The Emergence of Parties in the Canadian House of Commons (1867-1908). Comparative Perspectives on Origins, Development and Responses, May 13-14, 2013. Abstract This study analyzes legislative voting in the first ten Canadian Parliaments (1867-1908). The results demonstrate that party voting unity in the House of Commons dramati- cally increases over time. From the comparative literature on legislative organization, we identify three factors to explain this trend: partisan sorting; electoral incentives; and negative agenda control. Several different empirical analyses confirm that intra-party conflict is generally explained by the opposition between Anglo-Celtic/Protestants and French/Catholic Members of Parliament. Once members begin to sort into parties according to their religious affiliation, we observe a sharp increase in voting cohesion within the Liberal and Conservative parties. Ultimately, these finding highlight the importance of territorial and socio-cultural conflicts, as well as agenda control, in ex- plaining the emergence of parties as cohesive voting groups in the Canadian Parliament. This study explains the development of party unity in the Canadian House of Commons. We take advantage of the historical evolution of this legislature to analyze a complete set of recorded votes covering the first ten parliaments (1867-1908). This early period is of interest because it was during these years that the first national party system was established, the electoral franchise was limited, and the rules and procedures of the House were kept to a minimum. -

As part of this mandate, we provide our stakeholders with credible information about Alberta’s energy resources that can be used for decision making. A key part of this is ST98: Alberta Energy Outlook (formerly ST98: Alberta’s Energy Reserves and Supply/Demand Outlook), a report we issue annually with independent and comprehensive information on the state of reserves and the supply and demand outlook for Alberta’s diverse energy resources: crude bitumen, crude oil, natural gas, natural gas liquids,1 coal, and sulphur. This year’s report also includes a new section on new reserve estimates for three formations in low permeability and shale areas. Chapters three and four consider the evolution of federal- ism, political problems, prospects of federalism, self-govern- ment, and attainment of complete independence on October 1, 1960. Chapters five and six deal with the activities of many groups, crises, military coups, and civil war. The conclusions and recommendations candidly argue that a decentralized federal system remains the safest way for keeping Nigeria together stably. The President of India.—There shall be a President of India. * * * * * 54. Election of President.—The President shall be elected by the members of an electoral college consisting of— (a) the elected members of both Houses of Parliament; and (b) the elected members of the Legislative Assemblies of the States. 1[Explanation.—In this article and in article 55, "State" includes the National Capital Territory of Delhi and the Union territory of 2[Puducherry].] 55. Manner of election of President.—(1) As far as practicable, there shall be uniformity in the scale of representation of the different States at the election of the President. (2) For the purpose of securing such uniformity among the States inter se as well as parity between the States as a whole and the Union, the number of votes which each elected member of Parliament and of the Legislative Assembly of each State is entitled to cast at such election shall be determined in the following manner:— (a) every elected member of the legislative Assembly of a State shall have as many votes as there are multiples of one thousand in the quotient obtained by dividing the population of the State by the total number of the elected members of the Assembly; (b) if, after taking the said multiples of one thousand, the remainder is not less than five hundred, then the vote of each member referred to in sub-clause (a) shall be further increased by one; (c) each elected member of either House of Parliament shall have such number of votes as may be obtained by dividing the total number of votes assigned to the members of the Legislative Assemblies of the States under sub-clauses (a) and (b) by the total number of the elected members of both Houses of Parliament, fractions exceeding one-half being counted as one and other fractions being disregarded. -

We save lives and prevent water-related injury through our training programs, Water Smart® public education, drown- ing research, aquatic safety management and lifesaving sport.
