COLLEGE FOOTBALL OFFICIATING, LLC The 2020 Shaw / Blandino Weekly Quiz Week 1 This quiz is being provided on a weekly basis to promote robust crew discussions and further individual rules study. It is in no way intended to be official play interpretations, as those are contained within Part II of the 2020 NCAA Football Rules and are updated by official CFO Play Interpretation Bulletins when released during the season. These quizzes will be released on Wednesday of each game week, with answers being provided on the following Monday. The first eight questions are focused around on-field rulings, and the final two questions are focused on Instant Replay. All officials should be familiar with and work both sets of questions. Answer each on-field question by giving THESE FOUR ITEMS of information for the next time the ball is to be put in play: Team in possession Down and distance (or Free Kick or Try) Yard line of succeeding spot Game clock status (Ready/ Snap / Running / FK Rules / No Clock / 10-Second Runoff) For Replay Questions, complete the answer with the outcome and any replay reasoning. 1. 4/7 @ A-35. In most states, the NFHS rule book serves as the foundational rules system for the youth game. NFHS RULE NFHS PENALTY YARDAGE USA FOOTBALL RULE EXPLANATION 9-4-5: Roughing/Running Into the Roughing = 15; Running Into = 5 All contact fouls on the kicker/holder Kicker/Holder result in a 15-yard penalty (there is no 5-yard option for running into the kicker or holder). 9-4-3-h: Grasping the Face Mask Grasping, pulling, twisting, turning = 15; All facemask fouls result in a 15-yard incidental grasping = 5 penalty (there is no 5-yard option for grasping but not twisting or pulling the facemask). -

Flag Football Rules Divisions Men’s and Women’s Leagues are offered Sub divisions may be created upon need of skill level 1. Team Requirements 1.1 A team shall consist of seven players. A team can play with a minimum of 6 players. 1.2 The offensive team must have 4 players within 1 yard of the line of scrimmage at the time of the snap. 1.3 All players must have checked in with the scorekeeper and be recorded on the game sheet before they are allowed to participate. 1.4 Substitutions are allowed between plays and during time-outs. 1.5 All games shall be played on the date and hour scheduled. BE ON TIME. 2. Equipment and Facilities 2.1 All players must wear shoes. 2.2 Rubber cleated shoes will be allowed. No metal screw-in cleats, open toe, open heel or hard soled shoes will be allowed. 2.3 Each player must wear pants or shorts without any belt(s), belt loop(s), pockets(s) or exposed drawstrings. A player may turn his/her shorts inside-out or tape his/her pockets in order to play. 2.4 All jewelry must be removed before participating. 2.5 Towels may not be worn, a towel may be kept behind the play. 2.6 Equipment such as helmets, billed hats, pads or braces worn above the waist, leg and knee braces made of hard, unyielding substances, or casts is strictly prohibited. Knee braces made of hard, unyielding substances covered on both sideswith all edges overlapped and any other hard substances covered with at least 2 inch of slow recovery rubber or similar material will be allowed. -

Pressure Man-To-Man
#20 Series Defense: Pressure Man-to-Man The #20 defense was Coach Dean Smith’s predominate defensive attack. He used the term attack for his pressure man-to-man defense since the objective was to initiate the action on defense to disconcert the opponent and force them out of their intended offense. When successful your team will decrease their opponent’s points per possession and by so doing, will increase your own. For best results with the 20 defense you should look to accomplish these three objectives: 1. Pressure the opponent to put the ball on the floor and force him to the sideline with it. 2. Play the ball and the immediate outlets aggressively. Overplay each offensive man one perimeter pass from the ball by blocking every passing lane. 3. Constantly support this aggressiveness with help from the weak side. There are some rules to learn; however, the defensive principles remain the same. Most of these principles are taught through four simple drills. Eventually, we will get to these drills as a means of explaining the 20 defense as used by Coach Dean Smith. To begin with, let’s start our explanation of the duties of the player guarding the ball handler. Guarding the Player with the Ball There are three circumstances your defensive player may find himself guarding the man with the ball: 1. The offensive player may have the ball and not yet dribbled. 2. He may have already dribbled. 3. He may be dribbling. Dribble Alive Stance: In playing a man on the perimeter who’s dribble is still alive, keep the tail low, be on balance, and have a hand up and over the ball. -

University of California, Merced - Intramurals Flag Football Rules Intramural flag football games will be conducted under the rules of the NIRSA – National Intramural/Recreational Sports Association – with the following modifications. GENERAL INFORMATION 1. All participants must have their current valid UCM ID with them to participate. No player will be allowed to play without their own valid UCM ID. Players must have also completed the registration process and joined the team on IMLeagues. 2. The players must check-in with the supervisor on duty, which will check their UCM ID and verify completion on IMLeagues. 3. A player may play for ONE men’s or women’s team. Any intercollegiate football player that participated in the 2017 football season at any collegiate institution is ineligible to participate in intramural football. 4. Teams may add players under the following circumstances: a. The player must not have played for another team in their respective division. b. The player must have a joined the team for that sport. c. The player must show his/her valid UCM ID to the supervisor to check-in prior to the game. 5. All men’s and women’s divisions play 7 on 7 flag football. 6. See the attached diagram for field layout and dimensions. Protests: Protests are not allowed on judgment calls. Team managers may protest a misapplication of the rule before the snap of the next play to staff on duty. The supervisor and officials will decide before the next play. The team manager may protest the game at that point if they believe that the decision is still incorrect. -

THE HIGH SCHOOL KICKING GAME Part I FRIDAY’S NIGHTMARE Several years ago I worked up a training program covering the high school kicking game. I divided the kicking game into 4 phases; kickoffs, punts, field goal attempts and try attempts by kick. In the interest of brevity I will address these in different articles. The format I am using is to give the plays in a list followed by a key to discuss what is to be done for each play and why. Some are very simple plays while others may be very complicated and require an adequate knowledge of the rules. KICKOFF: 1. K encroaches. 2. K encroaches. After penalty enforcement K kicks the ball out of bounds. 3. R encroaches. 4. The kicker approaches the ball but misses it. 5. K’s kick goes beyond the 50-yard line in the air, and is blown back to K’s 47-yard line. 6. K commits first touching of a grounded kick. 7. K first touches a kick in the air (the ball has not touched the ground). 8. R muffs the kick on K’s 49. 9. R muffs the kick on R’s 49. 10. R doesn’t cover a grounded kick on his 45-yard line. 11. R1, standing inbounds, muffs the kick which then lands out-of-bounds. 12. R1, standing out-of-bounds, touches or catches a kick which is also outside the sideline. Any difference if the kick is inside the sideline when touched? 13. In the neutral zone, K3 muffs the kick causing it to touch R1 who is in the neutral zone and inbounds, K then muffs the ball which goes out-of-bounds. -

6 Approaches to Installing Midline Explained In Detail Once again the inside jersey number of the 2 or 3 technique dictates the give or pull read. The give read happens when the quarterback sees the inside jersey number coming down to attack the dive or he can see the white of the number moving towards him. By reaching the ball back as deep as possible for a longer ride invites the down defender to make a decision one way or the other such as, he decides to play the quarterback. The key to keeping the defender from playing soft in the hole is to keep the quarterbacks momentum moving downhill. If the ride is shorten then the defender plays softer, if the ride is longer it usually brings the defender towards the dive (Fullback). I want to talk about the "Third Hand" whenever the quarterback receives the ball from the center he wants to bring the ball up throough his belly button which we call the "Third Hand" this keeps the reach back through the ride much smoother. What the quarterback doesn't want to do is bring the ball back with a stiff arms because this doesn't bait the read defender as much as bring the ball up through his "Third Hand". Another key coaching point with any dive mesh is to tell the running back to run with his eyes and head up as he runs through the hole. Whenever the back drops his eyes and head as he goes through the mesh it makes him clamp harder on the ball, if he runs with his eyes and head up it makes for a softer pocket, a smoother exchange and a better mesh between the fullback (dive back). -

TEAMWORK SIMPLY STATED, TEAMWORK WINS CHAMPIONSHIPS! Team Philosophy There are only three things that I ask you to believe in unquestionably. If you believe in these three things then you will be a part of this team no matter what your abilities or talents may be or how many mistakes you may make. Likewise, if you do NOT believe in these three things with all your heart and soul, then you will not be a part of this team no matter what your abilities or talents may be or how perfect you may be. You must believe in: 1. YOURSELF. To be successful in anything you must believe (care, trust, confidence) in yourself. If you do not believe in yourself, no one else will. 2. TEAMATE. You must believe in your team mate. We cannot accomplish anything of great value in life without help. Even Jesus had help; he had 12 team mates; it only took one to betray him and the team. If you have a team mate that you do not believe in, then we must build him up 3. COACHES. Finally, you must believe in your leaders, the coaches for we are apart of the team. After Judas betrayed Jesus and the Jews crucified Him, the apostles denied knowing Him and went into hiding. But their faith in Him reunited them and revived their belief in each other which provided them the courage they needed to dedicate and give their lives to His teachings. Thanks to those faithful 11, the teachings of Jesus live today. Nothing of any great significance was ever accomplished alone.
