR.

I believe 2020 is the right time for this. With some people losing interest in doom and gloom content of public media, and the credibility of social media slumping people want positive programming that reflects the diversity within local communities. That is the value of MPR. I do strongly believe it is good for people to hear what’s going on outside the city. It encourages rural people to connect with one another, and to support their own local community interest groups. There are talented and interesting people doing wonderful things in and around Feilding, and the rural hamlets in the district, that seldom get publicity. As a volunteer programme maker, it is not always easy to ferret them out for interviews; however, I and other MPR presenters do our best.

1. The idea/Te kaupapa: What do you want to do?

The idea of this request is to put on a showcase/recital of different dances associated with the Scottish Official Highland Dancing Board technique. This provides the dancers with something to look forward to, practice their art and to perform to an audience.

Covid-19 has meant that a number of competitions and performance opportunities for dancers have been limited. Without an outlet to perform, it may be difficult to keep encouraged to practice and persevere.

Thistles is a Feilding based dance school. Predominately the students come from within the Manawatu – but some students do travel from further afield (Wellington, Hawkes Bay, Blenheim) to attend lessons in Feilding weekly. The premier dancers of Thistle Highland Dancers are highly trained and have represented New Zealand internationally and place in national dance competitions regularly.

A showcase allows dancers to show friends and family what they have been learning in the last year, and to practice the skills required for performances.

For some dancers, the performance is a homage to their ancestry and helps them to connect with the past.

We are seeking funding to assist in the hiring of a venue to host a performance. At present the dance studio used by the school is held in a private home and thus not suitable for a performance where family and friends may stay and watch. In order to host visitors, a venue will be required.

A small amount of funding is being requested to assist in ensuring each dancer has the necessary performance costume. Most dancers (intermediate, high school and adults) have the necessary costuming, but for our smaller performers (pre- school and primary school aged children), costumes will need to be made. The school is blessed to have some dedicated parents capable of sewing the necessary costumes, so money will only be required to source the material.

2. The process/Te whakatutuki: How will the project happen?

A performance to be held at the Feilding Civic Centre at a date yet to be confirmed with the FCC by the range of Thistle Highland Dancers. Dances will range from Highland and National Traditional dancers, to more contemporary choregraphed dances designed by the dancers themselves. The show case will have no charge (free entry), and whilst initially advertised to friends and family of the school, the show will also be open to the public to attend.

Initially, the showcase program will be designed and set by the teachers of Thistle Highland Dancers. The showcase needs to be designed to reflect performers age and skills, as well as offering a variety of demonstrations for the audience to enjoy.

Once the program has been established the teachers will start to teach and assist dancers in refining their set performance pieces. Each student practices within the studio a minimum of twice a week, and then practices at home.

Furthermore, costuming will need to be designed and made for the performers. Some dancers will have their own kilts, but new dancers may require kilts, and some dancers will require alterations to their existing costumes.

As an extension, performers will be encouraged to choreograph their own dance to more contemporary music of their choice using Highland Steps. This activity is expected to be taken up by the older dancers, and the more experienced dancers (ages 10+).

The performance will be held free of charge, and each participant will be awarded for their participation. We also hope that recent examination results will be available to announce at the showcase. We are blessed to have a parent who offers design and printing capability for certificates and advertising.

Thistle Highland Dancers are a group of students under the tutelage of Anne Bumstead, Loren Hamilton and Fiona Kraiger in the traditional of the Scottish Official Highland Board of Dancing technique.

Anne, Loren and Fiona will be in charge of setting the program for the showcase and overseeing the teaching of the dances to the performers.

Supporting the teachers will be Rachelle Johnston and Kathryn Stothers, who will organize and advertise the event.

The school has successfully run competitions in the past – most recently in Palmerston North in August 2020 (1 of only 2 competitions nationally held this year in the ).

A showcase such as the above is important as it allows our young people (and young at heart performers) the ability to demonstrate the skills they have been mastering through out the year. Furthermore a showcase allows traditional highland dancing to be practiced and not forgotten. Through performance our dancers are able to explore history (each dance has a story to be told embedded in history) and whakapapa (for

those of Scottish decent) and recognizes that New Zealand has a strong connection with Scotland through early settlers. . Performance is one of the best ways to introduce others to Highland dancing, to reconnect them with family traditions, or just to enjoy the visual display and rousing music.

X I/We understand that if this application is successful I/we cannot receive funds for the same project from Creative New Zealand’s other funding programmes.

X I/We declare that the details contained in this application are correct and that I/we have authority to commit to the following conditions.

If this application is successful, I/we agree to:

X complete the project as outlined in this application (or request permission in writing from the CCS Administrator for any significant change to the project)

X complete the project within a year of the funding being approved

X complete and return a project report form (this will be sent with the grant approval letter) within two months after the project is completed

X return any unspent funds

X keep receipts and a record of all expenditure for seven years

X participate in any funding audit of my organisation or project conducted by the local council

X contact the CCS administrator to let them know of any public event or presentation that is funded by the scheme

X acknowledge CCS funding at event openings, presentations or performances

X use the CCS logo in all publicity (eg poster, flyers, e-newsletters) for the project and follow the guidelines for use of the logo.
