WORLD HEALTH ORGANIZATION Global Task Force on Cholera Control Last update: 5 February 2007 CHOLERA COUNTRY PROFILE: SENEGAL General Country Information: The Republic of Senegal is located south of the Senegal River in western Africa. Senegal is bordering the Atlantic Ocean to the west, Mauritania to the north, Mali to the east, and Guinea and Guinea-Bissau to the south. Senegal became independent from France in 1960. In 1982, Senegal joined with Gambia to form the nominal confederation of Senegambia, but the foreseen integration of these two countries was never carried out, and the union was dissolved in 1989. Senegal remains one of the most stable countries in Africa, in spite of internal turmoils in Casamance where since 1982 a separatist group (Movement for the Democratic Forces of the Casamance) and government forces regularly clash. Furthermore, Senegal has a long history of participating in international peacekeeping. Economically Senegal made an important turnaround, during 1995-2001, with real growth in GDP averaging 5 % annually. Senegal exports mainly: fish, groundnuts (peanuts), petroleum products, phosphates and cotton. Cholera Background History: The first cases of cholera were reported in 1971-1972 (644 SENEGAL NOTIFIED CHOLERA CASES/DEATHS/CFR FROM 1971 to 2006 35000 25 cases) when the current pandemic hit the African continent. Yet, funding and actions from different donors and implementing organizations are fragmented, which is one of the reasons that Senegal is failing to outstand its health performance disproportionally. This report provides an overview of Senegal’s population health status and health system performance and pinpoint areas that should be prioritized for focused global health assistance. Undernutrition and neonatal disorders were found to have posed the highest and most urgent risks on the public health of Senegal. THE SOUTH AFRICAN INSTITUTE OF INTERNATIONAL AFFAIRS 20/1999 Guinea-Bissau after Vieira: Challenges and Opportunities On 7 June 1998, an army mutiny led by former Chief of Staff, General Ansumane Mane, plunged the Republic of Guinea-Bissau into a devastating civil war. CRIME, PUNISHMENT, AND COLONIZATION: A HISTORY OF THE PRISON OF SAINT-LOUIS AND THE DEVELOPMENT OF THE PENITENTIARY SYSTEM IN SENEGAL, CA. 1830-CA. 1940 By Ibra Sene A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY HISTORY 2010 ABSTRACT CRIME, PUNISHMENT, AND COLONIZATION: A HISTORY OF THE PRISON OF SAINT-LOUIS AND THE DEVELOPMENT OF THE PENITENTIARY SYSTEM IN SENEGAL, CA. 1830-CA. 1940 By Ibra Sene My thesis explores the relationships between the prison of Saint-Louis (Senegal), the development of the penitentiary institution, and colonization in Senegal, between ca. 1830 and ca. 1940 . Beyond the institutional frame, I focus on how the colonial society influenced the implementation of, and the mission assigned to, imprisonment. Conversely, I explore the extent to which the situation in the prison impacted the relationships between the colonizers and the colonized populations. First, I look at the evolution of the Prison of Saint-Louis by focusing on the preoccupations of the colonial authorities and the legislation that helped implement the establishment and organize its operation. I examine the facilities in comparison with the other prisons in the colony. Second, I analyze the internal operation of the prison in relation to the French colonial agenda and policies. Third and lastly, I focus on the ‘prison society’. I look at the contentions, negotiations and accommodations that occurred within the carceral space, between the colonizer and the colonized people. I show that imprisonment played an important role in French colonization in Senegal, and that the prison of Saint-Louis was not just a model for, but also the nodal center of, the development of the penitentiary. -
Stabilizing Mali Neighbouring States´Poliitical and Military Engagement
This report aims to contribute to a deeper understanding of the Stabilising Mali political and security context in which the United Nations’ stabili- sation mission in Mali, MINUSMA, operates, with a particular focus on the neighbouring states. The study seeks to identify and explain the different drivers that have led to fi ve of Mali’s neighbouring states – Burkina Faso, Côte d’Ivoire, Guinea, Niger and Senegal – contributing troops to MINUSMA, while two of them – Algeria and Mauretania – have decided not to. Through an analysis of the main interests and incentives that explain these states’ political and military engagement in Mali, the study also highlights how the neighbouring states could infl uence confl ict resolution in Mali. From a perspectivist reading of Frantz Fanon's The Wretched of the Earth and the revolutionary strategies of the Algerian war of independence, the project engages in re-reading Fanon's text in close relation to Senegalese new social movements, Y'en A Marre and M23. The overall analysis addresses many questions related to Fanonian political thought. The first attempt of the project is to read Frantz Fanon's The Wretched from within The Cultural Studies. Theoretically, Fanon's "new humanism," as this project contends, can be located between transcendence and immanence, and somewhat intersects with the political potentialities of the 'multitude.' Second. I foreground the sociogeny of Senegalese social movements in neoliberal era of which President Wade's regime was but a local phase. Recalling Frantz Fanon's critique of the bourgeoisie and traditional intellectuals in newly postindependent African countries, I draw a historical continuity with the power structures in the postcolonial condition. Therefore, the main argument of this project deals with the critique of African political leaders, their relationship with hegemonic global forces in infringing upon the basic rights of the downtrodden. -

One of the most important aspects of music in politics is that it serves as a popular means to express societal issues and communicate political messages. Musicians use the art to produce political songs praising or opposing political authorities or political climate. A number of political songs involve propaganda geared toward propagating and entrenching political rulers thus placing music and musicians at the core of politics and governance systems of our societies. The influence of music makes numerous African politicians including dictators use the domain for their political objectives. This thesis explores how musicians help in building and entrenching dictators by using the regime of Yahya Jammeh in The Gambia (1994 to 2016) as a case. This research relies on related scholarly works and in-depth semi-structured interviews with eleven respondents (six influential musicians, two DJs (TV/radio presenters) and three top (former) government officials) as primary sources of data. Five political hit songs were also selected and analyzed to understand the discourses they propagated. The interview results and propaganda song lyrics praising Jammeh are analyzed using Maarten Hajer‟s (2006) discourse analysis.
