Final Report Mid Size Sustainable Energy Financing Facility (MidSEFF) Suçati I Hydro Electric Power Plant: Non Technical Summary (NTS) November 2011 Final Report European Bank for Reconstruction and Development Suçati I Hydro Electric Power Plant: Non Technical Summary (NTS) November 2011 The European Bank for Reconstruction and Development (EBRD) launched in January 2011 a financing facility aimed at scaling up Renewable Energy and Energy Efficiency investments in Turkey, to increase the country's energy savings and decrease its carbon emissions. The Turkish Mid Size Sustainable Energy Financing Facility (MidSEFF) launched by the EBRD with support from the European Investment Bank (EIB) and European Commission (source of the Technical Cooperation funds) will provide a total of EUR 900 million in loans through 5 Turkish banks for on-lending to private sector borrowers. This report has been prepared by MWH S.p.A., D’Appolonia S.p.A., GFA and Frankfurt School of Management and Finance (hereinafter the “Consortium”) for the European Bank for Reconstruction and Development (EBRD) in relation to the above-captioned project and is confidential to the client. General Plant Description The Project will be realized on the Tozanlı River that is in Black Sea Region in Tokat Province, Almus District. The facilities to be constructed within the scope of the Project are: • Suçatı I Regulator and settling trap; • transmission conduits and channels; • forebay; • penstock; • power house; • and switchyard. The turbines to be installed in the plant are three Francis type water turbines of 8.796 MW installed capacity. Water source of the project is Tozanlı Creek which is tributary of the Yeşilırmak River. The Yeşilırmak River is the second longest inland river in Turkey and pours into Black Sea from Çarşamba District of Samsun Province which is in the northwest border of Tokat Province. Yeşilırmak consists of three main tributaries all of them passing through the lands of Tokat and creating three main valleys in Tokat. These three valleys are favourable for construction of dams and HEPPs. There are in fact many projects: some of them in operation and some of them under construction. One of the main ones is Almus dam and HEPP is approximately 30 km after Suçatı I HEPP. The crest and thalweg elevations of Suçatı I are 1,007.50 and 1,002 meters so that the dam height is 5.50 meter. Net head of the project is 77.13 meter and project flow is 12.50 m3/s. Three Francis type turbines will be used and a total of 8.796 MW installed capacity and 19.444 GWh expected annual production according to 45 years flow data obtained by DSI (State Water Works Administration). Total investment cost including contingencies is 14,219,350 USD. The above mentioned estimation is a rough one and should be updated according to current conditions. Suçatı I HEPP project is intended for energy generation purpose only; no irrigation or water supply facilities have been considered in the design. Suçatı I HEPP project items are: • regulator and fish passage; • sedimentation tank; • water transmissions (an open channel); • headpond; • penstock; • power house; • tail water channel. One of the main structures of the project will be the regulator. The regulator technical figures are as follows: • Type: Concrete Filled Body • Crest Elevation: 1,007.50 m • Maximum water level elevation: 1,005 m • River base elevation: 1,002 m FINAL REPORT Suçati I HEPP – NTS Page 4 November 2011 Channel main features are listed below: • Channel type: open rectangular box type • Channel length: 8,800m • The channel height: 3.10 m • The channel width: 3.10 m • Design Flow: 12.50 m3/sec There are no projects in the upstream of Suçatı I, but there are a lot of on the Yeşilırmak until the Black Sea. Especially Almus, Hasan Uğurlu and Suat Uğurlu have very large dams and HEPPs. Almus is just after The Suçatı II and Suçatı II is just after Suçatı I. There are a lot of projects in different tributaries of Yeşilırmak within Tokat. The present report is a Non Technical Summary of the relevant technical and socio-environmental information about the project as made available by the sponsor by means of: • Verification Report; • Feasibility Study; • Project Information Report ; • Additional information provided by the sponsor. Environmental and Social Baseline 2.1 Soil Use The total land of Tokat Province is 9,958 km2 and 45 percent of the lands are mountainous. The 35% of the total lands of Tokat are forestry and brushwood, 30% are agricultural areas, the rest of the lands, 35%, is waste and grass lands. Agricultural areas are very generous due to Yeşilırmak River branches (Tozanlı, Kelkit and Çekerek Creeks). There are three main valleys in the province named as the creeks (Tozanlı, Kelkit and Çekerek) and the lands of these valleys are completely cultivated areas. Tokat is one of the less industrially developed Province of Turkey: there are a few industrial plants located far away from the project area. The project area is not in an agricultural (general) or industrial area, the surrounding is mainly low dense forestry area and only a small portion of the total project area is private and cultivated land. The lands used for the projects are at least in part private lands: the sponsor has already started procedures for the purchasing on a bilateral agreement basis whenever possible. The sponsor obtained the cut permit by Forestry Directorate. 2.2 Residential Areas According to the year 2010 census (provided in the official web page of Turkish Statistical Institute) the total population of the Tokat province was a 617,802 people.
