CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 25 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE

RULES (Season 2018/19)

TITLE 1. The combination of Clubs shall be called THE CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE and shall consist of those Clubs whose names are returned to the West Wales Football Association on Form B in each year. The League shall not alter or amend its constitution, formation, Rules or List of Clubs without prior consent of the Association.

OFFICERS AND COUNCIL MEMBERS 2. The Officers of the League shall be appointed by the Council and shall consist of President, Life Members (persons who have given 21 years continuous active service to the League), Vice Presidents, Honorary General Secretary, Assistant Secretary, Registration Secretaries, Treasurer, Safeguard (Welfare) Officer, Referees Officer, Chairman and Vice Chairman, together with an Executive Council composed of 12 elected members plus a member of the Carmarthenshire Referees Society (five to form a quorum), in whom shall be vested all powers of Management. Clubs to be notified of appointments at the Annual General Meeting to be held in July.

The Officers and Council shall be privileged to vote at all meetings. Should the voting on any matter prove equal, the Chairman shall be entitled to a casting vote.

All new candidates for election as members of the Executive Council must be nominated by an affiliated Club in writing to the League Secretary on or before the first day of June, shall be elected for three years, four members to retire each year. Retiring members of the Executive Council shall be eligible for re-election and shall be added to the nomination list. As soon as all nominations have been received, a list of persons nominated shall be drawn up and a copy sent to every Club that is entitled to vote at the Annual General Meeting, at least seven days before the said meeting. Ballot papers, signed by the Club Secretary, to be returned to the League Secretary. Where there are more than four candidates, each ballot paper shall record four votes.

Any member of the Executive Council who has been absent from THREE consecutive meetings (without, in the opinion of the Council, a sufficient reason) shall be considered to have resigned.

The Executive Council shall have the power to fill any vacancies that may arise during the current Season. Any Council member must leave the Executive Council meeting whilst matters involving their club are discussed.

One member per Club shall be allowed to serve on the Executive Council. If a defunct Club has a member on the Executive Council, that person must apply in writing within 14 days to become an unattached member.

The Executive Council will take out their own Insurance for Committee Members each year.

APPEALS AGAINST LEAGUE DECISIONS 3. An appeal against a decision of the League may be made to the West Wales Football Association as per WWFA Handbook.

ENTRANCE FEES, GUARANTEE FEES etc. 4. By JULY 1st EACH YEAR, all Clubs must forward to the League Secretary the Entrance Fee, Guarantee Fee (where applicable) and Cup Fee, and a statement of its distinguishing colours, ground location, dates when the ground is available, headquarters, League representatives, together with name, address and telephone numbers of its Secretary. Junior Clubs details and fees must be forwarded to the League Secretary. Senior Clubs with Three teams must have Two Pitches available. For Junior Clubs with Three or Four teams, Two pitches must be available and with Five teams, Three pitches must be available. Any new club entering into the League, must register within seven days of the AGM. Any club failing to comply shall be considered to have resigned and will forfeit its Guarantee Fee. No Club shall be allowed under any circumstances to take part until Fees have been paid. This Rule will be strictly enforced.

No Team will be allowed to join the League after October 31st and the Executive Council have the right to refuse admission into the League or terminate membership at any time without redress, if any Club which has a team in a higher League, does not accept League rules.

CONSTITUTION, PROMOTION, RELEGATION 5 Senior/Junior Clubs wishing to resign/gain membership of this League must forward a written request no later than July 1st in each year. New clubs to be admitted to the lowest division.

28 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 6 (a) The Clubs shall be arranged in “Divisions” at the discretion of the Executive Council.. At the commencement of each season, the top three Teams of every lower Division shall change places with the bottom three teams of the higher Division. If a Club withdraws before a new season commences, the Fourth team from the lower Division will be promoted, to replace the team that has withdrawn from the higher Division. If a second team withdraws from the same Division, the Fifth team from the lower Division will be promoted. No two Teams from the same Club shall be allowed to compete in the same Division

(b) In the event of a club being promoted to or relegated from a higher League, then the following will supersede the above (excluding Reserve Divisions):- (c) If a Club is promoted to a higher League, Divisions will be formed at the discretion of the Executive Council.. If a Club is relegated from a higher League to the Carmarthenshire League then that club will be accepted in the highest Division of the League and the top two Teams of every lower Division shall change places with the bottom three teams of the higher Division (numbers permitting). If a club is promoted from the Carmarthenshire League then it can apply to enter a team in the lowest Division of the League. No Club will be allowed to have two ‘First’ Teams in the League at the same time.

(d) No Reserve Team would be promoted to play in any Directly Affiliated League except in a dedicated Reserve Division, which operates outside of the Welsh Football Pyramid system. All matters regarding Reserve Teams playing at Level 5 and below in the Welsh Football Pyramid system will be the responsibility of the relevant Area Association. WWFA has taken the view that if no Reserve team is permitted at Level 4, it will not allow a Reserve Team at Level 5, potentially blocking a Club from seeking promotion to Level 4.

(e) The commencement date for Junior League competition each season should be linked to the date schools return from their summer holidays. To ensure enough time is available to register players, no games shall be scheduled until the first ten days of the school term have elapsed. If any Senior and Junior Club wishes to start their season earlier, please notify the League Secretary.

(f) If a Junior Team has not reached Accreditation by August 31st, that team will not be able to participate in any League competitions.

7. Clubs running two Teams will have all their players registered by the Club, who shall be eligible for either side. THE STRONGEST SIDE MUST ALWAYS BE FIELDED IN THE FIRST TEAM. Applications for further third Teams will be considered, providing they can establish that adequate playing and changing facilities are in place. The following number of games are to be played each season whether Junior or Senior, based on the number of teams in that Division:- 6 teams or less to play each other 4 times, 7 or 8 teams to play each other 3 times and 9,10 or 11 teams to play each other twice. In the event of a club being unable to fulfil any fixture on the same day, it is the most Senior game/s that MUST BE PLAYED. Any Club breaking this Rule will be held guilty of misconduct and will be fined £12.00 each offence. In the event of a Club playing only a Reserve Team fixture, that Club can be allowed a maximum total of THREE players from theirlast CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 29 played First Team League fixture. First Team refers to the most senior team in a Club. In the event of a club only playing a Third/Fourth Team fixture, only Three players in total from their last played Senior Teams (First/Reserve and Third team) League fixtures will be allowed to play. Any Club breaking this Rule will be dealt with as per Rule 21.

In the event of a club being unable to field two Teams on one day, F.A.W., West Wales and C.A.F.L. Cup matches are to take precedence.

In the event of a club playing two home games on the same day and either of the pitches being deemed unplayable, the FIRST TEAM GAME MUST TAKE PREFERENCE.

CLUB COLOURS, GROUND MARKINGS etc. 8. (a) All players in League matches must play in the colours registered for their respective clubs. In the event of two clubs having the same colours which, although different in description, may be so alike as to cause confusion, it shall be the duty of the HOME Club to change its colours. The League Secretary must be notified if any change of colours is made, penalty for non-compliance £8.00.

(b) All grounds must be properly marked out and goal nets and corner flags must be provided, and Metal Cup Hooks on goalposts are banned, and are not to be used for all matches by the Home Club. Penalty for non-compliance resulting in delayed kick-off £8.00 .

(c) Shirt numbers are compulsory. Players names and numbers must correspond with the Team Sheet. No club will be allowed to register in a pronominally black shirts.

9. All Clubs must be affiliated to the West Wales F.A. Proof of same to be shown before membership of the League is accepted. Penalty for non-compliance £12.00 REGISTRATIONS AND TRANSFERS 10. The League Registration Secretary shall have the authority to accept the registration of players.

Club Secretaries are responsible for the submission of Registration Forms to the Registration Secretary. Each player must complete his FULL NAME IN BLOCK CAPITALS, Address, Post Code and Date of Birth and sign his portion of the Registration Form. All Junior and Senior Registrations (including re-registration), clubs will be charged £1.00 per Registration, as per the FAW Directive.

Girls will be allowed to register for Junior Teams up to the age of 16.

Junior players must be in possession of a photographed identification card (P.I.C.) before being eligible to play in League or Cup fixtures. The issue of Cards will be made by the Registration Secretary. An initial allocation of P.I.C. cards will be issued free of charge at the start of the season, up to a maximum of 20 per team. If additional cards are required, then there will be a 50p charge per card. The Cards must be completed as directed on the 30 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE P.I.C. and shall be updated periodically in accordance with League requirements relating to the age of players as follows:- a. Before the commencement of each fixture, the Referee and a Club Official may inspect the P.I.C. of each player on the Report Sheet. b. A player will be declared ineligible if his P.I.C. is unavailable for inspection. c. Should a fixture be cancelled due to the unavailability of P.I.C. it will constitute an un- played match and action may be taken against the offending Club/Clubs in accordance with Rule 16. d. In all matches age 13 and under, size 4 footballs must be used.

A club must have submitted at least 11 player’s registrations to the Registration Secretary within seven days of their first match of the season. Failure to comply will result in match cancellation and non-fulfilment charges will apply. Thereafter, Registration and Transfer Forms must be submitted up to 48 hours prior to kick off. Senior registrations are allowed up to the last Thursday in March. Junior players may register until the last Thursday in March in any given season and may only transfer after January 1st in any given season with the approval of the relevant Area Associations. This Rule will also apply to late entrants at their commencement of their League season.

Before the commencement of each season the Executive Council shall have the authority to formulate suitable Junior Divisions in accordance with the required age group for that Season. All age groups shall be limited as per F.A.W. Directive.

Any player being proved guilty of having signed more than one Registration Form shall be dealt with by the League. Until such decision is known, the players will not be allowed to play in any of the League’s Competitions.

Any club guilty of inducing or attempting to induce a bona-fide player of another Club to join it shall be deemed guilty of misconduct, and shall be dealt with by the West Wales Football Association.

A player registered with any Senior Club, is not allowed to be associated with another Senior Club in any capacity, Official or otherwise.

11. (a) No Contract Players will be allowed to play in any games within the League.

(b) No player whose Club is a member of this League will be allowed to register with any other Club in this League. A player may register for no more than one weekday Club and one Sunday Club at any given time.

(c) A bona-fide member of a Club is one who has signed a Registration Form for the Club, and shall be allowed to play provided he is not already registered with any other Club in this CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 31 League. Once he has signed, he remains a registered player with that Club for that current season only, and his registration shall not be cancelled unless by Transfer as per Rule 12. (d) Only players who have attained the age of 16 years are allowed to sign Senior Forms.

Players who wish to maintain their Junior status, can only sign for the same club at Senior level. No Mini Players to play two games within 24 hours.

12. An application for the transfer of a bona-fide player must be made to the League and his Club. The League Registration Secretary shall have the authority to grant players transfers and will notify the Executive Council of completed transfers. Only Club Secretaries and one other nominated person, who will be nominated on the Club Membership Form, are to negotiate Registrations and Transfers. No Official can negotiate his own transfer.

All payments involving Registrations and Transfers are to be made to the League Treasurer upon receiving an official League Invoice. Payment to be made within 10 Days. Failure to pay on time will result in Rule 40 being applied. Clubs requiring a receipt may do so upon request.

Cost of Transfers will be £10.00 for Senior Divisions and £5.00 for Junior Divisions.

Directly after a Junior player has been granted a transfer, he shall then be eligible to play for the Club to which he has transferred.

No transfer will be granted after the last Thursday in March, in each season. Transfer of all Senior and Junior Players must abide by FAW Rule 66.4.2, which states that a player may register for three clubs, having two transfers, but only play for two clubs in the current season. Transfers for Junior players will be directed by the West Wales F.A.

After June 1st of every season, a player financially obligated to his previous club, must repay his debt in full to his previous club. Failure to do so, could result in the enforcement of a FAW Suspension Order by his previous club. During the current season, when a player wishes to transfer to another club, he must satisfy all concerned, that he is not financially obligated to his current club.

DEFUNCT CLUBS 13. In the event of a Club becoming defunct, none of its players shall be allowed to transfer to another Club without having first satisfied the League that all obligations to the League and Club have been met. Officials of a defunct Club will not be allowed to participate further unless permission has been granted by the League and the West Wales F.A., after all monies have been paid up.

MATCH ARRANGEMENTS 14. (a) No Club shall be allowed to postpone a match with another Club without sanction of the Executive Council, who shall have the power to arrange mid-week matches where

32 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE necessary. Clubs shall not arrange to play a match in lieu of a League match. If a match is played to a conclusion it must be considered a League match.

(b) Any club wishing to arrange a club tour towards the end of the Season, must apply not later than January 31st. Permission must also be sort from the West Wales F.A. if games are to be played on tour, and the F.A.W., if a club goes on a Foreign Tour. Any other requests for open dates, must be submitted six weeks before their required date. Any special circumstances, is at the discretion of the Executive Council. Each team is allowed a maximum of two open dates per season, inclusive of tours. This does not apply to the Senior Welsh Home and away Internationals.

(c) If the Changing Rooms/Showers are not available for a match, the League Secretary could instruct a League Official to inspect the facilities of the Home team, or transfer the game to a different venue.

(d) Where the Changing Rooms are not within a reasonable walking distance from the playing area, it is the duty of the Home team to provide transport for the visitors and match officials before and after the match. Failure to do so, will incur a fine of £12.00 for Seniors and £6.00 for Juniors.

(e) The League Secretary to allocate club games on Carmarthenshire County Council (CCC) pitches and clubs who are registered to play on CCC pitches, will be invoiced accordingly and any other clubs who hire these pitches.

(f) If a club is unable to fulfil a fixture, the Permit Fee cost is to be covered by the team unable to fulfil the fixture.

(g) League games could be transferred to other grounds at the General Secretary’s discretion.

15. (a) Five days prior to a match, the HOME Team must advise the Referee and Visitors of all verbal arrangements, including where the location of the Changing Rooms are, relating to the fixture and theVISITORS must acknowledge the fixture indicating their colours. Any Club or Referee not receiving notification 48 hours before the match must notify the League Secretary immediately. Penalty for non-compliance £8.00 Seniors, £4.00 Juniors.

(b) Should a pitch be declared unplayable by the Park Superintendent or a qualified referee, the HOME Team must (1) advise Visitors and Referee by 12 noon for Seniors, Juniors 9.00am (or as early as possible for mid-week fixtures) on the date of the match.

The League reserves the right to appoint an independent Referee to inspect doubtful playing fields. The referee is entitled to charge standard travelling expenses only for the inspection if he so wishes

CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 33 UNPLAYED MATCHES 16. (a) Any Club failing to fulfil League fixtures must notify the League Secretary immediately. The offending team shall forfeit the match by the score of four nil and this score and the points, will be awarded to the opponents. On the fourth occasion of failing to fulfil League fixtures, the Club will forfeit it’s Guarantee Fee and be struck out of the League.

If any games are not played because of failure to fulfil League fixtures and if the cancellation has a bearing on a Championship, Promotion or Relegation at the end of the season, the fixtures might be replayed at the discretion of the Executive Council. In the event of one or both clubs failing to register at the commencement of the League season, will be dealt as per the offence of this Rule.

All Clubs found guilty of failing to fulfil League engagements shall forfeit their Guarantee Fee.

(b) In the event of postponement THE HOME TEAM IS HELD RESPONSIBLE FOR REFEREES DUES (Half fee plus expenses) should he attend, and the matter be reported to the League. Failure to pay the Referee on the day will result in the Home Club being dealt with as per Rule 25.

(c) The defaulting Club may be called upon to pay any legitimate expenses incurred (legitimate expenses shall include travelling, and on Public Parks the cost of field and facilities on private grounds a corresponding amount to be declared by Council)

KICK-OFF TIMES 17. (a) The starting times of matches shall be determined by the Executive Council. All League matches must be commenced at the appointed time. Any Club guilty of delaying the start shall be reported by the Referee and liable to a fine at the discretion of the Executive Council. Any match not completed may be considered completed or replayed for the full duration, as directed by the Executive Council.

(b)The kick-off for Saturday and Sunday matches shall be as times set out in the following schedule, unless notified in the Monthly Newsletter:- August, September and October 2.30pm November 2.15pm December, January and February 2.15pm March to end of Season 2.30pm Junior Divisions 10.30am

Kick-off times for mid-week will be no later than 6.15pm, and Holiday fixtures to be by mutual agreement

The Executive Council shall have the power to alter the time of kick-off and as an alternative, staggered kick off times could be authorised by the Executive Council. 34 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE No later/earlier kick-off for a Saturday match will be allowed unless application is made to the League Secretary 14 days before the date of the match. Penalty for non-compliance £8.00. If by mutual agreement matches are brought forward by 30 minutes no prior application to the League is required. No Junior League games for age groups 12-16 are to be played on a Sunday, unless by consent by both clubs.

MATCH DURATION AND VOID MATCHES 18. (a) The duration of all League matches shall be 90 minutes, 12/13 year olds shall be 60 minutes, 14/15 year olds shall be 70 minutes, and 16 year old shall be 80 minutes, and Clubs shall not arrange to play a match of shorter duration without obtaining permission of the referee at the commencement of the match, unless avoidable circumstances arise. Where a match of shorter duration is agreed upon THE AGREEMENT MUST BE IN WRITING, signed by the two Captains and the Referee. For both League and Cup fixtures, Senior matches of less than 70 minutes, U.16’s of less than 63 minutes, U.14’s & U.15’s matches of less than 55 minutes and U.12’s & U.13’s matches of less than 47 minutes, shall be declared void and the match replayed.

(b) In the event of a match being abandoned for any reason apart from, ill clement weather or injury, then the Executive Council shall have the power to determine whether the result stands or the match declared void.

(c) If a Referee submits a White Paper Report against a player for assault, the Players Registration Form will be suspended until either the Police, if they are involved and/or West Wales FA have finished with their deliberations and decisions.

PROTESTS 19. All questions of eligibility, qualifications, competitions or interpretations of these Rules or Laws of the Game shall be referred to the Executive Council. No protest relating to the ground, goalposts or bars, or other appurtenances of the game shall be entertained by the Executive Council, unless lodged with the Referee before commencement of the match (unless any unforeseen circumstances arise during the match, when a protest may be lodged in the usual way). Protests may be made verbally and must be received. A written notice of such protest and two copies thereof must be sent to the Registration Secretary or Secretary within seven days of the conclusion of the match. Protests against the eligibility of any player must also be lodged within seven days. All protests must be accompanied by the fee of £20.00, the Executive Council deciding whether the fee shall be forfeited. The Executive Council may order any Club engaged in a protest to pay such sum as may be considered necessary towards defraying expenses.

20. Should doubts arise to the eligibility of any player, the League Registration Secretary shall give such information as is necessary on payment of £6.00 per ineligible player per match. All applications must be made in writing and must be accompanied by the fees. This will not constitute a protest, which must be made in the usual way.

CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 35 21. (a) In the event of a Club being proved, whether on protest or not, to have played an ineligible player or players in a match, as provide for in Rule 19, then the Club may be fined a sum of £12.00 (Seniors), £6.00 (Juniors) per ineligible player per match and three points per player will be deducted from the offending club. In the event of a not guilty Team having lost or drawn this match, they can apply, if they so wish to the League for the match to be replayed. The League can sanction such a request and / or deduct points won from the offending club. Any Club found guilty of falsifying a Team Sheet, will be fined the sum of £12.00 (Seniors) and £6.00 (Juniors).

(b) Any Club has the right to attend the Executive Council Meeting when their case is being discussed. If they do not wish to attend, the case will be discussed in their absence. Should a Club be proven guilty under this Rule, the not guilty Club may apply in writing to the Executive Council for refund of any legitimate expenses incurred.

22. (a) Should both Clubs be proved to have played an ineligible player or players in a match, the said match to be declared null and void and replayed, and both Clubs dealt with as per Rule 21 per ineligible player. (b) If any player, who is serving a match suspension, plays under a different name whilst serving his match suspension, and if proven, the club will have a twelve point deduction from the offending team. REFEREES 23. The Executive Council shall have the power to appoint (and reserves the right to appoint neutral Assistant Referees) for all matches. All referees should at the ground, not later than 30 minutes prior to the kick-off. All clubs to liaise with the referee on his arrival at the ground.

In the event of the Referee failing to appear, Clubs must agree in writing before the match on a substitute. If the match referee gets injured during the game and is unable to carry on, the Clubs must agree on a substitute Referees. This will apply to all games within the League. Registered Referees, if available, to take precedence. If a match is not played because agreement cannot be reached regarding a substitute Referee officiating, Rule 16 will apply.

Referees appointed shall accept or decline the appointment within three days of receipt of the Monthly Newsletter. Failure to comply will render him liable to disciplinary action, and to be reported to the West Wales Football Association.

24. All Referees unable to fulfil an appointment arranged by the Executive Council must notify the Referees Officer two days prior to the match. The Referees Officer shall then have the power to appoint a substitute. Any Referee failing to give sufficient notice can be fined £6.00 and/or reported to the West Wales F.A.. The Referee is to be the sole judge as to the fitness of weather, condition of ground etc, except when playing on Public or Welfare Parks. In this case WRITTEN PROOF of cancellation must be forwarded from the appropriate authority. Referees must be conversant with the Rules of the League and possess the current Handbook. 36 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 25. Referees fees and travelling expenses will be decided annually by the West Wales F.A. The fees and expenses of Referees and Assistant Referees shall be paid in equal proportion by both Clubs. Failure of any Club to pay the Referee on the day of the match shall constitute a fine of £8.00 (Seniors) and £4.00 (Juniors) increasing in stages of £8.00 (Seniors) and £4.00 (Juniors) for each subsequent offence. All Referees Fees and Expenses are to be paid in cash

MATCH REPORTS 26. (a) WITHIN FOUR DAYS AFTER THE MATCH, the Referee must forward to the League Secretary a Report Sheet containing in BLOCK CAPITALS the FORENAMES and SURNAME of the players who participated in the match, plus corresponding players numbers, the kick-off times and scores etc. Referees must report any deficiency in Changing Facilities to the League Secretary. Failure to send the Report Sheet on time, will constitute a fine for Clubs and Match Officials of £10.00 for Seniors and £5.00 for Juniors.

(b) THE HOME CLUB MUST also telephone the League Secretary WITHIN THIRTY MINUTES OF THE END OF THE GAME to give the match result. Failure to do so will constitute a fine of £10.00 for Seniors & Juniors.

(c) Referees may submit completed Report Sheets for all un-played matches.

(d) All Referees must be registered with the West Wales F.A..

(e) Home Teams are responsible for Report Sheets in the event of no Referee as provided for in Rule 23, Paragraph 2. Home Clubs must forward completed Team Sheets to the Senior/ Junior Secretaries, in the event of no appointed Referee. Within Four days, the Report Sheet must be forwarded to the League Secretary, failure to send the Report Sheet on time, will constitute a fine of £10.00 for Seniors and £5.00 for Juniors.

(f) The League Secretary will provide Referees Report Sheets for all matches and the Secretary or Representative of both Clubs must ensure that the Report Sheet is properly completed with the correct names of all participating players, signed and handed to the Referee 15 minutes prior to kick-off. The Referee shall inspect such Match Reports and shall not commence a match until he is satisfied that the Match Report Sheet has been fully and correctly completed by both clubs.

(g) A club may use three substitute players from a nominated five at Senior level and up to all five at Junior level except to replace a player who has been suspended from the match by the Referee. The substitution can only be made when the play has been stopped and the permission of the Referee. The substitute players must be nominated on the Referees Report Sheet prior to the start of the match. All players named on the Report Sheet shall be deemed as having participated in the match, with the exclusion of substitutes not used. Roll on, roll off substitutes will be allowed in all Junior Divisions.

(h) Any player whose identity is disputed must append his signature and Date of Birth to the CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 37 Report Sheet in the presence of the Referee if required. Refusal may make the player liable to a fine of £10.00 (Seniors) and £5.00 (Juniors) and/or possible suspension of eventual outcome of the dispute.

(i) Under no circumstances will any alteration, amendment or additions to the Report Sheet be allowed after the game has commenced. Corrections must be made at the time of the match in the presence of the Two Club Secretaries or Representatives and Referee. At the conclusion of the match, the Report Sheet as received by the League Secretary shall be deemed a true record of the match, and as a basis upon all relative protests shall be decided.

(j) Clubs entering competitions outside the League must notify the League Secretary within 30 minutes at the end of the match. Clubs failing to comply with this Rule will be fined £10.00 for Seniors and Juniors for each offence. All Clubs involved in postponed matches must notify the League Secretary immediately.

(k) All Report Sheets will be scrutinised after all matches

CHAMPIONSHIPS etc 27. At the end of the Season’s competition provided such competition has been deemed and declared by the Executive Council to have been duly completed and closed, the Club with the largest number of points in its particular Division shall be declared Champion Club of that Division. Senior Teams being level on points and thus tying for Championship or relegation shall have the tie decided on goal difference, if still a tie then the greater number of goals scored, if still a tie then results between the teams, if still a tie then a one of match to completion on a neutral ground. Junior teams being level on points and thus tying for the Championship, shall have the tie decided on the results between the tied teams, if still a tie they shall have the tie decided on goal difference on the head to head fixtures between the tied teams. If still a tie, then the greater number of goals scored on the head to head fixture between all tied teams, and if still a tie, a one of match to completion on a neutral ground All points won in connection with matches played against defunct Clubs shall be deducted.

The procedure for custody of Championship trophies shall be laid down in Rule 15 (Cup Rules). All trophies must be returned by the 1st March each year. If the League Trophies are not returned by March 1st, the club will be fined £20.00 per Trophy.

28. Medals or similar mementos (limited to 16 players at Senior level and 16 players at Junior level) will be awarded to the Champion team in each Division. Value of award to be determined by the Executive Council.

SPECIAL MATCHES 29. The Executive Council shall have the power:-

(a) To arrange Special Matches, and also reserves the right to call upon any two Clubs to play a match, proceeds less expenses to go to League Funds.

38 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE (b) In all matches representing the League, to choose the squad. All Clubs who are members of the League shall be bound to place their players at the disposal of the League for any representative matches each Season. Any player selected for a representative match must notify his Team Official by 8.00pm on the day prior to a match if be becomes unavailable. Any player refusing to play shall, in the absence of any good and sufficient reason, be judged guilty of misconduct, and any Club who shall be found to have encouraged or instigated such conduct on the part of the player shall be deemed guilty of misconduct.

Players who have been chosen for a Special Match must not play for any Club on the date of any Special Match.

Any Club or Player guilty of misconduct within the context of this Rule shall be dealt with by the League as follows:-

Players failing or refusing to play shall have their registration withdrawn for 14 days and be fined £12.00. Clubs guilty of instigating such conduct on the part of the players shall be fined £20.00.

Any match played involving any player failing or refusing to play for the League on that date shall be deemed null and void, or according to any other decision of the Executive Council. Any such decision of misconduct shall be reported to the West Wales F.A. for its information only.

Where two or more players from one Club are selected for Representative Matches, that Club may apply to the League for postponement of fixture. This applies to Senior Clubs, one Team only. EXECUTIVE COUNCIL POWERS 30. (a) In order that the League Competition may be carried out in a fair and sportsmanlike manner, the Executive Council shall have the power to suspend any registration of players, or officials, guilty of bringing discredit to the game, to the League or it’s Officials. If a player or officials are suspended, the suspension is to include participation from all football activities.

(b) Websites. If a Club Website and any other Social Networking Services deemed to be offensive material, which is offensive to Opponents/Referees or Executive Council Members, then the offending Club will be required to appear before the Executive Council and if unable to provide satisfactory explanation of it’s conduct, will be liable to a fine of £50.00, and may be suspended

(c) The Executive Council has empowered the Referee in all League Matches to put down the slightest attempt at rough play or intimidation. The Referee also has the power to close the match at any time for the same reason, or where the interference of spectators incites any display of rough play. The spectators at any match stopped on this account will not be entitled to obtain any return of money paid for admission.

CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 39 (e) Executive Council members have the right to free admission for all matches under the auspices of the League.

(f) The League shall have the power to call upon any Club to place its ground at the disposal of the League for one match per season, failure to comply may result in a £50.00 fine

GENERAL RULES 31. The Annual Report and Balance Sheet, duly audited, shall be distributed at the Annual General Meeting. After approval of the Balance Sheet a copy shall be sent to the Secretary of the West Wales Football Association.

32. Any Club may be called upon to produce its Balance Sheet at any period during the Season. This Rule will be strictly enforced.

33. The League Secretary shall call a Special General Meeting at any time by order of the Executive Council or upon receiving a requisition signed by at least ten Clubs belonging to the League. Ten for a quorum.

34. No General Meeting shall have the power to alter any decision of the Executive Council.

35. Every Club must send a Representative to any General Meeting called by the Executive Council. Clubs failing to comply shall be fined £30.00 each for Seniors/Juniors/Minis for each offence. Apologies will not be accepted.

36. Each Club must purchase one handbook per Senior Team and one handbook per Junior Team. Any club may purchase additional handbooks.

37. In the event of any alteration being deemed necessary to the Rules of the League, notice of the proposed alteration or amendment shall be sent to the League Secretary in writing with the name of the proposer of such alteration or amendment by January 31st each year, with all rule proposals circulated to clubs, 28 days prior to the date of the Annual Rules Revision Meeting. Any Club proposing a Rule change, must attend the Rules Revision Meeting. Failure to attend, will result in the rule change not being proposed.

The Rules as passed at the Rules Meeting shall become operative on the 1st July in that year, provided they have been ratified by the West Wales F.A.

38. Any infringement of the League Rules and any other matter not provided for by the Rules shall be dealt with by the Executive Council as per the West Wales Football Association Handbook.

39. With the exception of Rule 16, STANDING ORDERS of the West Wales Football Association shall be adopted.

40 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 40. Clubs ignoring correspondence will be fined £10.00 for each offence, Junior Divisions £5.00 and automatically suspended from the League until payment of the fine is received. Unless otherwise directed, all correspondence must be answered within 10 days. If the fine is not paid on time, the fine is to be increased of increments of £10.00 after every 10 days. Team Leaders ignoring League correspondence given to them by their Club Secretary, which results in a breach of the Rules, will have the Team that they have responsibility for, automatically suspended from the League, until the fine is paid in accordance with Rule 40 and the issue that the Team that was suspended for has been rectified. CORRESPONDENCE FROM CLUBS TO THE OFFICERS OF THE LEAGUE WHICH REQUIRE A REPLY MUST BE ACCOMPANIED BY A STAMP ADDRESSED ENVELOPE

41. League and Cup matches cannot be played simultaneously. The maximum number of League points which can be obtained from any one match is THREE.

42 (a) In accordance with the Rules of the F.A. of Wales the loyalty of a boy is to his school, Carmarthenshire Schools F.A., or to other Area Schools when required to participate in Association Football and should he refuse to participate shall be deemed guilty of misconduct and will not be allowed to play in this or any other League. Head teachers of Schools should not restrain boys who are not selected for school games of any kind from playing for an outside organisation during their free time.

(b) No Junior Club will be allowed to compete in the League without the appointment of a Safeguard (Welfare) Officer.

(c) Each Junior Club, must nominate a Safeguard (Welfare) Officer, who must comply with F.A.W. requirements.

(d) Junior Teams should have Two Team Leaders present at all Junior fixtures. If a second Team Leader is not in attendance, teams must appoint Team Co-ordinators. These Co- ordinators must be DBS checked, but cannot be involved in coaching.

(e) The League is to receive completed Data Capture Workbook from Junior Clubs by the end of July of each year and each club must achieve Standard Award, which is the minimum requirement (MANDATORY) to enter a Junior League in Wales.

43. No Senior and Junior Clubs will be allowed to enter the League unless it gives an understanding that there will be an appropriate person present at all League and Cup matches capable of attending to any minor injuries and that it shall always have an appropriate First Aid equipment present.

44. Policy limits and provisions for each of its players from time to time in respect of their death, or bodily injury, by accident howsoever caused on the field of play including (but without Limitation Each Club shall be responsible for maintaining or procuring that there is maintained in full force and effect at all times proper and adequate insurance cover with) CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 41 loss of earnings and other consequential losses (together the Insured Risks) and shall ensure that all players from time to time shall be entitled to the benefit of such insurance and shall submit sufficient evidence of such insurance Policy Number on the Club Membership and Contract Form, and each Club shall indemnify and keep the League fully indemnified against all liability of the League in respect of the insured risks.

ALCOHOL 45. The consumption of alcohol is prohibited around the playing area of all football grounds and Clubs must also comply with any current legal legislation regarding the consumption of alcohol. All offending Clubs must be reported to the West Wales F.A

MINI FOOTBALL 46. All Rules relating to Mini-Football, are covered in the West Wales F.A. Handbook. League Registration Forms must be completed along with P.I.C. ID Cards for all Mini Football Players.

UNDER 12 DIVISION 47. Under 12 Division (9x9) General Rules (a) Size of goals: Minimum 16ft(width) x 6ft (height) and maximum 16ft (width) and 7ft (height) (b) Size of pitch: Width 44 yards. This is the width of a standard penalty area. (c) Length: Penalty Box to Penalty Box, if played on a 11 x 11 pitch, or 70 yards if played on a dedicated 9 x 9 pitch. (d) Penalty area: 28 yards wide and 12 yards from the goal line’ (e) Penalty spot: 9 yards from the goal line. (f) Goal area: A goal area is not necessary. Goal kicks are to be taken from the Penalty Spot. (g) For dedicated 9x9 pitches, a goal area can be marked out. This is to be 4 yards from the goal line and 4 yards from each goal posts towards the corner. (h) Maximum Match Day Squads for a match is 16, 9 players and 7 substitutes (roll on and roll off with the Referees permission. (i) Off-side and penalty rules apply as normal. (j) Playing time: 30 minutes each way as normal (k) Ball size: size 4 as normal. (l) Those moving from Mini Football should also note that the goalkeeper cannot pick- up with his/her hands, any forward, back or sideways passes from an outfield player on his/her team. The ball must be played.

42 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE (m) To be registered to play 9x9 format, a team can have four U.11 players, but a Club can apply to the Executive Council, where consideration could be given to have extra U.11 players. Those U.11 players will be registered at U.12 level and cannot return to U.11’s. (n) Anything not covered as stated, then the League, West Wales and the FAW Rules will apply.

48. SAFEGUARDING STATEMENT Every Club that has players under 16 years, must have a Club Safeguarding Officer (CSO) in place. Everyone who takes part in football has the right to have fun in a safe environment. This relates to during and after a game, in a Tournament or Training session. In accordance with FAW Accreditation Scheme, it is important to openly publicise who your CSO is, so Children, Parents/Carers know who to contact should they have any concerns. A CSO must have a DBS (Disclosure and Barring Services) check and must ensure that all the Team Leaders in their Club, have a DBS check. Safeguarding is everyone’s responsibility and the welfare of children should be considered paramount at all times. Through increasing awareness and taking positive action, Football is a fun, safe and positive experience for all involved. Should you have any concern about the behaviour or actions of anyone towards a child or a vulnerable person, whether within or outside the football setting, it is vital that you act upon those concerns. To assist in raising awareness, we also have a network of designated Safeguarding Officers in place, at Club, League, Area (West Wales FA) and National (FAW) level. All have a responsibility to ensure that policies and best practice are well promoted at their organisations and that everyone understands their duty of care towards children.

CUP COMPETITIONS 1. The Cups shall be called T G Davies Cup, Senior Cup and Challenge Cup and Junior Division Cups in accordance with the age groups.

The T G Davies Cup is open to all First teams of Clubs and the Senior Cup is open to Divisions One and Two and the Challenge Cup is open to all reserve teams. Once a player plays for his First team in any cup competition, he cannot move back to his Reserve team in their Cup competition. The competitions for the Cups shall be annual and shall be open to the Registered Clubs of the League. No Senior Club shall enter more than one team for each competition. The entire control and management shall be vested in the League Executive Council.

ELIGIBILITY OF PLAYERS 2. Each competing Team shall number eleven bona-fide players plus five nominated substitutes. The members of each Team may be changed during the series of matches if thought necessary, but no individual shall play for more than one competing Team during the Season. A player must have been a member of the Club with which he proposes to play, and his full name registered with the Registration Secretary of the League for at least 48

CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 43 hours prior to the match except in the Final match, when no player shall be eligible unless he has played two League or Cup matches prior to the said Final Match. A bona-fide member of a Club is one who has intimated to the Registration Secretary of the League through the signing of a Registration Form that he is a playing member of that Club. A transferred player, who has participated in a League Cup competition for his previous Club, will be ineligible to participate in the same League Cup competition for his current club. Players who have attained the age of 16 and signed Senior Registration Forms, can participate in Senior Cup Competitions, but will not be able to revert back to the Junior Cup Competition A Club may use THREE substitutes from the nominated five at Senior level and UP TO ALL FIVE at Junior level at any time in a match except to replace a player who has been suspended from the match by the Referee. Roll on, roll off substitutes will be allowed in all Junior Cup competitions. The substitution can only be made when play has been stopped and with the permission of the Referee. The substitute player(s) must be nominated on the Referee Report Sheet prior to the start of the match. All players named on the Report Sheet shall have deemed as having participated in the match with the exclusion of substitutes not used.

Any player who has played in a Cup Competition, which is not under the auspices of the West Wales Football Association, will not be allowed to take part in our cup competitions (excluding youth).

Where a member club is competing in the League of Wales or Welsh League, no player who has appeared in the , Welsh Cup, or in a Welsh League (excluding Youth) Cup, will not be allowed to take part in any Cup Competition in this League.

MATCH ARRANGEMENTS 3. The draw for all Cups will be made by the Executive Council. As a general rule all byes to be drawn in the 1st Round.

4. After each draw the League Secretary shall intimate to the Secretary of each Club the name of the Club it is drawn against. Kick-off times no later than 30 minutes prior to the times set out in League Rule 17, Junior matches 10.30am, unless directed by the Executive Council. The Executive Council shall have the power to arrange to play a match in lieu of a Cup Tie. Postponed matches may be played on the following Saturday, unless the Clubs agree to an earlier date and notify the League Secretary, or on such other dates as may be fixed by the Executive Council. In the event of postponed matches, only those players who were eligible on the original date fixed for that Tie shall be allowed to play. Ineligible players to include newly signed or transferred players. Should a match be postponed on two occasions, the fixture shall be reversed, with home advantage being awarded to the visiting team. If after the fixtures have been reversed, the fixture will then return to the original home team if still un-played. This reversing will carry on until the fixture is played. 5. (a) Where two Clubs are drawn together to play on a certain date, a Club failing to comply shall be disqualified. The duration of each match shall be 90 minutes. When the scheduled Cup Match has resulted in a draw after extra time, the penalty kick procedure will apply in 44 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE all rounds up to, and including the Semi-Final. In the event of any Clubs drawn together in any tie, failing to play extra time or penalties within the appointed time, they shall be struck out of the competition, unless sufficient reason be given to the League Secretary in writing within THREE days of the said Cup Tie. Any Club found guilty of delaying the start of the match, shall be reported by the Referee. The Executive Council shall have the power to fine or otherwise deal with the offending club if it’s explanation is unsatisfactory. Clubs shall not arrange to play a match of shorter duration without obtaining permission of the Referee at the commencement of the match. Where a match of shorter duration is agreed THE AGREEMENT MUST BE IN WRITING, signed by the two captains and the Referee. Matches of less than 70 minutes shall be declared void and replayed.

6. In all Rounds, up to an extra half hour comprising two equal halves must be played in drawn matches. Clubs refusing to play extra time shall be struck out of the competition.

(b) JUNIOR DIVISIONS: The duration of a match shall be as stated in League Rule 18. Extra time will apply as follows: Matches of 60 to 80 minutes duration, extra 10 minutes each way.

(c) If extra time is commenced and then the match is abandoned, the replay is to be counted as the first match. In the event of a drawn match after 90 minutes and conditions preventing extra time being played, the replay to take place on the away Team’s ground.

The following procedure will become effective after every drawn match. Penalty Kicks – Procedure at end of extra time 1. When a team finishes the match with a greater number of players than their opponents, they shall reduce their numbers to equate with that of their opponents and inform the Referee of the name and number of each Player excluded. The team captain has this responsibility.

2. Before the start of kicks from the penalty mark the Referee shall ensure that only an equal number of Players from each team remain within the centre circle and they shall take the kicks.

3. The Referee chooses the goal at which the kicks will be taken

4. The Referee tosses a coin and the team whose captain wins the toss decides whether to take the first or second kick..

5. The Referee keeps a record of the kicks being taken.

6. Subject to the conditions explained below, both teams take five kicks.

7. The kicks are taken alternately by the teams..

8. If, before both teams have taken five kicks, one has scored more goals than the other could score, even if it were to complete its five kicks, no more kicks are taken.. CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 45 9. If, after both teams have taken five kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks.

10. A goalkeeper who is injured during the taking of kicks from the penalty mark and is unable to continue as goalkeeper may be replaced by a named substitute, provided his team has not used the maximum number of substitutes permitted under the Competition Rules.

11. With the exception of the foregoing case, the only Players who are on the field of play at the end of the match, which includes extra time where appropriate, are allowed to take kicks from the penalty mark.

12. Each kick is taken by a different player and all eligible Players must take a kick before any Player can take a second kick.

13. An eligible Player may change places with the goalkeeper at any time when kicks from the penalty mark are being taken.

14. All Players, except the Player taking the kick and the two goalkeepers, must remain within the centre circle.

15. The goalkeeper who is the team-mate of the kicker must remain on the field of play, outside the penalty area in which the kicks are being taken, on the goal line where it meets the penalty area boundary line.

16. The other goalkeeper must remain on his goal line between the goal posts, facing the kicker until the ball is kicked.

17. Only the Players and Match Officials are permitted to remain on the field of play when the kicks from the penalty mark are being taken.

18. Unless otherwise stated, the relevant Laws of the Game and International F.A. Board Decisions apply when kicks from the penalty mark are being taken.

N.B. In the event of light failing before the end of the taking of kicks from the penalty mark, the result shall be decided by the toss of a coin or the drawing of lots.

7. Unless otherwise mutually agreed and arranged, the Clubs which in each instance are drawn first in the Ballot, shall have the choice of grounds. Venues for Semi-Finals at both Senior and Junior levels will take place on neutral grounds decided by the Executive Council. The expenses of the Semi-Finals shall be paid by the League, including all expenses arising to the hosting club.

8. The grounds for the Cup-Ties shall not be less than 100 yards by 50 yards and not more than 130 yards by 100 yards, the ground if possible, to be roped off three yards from the touchline and goal-line, which are to be clearly defined. Goal-nets are to be provided for 46 CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE all Cup matches. The Home Club must provide the balls and also mark the ground. Each competing Club must provide two match balls in the Semi-Finals.

9. Match arrangements shall be as Rule 15 (League Rules). REFEREES 10. The Referees in Cup matches must be registered Officials, and shall not belong to either competing Clubs except for the first two rounds of the Darch Cup, Morris Reserve Division One Cup and the Jayne Stephens Cup where if necessary, agreement must be reached on a substitute referee as per League Rule 23. The League Executive Council reserves the right to appoint Referees and Assistant Referees for all Cup matches. Referees must be registered with the WWFA.

Referees and Assistant Referees Fees:- Referees Fees and Expenses – as per League Rule 25. Assistant Referees – half Referees Fees and expenses

Finals – Referees and Assistant Referees will receive memento in lieu of fee. Two Fourth Officials will be appointed, to share the duties at Cup Finals, and will receive mementos in recognition of service and are also to receive Travelling Expenses from the League, each time they appear at a Final.

PROTESTS 11. All protests will be dealt with as per League Rule 19. In the case of a player being found ineligible, the Club playing him will be struck out of the Competition.

12. Any Club leaving the ground before the expiration of the match must be adjudged to have lost the match.

13. If the Executive Council has any doubts as to the eligibility of any player competing in the Cup Competition, it shall have the power to call upon such player, or the Club to which he belongs or for which he played, to prove to its satisfaction that he is eligible according to the Rules. Failure to provide satisfactory proof will render the player ineligible. CUP FINALS 14. In the Final Tie, the first charges on the net proceeds of the gate shall be the cost of the winners and losing finalists medals, the League retaining the remainder.

15. In the Final Tie, a neutral ground shall be chosen by the League Executive Council, who shall have the power to call upon any Club to place it’s ground at the disposal of the League for one match per season. Cup Finals to be played to conclusion in the first match. The Executive Council shall appoint Referees and Assistant Referees and have all powers of management. In the event of any Club failing to play when ordered to do so, it shall be adjudged to have lost the match and shall be dealt with by the League Executive Council for misconduct. CARMARTHENSHIRE ASSOCIATION FOOTBALL LEAGUE 47 CUSTODY OF TROPHIES 16. When the winning Club shall have been ascertained, the League shall deliver the Cup to the Representative of that Club, upon receiving a document to the following effect, subscribed by the two persons whose names shall be previously submitted, and approved by the Committee:

We AB, CD, members of and representing the Club, which has now been declared to have won the Carmarthenshire Association Football League, and the same having been delivered to us by the Secretary of the League, do hereby on behalf of the said Club, and individually and collectively, engage to return the same to the Secretary of the League by the 1st March next Season in good order and condition, and in accordance with the condition of the annexed Rules, to which also we have subscribed our respective names, and provided the said Cup is destroyed or damaged by fire whilst under our care and custody, we agree to refund the League the amount of it’s replacement value, or the cost of thorough repair, and should the said Cup be lost or destroyed from any cause whilst under our care and custody, we herby, individually and collectively, undertake to refund to the League the sum being the replacement value of the Cup, and also such expenses the League will incur in it’s efforts to recover the Cup of it’s equivalent value.

If the Cup Trophies are not returned by March 1st, the Club will be fined £20.00 per Trophy

GENERAL RULES 17. The Laws of the Game to be observed in the Competitions shall be those of of Wales

18. All other Rules as governing the Carmarthenshire Association Football League

19. Any infringement of the Cup Rules and any other matters not provided for in these Rules shall be dealt with by the Executive Council as per West Wales F.A. Handbook.

20. Price of entrance to all Finals to be determined by the Executive Council on a Seasonal basis. CLUBS COMPETING IN FINALS WILL BE ALLOCATED 20 TICKETS FOR THE USE OF COMPETING PLAYERS AND OFFICIALS ONLY. Any Club found abusing their allocation will be liable to a fine of £50.00.

21. West Wales Cup games take priority of any Carmarthenshire League or Cup fixtures.

22. Each Club is responsible for the conduct of their supporters in all Cup Finals. If any supporters do not conduct themselves properly, the Executive Council will deal appropriately as necessarily with the offending clubs.
