In Canada, similar revolts occurred in Vancouver, Toronto, Halifax, and Montreal. Road protest in the United Kingdom occurred since the 1960s, and in Australia protests on a smaller scale occurred later in the 1970s. Background After World War II, there was a major drive to build a freeway network in the United States, including (but not limited to) the Interstate Highway System. Design and construction began in earnest in the 1950s, and many cities (as well as rural areas) were subjected to the bulldozer. However, many of the proposed freeway routes were drawn up without considering local interest; in many cases the construction of the freeway system was considered a regional (or national) issue which trumped local concerns.

OVERVIEW OF ENVIRONMENTAL SETTING Regional Setting The project site is located in Los Angeles County, within the Wilshire community of the City of Los Angeles (see Figure II-1, Project Location). The project site is located at the northeast corner of Crescent Heights Boulevard and Wilshire Boulevard. The Community of Beverly Hills and the Miracle Mile are equidistant from the project site. Regional access to the project site is provided by the Santa Monica Freeway (US-10) and the Hollywood Freeway (US-101). Major north-south streets serving the area containing the project site include Fairfax Avenue and La Cienega Boulevard. Primary east-west access to the project area is provided by Wilshire Boulevard, 3rd Street and Olympic Boulevard. Local Setting The project site is an approximately 45,155 square feet lot which is bounded to the south by Wilshire Boulevard, to the west by Crescent Heights Boulevard, to the north by Orange Street and two multifamily residences, and to the east by an office building (Wilshire Medical Arts building). On-Site Land Uses The project site is currently developed with a 7,117 square foot bank and associated surface parking lot (see Figure III-1 through Figure III-4). Vehicular access to the project site is available via driveways on Wilshire Boulevard and Crescent Heights. The project site was first developed in approximately 1947.
