    MULTICULTURALISM AND THE DE-POLITICIZATION OF BLACKNESS IN CANADA: THE CASE OF FLOW 93.5 FM by Kisrene McKenzie A thesis submitted in conformity with the requirements for the degree of Master of Arts Department of Sociology and Equity Studies in Education Ontario Institute for Studies in Education of the University of Toronto © Copyright by Kisrene McKenzie 2009 MULTICULTURALISM AND THE DE-POLITICIZATION OF BLACKNESS IN CANADA: THE CASE OF FLOW 93.5 FM Master of Arts 2009 Kisrene McKenzie Department of Sociology and Equity Studies in Education University of Toronto Abstract This thesis presents a case study of Canada‟s first Black owned radio station, FLOW 93.5 FM, to demonstrate how official multiculturalism, in its formulation and implementation, negates Canada‟s history of slavery and racial inequality. As a response to diversity, multiculturalism shifts the focus away from racial inequality to cultural difference. Consequently, Black self-determination is unauthorized. By investigating FLOW‟s radio license applications, programming and advertisements, this thesis reveals just how the vision of a Black focus radio station dissolved in order to fit the practical and ideological framework of multiculturalism so that Blackness could be easily commodified. This thesis concludes that FLOW is not a Black radio station but instead is a multicultural radio station – one that specifically markets a de-politicized Blackness. This years Black Futures Symposium theme is “Igniting Hope in our Past, Present, and Future”, inspired by the 2020 Catholic Education Week theme “Igniting Hope”. The symposium seeks to call all people, especially our students, to be united in a mission of compassion and love for one another. Specifically, the study challenges notions of this program as an adaptable and effective model for training first time, young and immigrant mothers in parenting skills that empower both families and children. The present study highlights the program’s deeply Eurocentric and Western values and imaginations through the case of 17 African immigrant mothers whose voices and knowledge are erased and devalued by such modern Canadian parenting training schemes presuming these racialized women’s cultures backward and their childrearing experiences unusable in the Canadian context. Drawing from 17 personal interviews with immigrant women from 12 countries in Africa, the study illuminates the complex nature of the childrearing experiences of these women, shining light especially on their transnational and hybridized parenting practises informed by African and indigenous cultural values and beliefs yet already internalized parental models disseminated by European colonialism and political domination over Africa. The analysis leads to ii recommendations for ways to ground parental support in Canada in immigrant cultures thus positioning immigrant children and families for prosperity and wellbeing in Canada.
