It is 0300 hours on the 4th January 201X. Twelve inches of snow had fallen in the previous 8 hours in hurricane force winds and had not only brought down Western Power’s electrical distribution system but had disrupted the mobile telephone network. If that wasn’t enough, a delayed-action, Islamist terrorist bomb, in a culvert by the Royal Naval Air Station, Culdrose had exploded at midnight and had closed the A3083 destroying the landline telephone links to the Lizard Peninsula in the process. As far as road access to the Lizard Peninsula was concerned, the only access left was via Gweek, but that had traffic grid-lock on the diverted, snow-clad road. With the Village in darkness, without electrical power, with no communications worth thinking about, with the road between the Village Hall and the Wheel Inn closed by tree blow-down, with the Ford running fiercely at Nantithet, and with the Emergency Services concentrating their efforts at Culdrose, the Chairman of the Parish Council decided wisely to get on his tractor to drive over to tell the Parish Emergency Plan Coordinator to activate the Parish Emergency Plan. All major emergencies are dealt with by the Emergency Services, Local Authorities, Utilities and Voluntary Agencies in a combined response. In extreme conditions, it is possible that the Emergency Services may not be able to reach the scene or react immediately. In such circumstances, the initial response may rely entirely on local people coming forward as volunteers. The sorts of emergencies which we might have to contend with as a Parish include surface water flooding caused by the inability of land drainage systems and water courses to cope with heavy rain and run-off; utilities failures, particularly electrical power outages; severe weather, such as heavy snow; and human and animal disease outbreaks. This list is not exhaustive. Within recent living memory, the village has been isolated through unexpected severe weather events, and has had to look inwards for immediate support. It is for this reason that the Parish Council has developed this Emergency Plan, which aims to provide local support on the ground speedily, and when it is most needed, using known volunteers in a structured manner. The aim is to look after the welfare of people in the Parish and/or help to maintain our infrastructure. It does not replace the support provided by the Emergency Services, but supplements it at the early stages. It is designed to deal with events affecting the Parish or parts of the Parish so that we may recover from an emergency situation more quickly. It is not designed to deal with local emergencies affecting only one householder or when the Emergency Services are perfectly capable of dealing with the emergency without any formal Parish involvement. Specific Risks to be taken into Consideration. There are no specific risks to the Parish that have been identified as needing planning in detail. The emergencies, which we as a Parish are likely to face, come under the ‘general’ category. If they occur, they are likely to come as a surprise. It is therefore up to everyone to use their initiative within the framework of this plan, when called upon to deploy. It should be noted that the houses in the Parish are well spread out: it is a drive of 9 Km between the dwellings at the extreme ends of the Parish, from Polgrean Farm to the Caretaker’s Flat on the Trading Estate. PRINCIPLES OF THE PLAN The Plan is based on a ‘worst case scenario’, with a defined centre of control/coordination and all key roles with nominated deputies for absence or illness. The Plan has to be simple to understand, so every volunteer knows in outline what they are responsible for, even if they have to use their own initiative to carry out their responsibilities in a safe manner. Some volunteers know every aspect of the Parish as they have lived here all their lives. Others do not. Accurate information flow is critical, for in an emergency, rumour easily overtakes facts. It is essential that accurate information is passed to the Emergency Coordinator in a timely manner otherwise a chaotic situation, where no one knows what is expected of them, is guaranteed to occur. RISKS TO VOLUNTEERS It is required that all volunteers will not put themselves at risk in helping others, so they do not themselves become casualties that need to be catered for by Parish resources to the detriment of other people.

I think i t was similar in the Midwest this year, but maybe those of you further south did not suffer as much! In getting ready to travel west fro~ Montreal. I keep anticipating all the Cornish cousins I will meet. My furthest point should be prince George, British Columbia where among other things I want to build links for us to Barkerville. an historic town, the major centre of B.C.'S gold rush and heaVily influenced by Cornish mLn1ng and water control technOlOgy. There is a wonderfu~ huge Cornish water- wheel there and yards of guttering ("launders" as they used to say) which march along the rain soaked valley bottom on flimsy wooden trestles . Brian Fugler i s Registrar there . Fugler i s a Cornish/ German name dating tram way back when the Germans came and taug ht us h ow to mine. By the end of July I will be in Calumet with the organising committee of Calumet ' 95, our next gathering. Jean Ellis is doing wonderful work in pUlling it a1.1 together.. We hope other cousins will be there, especially for the Central Mine Methodist Church service, the last sunday 1n July. Let us know if you consider coming and even better if you can join us with bright ideas and help for '95.

Maps and Statements showing these modifications have been deposited at the offices of the Clerk to the Council, The Willows, Helston and at the office of the County Planning Officer, County Hall, Truro, where they may be inspected free of charge during normal office hours.
