    The May 1968 Archives: A Presentation of the Anti- Technocratic Struggle in May 1968 ANDREW FEENBERG The beginning of the May ’68 events coincided with a United Nations Educational, Scientific and Cultural Organization (UNESCO) conference on Marx. This conference brought together Marx scholars from all over the world to Paris, where they could witness the first stirrings of a revolution while debating the continuing validity of Marx’s work. I recall meeting one of these scholars, a prominent Italian Marxist, in the courtyard of the Sorbonne. He recognized me from my association with Herbert Marcuse, who was also at the UNESCO conference. I expected him to be enthusiastic in his support for the extraordinary movement unfolding around us, but on the contrary, he ridiculed the students. Their movement, he said, was a carnival, not a real revolution. How many serious-minded people of both the left and the right have echoed these sentiments until they have taken on the air of common sense! The May ’68 events, we are supposed to believe, were not real, were a mere pantomime. And worse yet, La pensée ’68 is blamed for much that is wrong with France today. I consider such views of the May ’68 events profoundly wrong. What they ignore is the political content of the movement. This was not just a vastly overblown student prank. I believe the mainstream of the movement had a political conception, one that was perhaps not realistic in terms of power politics, but significant for establishing the horizon of progressive politics since PhaenEx 4, no.

(UNCF). Information is provided on enrollment, admissions, faculty, degrees, financial aid, college costs, institutional finances, and endowment. Highlights identified include: the fall 1989 total enrollment was a 10% rise over 1987 and 13% over 1986; 42% of the total enrollment was male; 42% of the enrollment was classified as freshman; Georgia, Florida, and South Carolina were the leading states in regard to the home residence of UNCF students; 45% of the freshmen applicants admitted to UNCF colleges become enrolled students; almost 50% of full-time faculty possessed a doctoral degree; the average full professor at a UNCF college earned $28,443; the total number of degrees awarded (5,728) was 2% more than in the previous year; and the value of endowment funds in June 1988 ($13 million) more than doubled in the past 6 years. Thirteen tables or figures provide detailed statistics. Sample topics of the 29 appendices include full-time and part-time enrollment, enrollment by sex, faculty by race and degrees, faculty turnover and tenure, degrees conferred by major, institutional costs, revenues and expenditures, total endowment, and UNCF member colleges.

    Notes The Affirmative Duty to Integrate in Higher Education I. Introduction In the sixteen years since Brown v. Board of Education,' there has been an evolutionary expansion of the duty to desegregate state ele- mentary and secondary school systems once segregated by law. Southern higher education, however, is today marked by racial separation and by a general inferiority of the historically Negro colleges. This Note will consider whether the Supreme Court's holding in Green v. School Board of New Kent County, Virginia2 has any implications for higher educa- tion. The specific questions to be answered are: (1) since there is still a racially identifiable dual system of public higher educational institu- tions in the South, do the states have a duty to take affirmative steps (beyond establishing racially nondiscriminatory admissions policies) to encourage integration; and (2) if such a duty exists, how do the current circumstances of higher education condition the scope of duty and the remedies which courts may enforce? The need for standards8 to measure a state's compliance with Brown in higher education is particularly acute because the Office of Civil Rights for the Department of Health, Education and Welfare has required several states4 to submit plans 1. 347 U.S. 483 (1954) [hereinafter cited as Brown I].
