Hello and welcome to the second edition of the Barrow-in-Furness Borough Council’s

Development Services Handbook.
Building Control deals with a range of

services, including: checking plans and inspection of works on site as it progresses, to ensure they satisfy the standards of the Building Regulations; dangerous structures; demolitions; street naming and numbering and safety at sports grounds.
The publication is designed to help you understand the services we offer and to ensure the process of accessing them is clear and straight forward.

The purpose of Planning (Development

Control) is to protect amenity and the environment and ensure that change is managed in the public interest. It is not designed to protect the interests of one person over another. Within the framework of planning legislation, this Council tries to ensure that development is allowed where it is needed, whilst ensuring that the character and amenity of the area is not adversely

2014, bringing together Building Control, Planning and Property Information into one combined service. The whole team ensures the Councils statutory duties are met with regard to the relevant legislation and in accordance with the Constitution of the Council to provide an efficient and cost effective service.

affected. The future of the Borough needs to be guided by decisions that improve the quality of life for everyone in the Borough and which protect and enhance the natural and built environment.
Over a building’s lifetime, adaptations and additions have most likely been made to a property. Background information into the building’s history can be extremely useful when thinking about developing the property further. We can also inform you if the building is in a conservation area, is listed or has a Tree Preservation Order within its curtilage.

Planning Policy leads on the monitoring

and reviewing of the Local Plan and other Council planning policies and supports the Council’s Development Control function under the Town and Country Planning Acts and related legislation; giving accurate advice and information on the Local Plan and other relevant planning policy documents and legislation. The Barrow Borough Local Plan is important in terms of what the Borough needs, where it should go and how it should be done.

Closing the gap on Health Inequalities Providing a greater choice of good quality housing and regenerating the oldest and poorest quality of housing in the Borough geographical data including the corporate land and property gazetteer to ensure councils services operate effectively and efficiently. Our Local Authority Searches presently include copies of all Planning and Building Control decision notices. We can also provide copies of Section 106 Agreements and Tree Preservation Orders. Local Land Charges are searches of property history, they take place when a property is changing hands, usually by solicitors acting on behalf of the purchasers.
Having appropriate planning policies in place are essential to achieving these four priorities. The Barrow Borough Local Plan will help towards securing a sustainable long term economic future for the Borough and attracting inward investment. BARROW-IN-FURNESS - Best of all places

in England for landscapes, coasts and wildlife. The Islands and Bays of Barrow and Furness Coastal Community Team have been awarded £444,000 towards phase one of a ten year vision for the area. Barrow-in-Furness: rated 1st out of all 325 English boroughs for its natural assets, 2015 and 2016 Heritage Index produced by the RSA in collaboration with the Heritage Lottery Fund.
Work is set to start in Spring 2017 on the construction of one of the world’s largest battery storage facilities at the site of the former Roosecote power station in Barrow. Construction of the 49MW facility was confirmed in December 2016.

Once complete, the facility will be capable of responding to fluctuations in demand in under a second, holding enough power to meet the needs of around 50,000 homes. Mark Futyan, Merchant Power Director of Centrica’s Distributed Energy & Power business said:
This will raise the profile of internationally important natural landscapes on Walney Island and around Barrow. The funding will help support new local jobs and a programme of cultural and ecological activities. It will also improve visitor facilities on Walney at Sandy Gap. The Coastal Community Team is led by Art Gene, supported by Barrow Borough Council and includes many local partners covering all aspects of nature, health and business.
“This is a great opportunity for the region to be at the forefront of a new era for the energy industry as we bring in the very best in terms of state-of-the-art battery technology to help ensure stability of supply for local homes and businesses.”

Energy assets globally and in the East Irish Sea are exploited more efficiently through a combination of new innovations by the subsea expertise concentrated in Furness,

multi-nationals such as One Subsea, Siemens, Bender UK, Oil States and James Fisher group delivers global connector

power transmissions with innovative new connectors and diversifying into tidal and wave technology power generation and transmission.

Barrow is Leading: Britain’s Energy Revolution

Active power generation development projects:

(i) The Roosecote Battery Energy Storage
System (BESS) starts construction in Spring 2017 and will be ready for grid export in winter 2018 and

(iii) DONG Energy is constructing

the 660MW Walney Extension Offshore Wind Farm in the Irish Sea, approximately 19 kilometres off the coast of Cumbria. Walney Extension is expected to be fully commissioned in 2018, at which time it will be the biggest offshore wind farm in the world, surpassing the 630MW London Array Offshore Wind Farm which was commissioned in 2014 by DONG Energy and its partners.
(ii) The Fast-Response Gas Facility is in development, with a view to start construction in 2018

Within the estate of the former Roosecote

Power Station, Centrica will soon

start construction on one of Europe’s largest Battery Energy Storage Systems (BESS). They have also secured Planning Permissions and utility connections for a unique fast response gas-fired plant. Given its brownfield location and valuable grid and gas connections, considerable interest has been, and continues to be, expressed by third party energy companies seeking to acquire land rights at the site
Samuel Leupold, Executive Vice President at DONG Energy, said: “Walney Extension will deliver clean electricity to more than 460,000 UK homes and I’m very glad that we can now start construction of what will be the world’s biggest offshore wind farm

when completed. Building this offshore wind farm will bring us significantly closer to realising our strategy of having 6.5GW of installed capacity online by 2020.” employment location for Barrow. The Business Park can provide regionally significant economic development in a sustainable location. It is considered to be an essential component of the comprehensive development approach to the Action Plan Area, providing the opportunity to further diversify the economy.
He added: “British offshore wind has seen phenomenal growth in recent years. A prerequisite for long-term growth in the industry is that offshore wind eventually can compete on costs with other energy technologies. Building Walney Extension will bring us one step closer to that target and I’m satisfied to see that we keep bringing costs down, while continuing to expand the UK supply chain. I’m also excited about the fact that turbine blades, part of the foundations and cable installation will come from UK manufacturing facilities and create local jobs.”
The remediation, being carried out by Cumbria County Council represents an important step towards the preparation of a large area of Barrow Waterfront for future employment opportunities, returning an underdeveloped area back into the economic core of the town. Development of this site will act as a catalyst for further regeneration in the port area and Barrow.

The proposed Barrow Island Growth Zone seeks to build on this investment to create jobs in advanced manufacturing and to support the supply chain for Furness and national companies. A new era of site investment at The Waterfront Business Park, Barrow-in-Furness, one of NW England’s best coastal strategic sites for business growth is upon us. Alongside, and integral to, port land and operations delivered by Associated British Ports plc the Cumbria County Council owned Business Park provides space for local firms’ expansion, inward investment by companies from other parts of UK or overseas. It is also suitable for firms keen to expand their supply chain presence serving either manufacturers in Cumbria or UK and global markets.

Barrow-in-Furness has a rich heritage

and a proud tradition for world leading Advanced Manufacturing and Engineering Excellence. The sector has a significant concentration in the Furness Peninsula BAE

Systems Submarines in Barrow-in-Furness

design, build, test and commission nuclear powered submarines. The design and build of a nuclear-powered submarine is one of the world’s most complex and technically demanding engineering challenges. Dreadnought is the British programme to replace the 4 Vanguard submarines which have provided continuous at sea deterrence since 1992 with 4 new submarines that will be built in Barrow-in-Furness.

Planning to invest in advanced
Furness Economic Development manufacturing in the Northwest of England

or Cumbria, then do it here in Barrowin-Furness. The Furness area has UK Assisted area status, set to continue to 2020. Companies will qualify for enhanced discretionary capital investment or job creating grants.

Forum (FEDF) is a public private sector

partnership. Its objective is to support the economic growth of the Furness area. The Forum is working closely with the Cumbria LEP to facilitate economic growth. The key message is to promote the importance of advanced manufacturing and advanced manufacturing skills to the Cumbrian and Furness economy.

These policies give residents, businesses and developers an indication of what type and scale of development is appropriate and forms the basis for assessing planning applications.

The Councils new Local Plan will set out the vision for the borough and how the Council intends to achieve it up to 2031. The Plan will be borough wide and will contain planning policies to guide where and what type of development will take place, and protect open space, heritage and the environment.

The Plan will help towards securing a sustainable long term economic future for the Borough and attracting inward investment by:

    COUNTY COUNCIL LOCAL COMMITTEE FOR BARROW Meeting date: 7th November 2012 From: The Chief Executive LOCAL REVENUE SCHEME (ELECTORAL DIVISIONS) 1.0 EXECUTIVE SUMMARY 1.1 This report, seeking to commit elements of the 2012-13 Local Revenue Scheme budget, includes Members’ proposals that have been sufficiently worked up, to enable Local Committee to consider spending decisions. 2.0 STRATEGIC PLANNING AND EQUALITY IMPLICATIONS 2.1 Proposals coming forward under the Local Revenue Scheme should support a local project or programme of works which meet community needs, underpinning elements of the Council Plan/ Local Area Agreement, and be competent expenditure within the scheme rules. 2.2 If these proposals are developed as a result of effective community engagement they will also contribute to increasing community perceptions of their ability to influence the delivery of public services, a key element of our LAA ‘stronger’ outcome. 3.0 RECOMMENDATION 3.1 Members agree a contribution of £2,400 towards new barrier for Vickerstown CCFC for Walney North ward for the Community Infrastructure Revenue Programme. 3.2 Members agree a contribution of £1,000 towards equipment and clothing for Walney Wind Cheetahs for Walney North ward for the Community Infrastructure Revenue Programme. 3.3 Members agree a contribution of £600 towards the installation of the electrical connection for lighting column on ginnel from Dalton Train Station to Hollygate Road for the Dalton South ward for the Highways Infrastructure Revenue Programme. 3.4 Members agree a contribution of £560 towards new tracksuits for Lindal & Marton School Gymnastics Club for Dalton North ward for the Community Infrastructure Revenue Programme.

A meeting of the parish council was again held via Zoom. Members of the public are invited to attend. At the present time there is no set date for welcoming children to the home as they are awaiting visits from Ofsted. The home has been extensively renovated and is the process of being furnished. The home will be able to provide what is hoped to be a homely environment for up to 3 children aged between 10 and 17. It is not possible to say what type of children they will be living at the home, but NWChild Care endeavour to match children within their age group and the local environment.
