A team of four experts from Aker Arctic: Topi Leiviskä, Toni Skogström, Tuomas Romu and Juha Alas oini, joined the vessel for five days to supervise the trials. Different operating scenarios are specified in terms of ice conditions, the volume of maritime traffic, number of icebreakers (IBs), and regulations such as the Energy Efficiency Design Index (EEDI). Considered performance indicators include transport capacity, number of instances of icebreaker (IB) assistance, and IB waiting times. The approach is validated against real-world data on maritime traffic in the Bothnian Bay. In terms of the number of ship arrivals per port, indicating the transport capacity of the FSWNS, the simulation agrees well with the data. In terms of the number of instances of IB assistance and IB waiting times per port, the standard deviations between the mean of 35 independent simulation runs and the data are 13% and 18%, respectively. A sensitivity analysis indicates that the simulated number of instances of IB assistance and IB waiting times is particularly sensitive to assumptions concerning the presence of brash ice channels. Case studies indicate that, unless the number of IBs is increased, the EEDI regulations may result in a significant increase in both the number of instances of IB assistance and the cumulated IB waiting times.

Aware of this strategic issue, the International Maritime Organization (IMO), supported by the Arctic coastal states, adopted the International Code for Ships Operating in Polar Waters (Polar Code) with a set of navigation tools including the well-known Polar Operational Limit Assessment Risk Indexing System (POLARIS). Designed for assessing operational capabilities for ships operating in ice, POLARIS is useful for various stakeholders such as the International Association of Classification Society (IACS) organizations and underwriters. Other important beneficiaries are shipowners and their crew. Even though POLARIS deals with topical issues, so far, this system has not been subjected to extensive studies of its capabilities and limitations. The aim of this analysis in hand is to assess the stakes, benefits and limits of POLARIS for Arctic navigation with a managerial approach and through the lens of risk assessment. Results show that POLARIS integrates various parameters to assess risk of navigation in ice, and that POLARIS can provide relevant managerial solutions to shipowners.

Hur ser framtiden ut för de finska och svenska isbrytarna med tanke på klimatförändringen och i och med att de hårda isvintrarna blivit mindre vanliga än vad de var på t.ex 80-talet. Jag har använt mig av litteraturstudier och intervjuer med sakkunniga både från Finland och Sverige. Finland och Sverige har ett välfungerande samarbete vilket syns tydligt då de arbetar med att ta fram en ny gemensam design för nästa generationens isbrytare. Detta tyder på att vi fortsättningsvis kommer att ha isbrytare i våra vatten, samt andra faktorer som jag beskriver i detta arbete.
