The Islands and Bays of Barrow and Furness Coastal Community Team have been awarded £444,000 towards phase one of a ten year vision for the area. Barrow-in-Furness: rated 1st out of all 325 English boroughs for its natural assets, 2015 and 2016 Heritage Index produced by the RSA in collaboration with the Heritage Lottery Fund. Work is set to start in Spring 2017 on the construction of one of the world’s largest battery storage facilities at the site of the former Roosecote power station in Barrow. Construction of the 49MW facility was confirmed in December 2016. Once complete, the facility will be capable of responding to fluctuations in demand in under a second, holding enough power to meet the needs of around 50,000 homes. Mark Futyan, Merchant Power Director of Centrica’s Distributed Energy & Power business said: This will raise the profile of internationally important natural landscapes on Walney Island and around Barrow. The funding will help support new local jobs and a programme of cultural and ecological activities. It will also improve visitor facilities on Walney at Sandy Gap. The Coastal Community Team is led by Art Gene, supported by Barrow Borough Council and includes many local partners covering all aspects of nature, health and business. “This is a great opportunity for the region to be at the forefront of a new era for the energy industry as we bring in the very best in terms of state-of-the-art battery technology to help ensure stability of supply for local homes and businesses.” Energy assets globally and in the East Irish Sea are exploited more efficiently through a combination of new innovations by the subsea expertise concentrated in Furness, multi-nationals such as One Subsea, Siemens, Bender UK, Oil States and James Fisher group delivers global connector power transmissions with innovative new connectors and diversifying into tidal and wave technology power generation and transmission. Barrow is Leading: Britain’s Energy Revolution Active power generation development projects: (i) The Roosecote Battery Energy Storage System (BESS) starts construction in Spring 2017 and will be ready for grid export in winter 2018 and (iii) DONG Energy is constructing the 660MW Walney Extension Offshore Wind Farm in the Irish Sea, approximately 19 kilometres off the coast of Cumbria. Walney Extension is expected to be fully commissioned in 2018, at which time it will be the biggest offshore wind farm in the world, surpassing the 630MW London Array Offshore Wind Farm which was commissioned in 2014 by DONG Energy and its partners. (ii) The Fast-Response Gas Facility is in development, with a view to start construction in 2018 Within the estate of the former Roosecote Power Station, Centrica will soon start construction on one of Europe’s largest Battery Energy Storage Systems (BESS). They have also secured Planning Permissions and utility connections for a unique fast response gas-fired plant. Given its brownfield location and valuable grid and gas connections, considerable interest has been, and continues to be, expressed by third party energy companies seeking to acquire land rights at the site Samuel Leupold, Executive Vice President at DONG Energy, said: “Walney Extension will deliver clean electricity to more than 460,000 UK homes and I’m very glad that we can now start construction of what will be the world’s biggest offshore wind farm 8BARROW BOROUGH COUNCIL DEVELOPMENT SERVICES HANDBOOK when completed. Building this offshore wind farm will bring us significantly closer to realising our strategy of having 6.5GW of installed capacity online by 2020.” employment location for Barrow. The Business Park can provide regionally significant economic development in a sustainable location. It is considered to be an essential component of the comprehensive development approach to the Action Plan Area, providing the opportunity to further diversify the economy. He added: “British offshore wind has seen phenomenal growth in recent years. A prerequisite for long-term growth in the industry is that offshore wind eventually can compete on costs with other energy technologies. Building Walney Extension will bring us one step closer to that target and I’m satisfied to see that we keep bringing costs down, while continuing to expand the UK supply chain. I’m also excited about the fact that turbine blades, part of the foundations and cable installation will come from UK manufacturing facilities and create local jobs.” The remediation, being carried out by Cumbria County Council represents an important step towards the preparation of a large area of Barrow Waterfront for future employment opportunities, returning an underdeveloped area back into the economic core of the town. Development of this site will act as a catalyst for further regeneration in the port area and Barrow. The proposed Barrow Island Growth Zone seeks to build on this investment to create jobs in advanced manufacturing and to support the supply chain for Furness and national companies. A new era of site investment at The Waterfront Business Park, Barrow-in-Furness, one of NW England’s best coastal strategic sites for business growth is upon us. Alongside, and integral to, port land and operations delivered by Associated British Ports plc the Cumbria County Council owned Business Park provides space for local firms’ expansion, inward investment by companies from other parts of UK or overseas. It is also suitable for firms keen to expand their supply chain presence serving either manufacturers in Cumbria or UK and global markets. Barrow is Leading: British Industry in Advanced Manufacturing Barrow-in-Furness has a rich heritage and a proud tradition for world leading Advanced Manufacturing and Engineering Excellence. The sector has a significant concentration in the Furness Peninsula BAE Systems Submarines in Barrow-in-Furness design, build, test and commission nuclear powered submarines. The design and build of a nuclear-powered submarine is one of the world’s most complex and technically demanding engineering challenges. Dreadnought is the British programme to replace the 4 Vanguard submarines which have provided continuous at sea deterrence since 1992 with 4 new submarines that will be built in Barrow-in-Furness. Planning to invest in advanced Furness Economic Development manufacturing in the Northwest of England or Cumbria, then do it here in Barrowin-Furness. The Furness area has UK Assisted area status, set to continue to 2020. Companies will qualify for enhanced discretionary capital investment or job creating grants. Forum (FEDF) is a public private sector partnership. Its objective is to support the economic growth of the Furness area. The Forum is working closely with the Cumbria LEP to facilitate economic growth. The key message is to promote the importance of advanced manufacturing and advanced manufacturing skills to the Cumbrian and Furness economy. Barrow Waterfront Business Park is identified as a major new business and BARROW BOROUGH COUNCIL DEVELOPMENT SERVICES HANDBOOK 9PLANNING BARROW BOROUGH COUNCIL DEVELOPMENT SERVICES HANDBOOK 11 <ul style="display: flex;"><li style="flex:1">Planning Policy in Barrow Borough </li><li style="flex:1">What is Barrow Boroughs </li></ul>Development Plan? The Planning Policy Section is responsible for preparing the planning policy which sets the broad framework for acceptable development in the Borough. These policies give residents, businesses and developers an indication of what type and scale of development is appropriate and forms the basis for assessing planning applications. The Development Plan consists of: •• Saved Policies from the Local Plan Review 2001 Saved Policies of the Housing Chapter Alteration 2006 •• Barrow Port Area Action Plan 2010 Cumbria Minerals & Waste Local Plan Supplementary Planning Guidance and Documents (SPG and SPD) support and expand on existing planning policy contained within the Development Plan. The Council continues to regard the following SPG and SPD as material planning considerations: ••• Parking Guidelines in Cumbria SPG (1997) Layout of New Residential Development SPG (1996) Shopfront & Advertisement Design SPD (2010) Decisions on planning applications are determined in accordance with the policies in the Council’s Development Plan along with any other material considerations including national planning policy guidance. What about the new Local Plan? The Councils new Local Plan will set out the vision for the borough and how the Council intends to achieve it up to 2031. The Plan will be borough wide and will contain planning policies to guide where and what type of development will take place, and protect open space, heritage and the environment.
