2015 Women’s Report Card An indicator report of Western Australian women’s progress WO69 Womens Report Card - Jan 2016.indd 1 5/02/2016 12:40:00 PM Minister’s Foreword The benefits of improved gender equity are great – for women and men, organisations, our economy and community. While we have made progress, there is more to do. The 2015 Women’s Report Card builds on the work of previous editions to provide the most comprehensive and unique compilation of information about the status and progress of Western Australian women across four areas – leadership, economic independence, women’s safety and justice, and health and wellbeing. It provides a valuable evidence base for initiatives which support women’s progress in Western Australia. Since the last Women’s Report Card in 2012, there have been improvements in several areas including female labour force participation, which increased to 61% in 2014. It is significant that in the same period more men accessed flexible work arrangements to care for children than ever before. Sharing family responsibilities opens up opportunities for women’s increased engagement with the workforce, and their career progression. The data in this report indicate that progress on several fronts is slow but there is growing momentum. Government, private and community organisations, women and men need to continue to work together to build on our achievements. Data will play an important role in understanding and measuring our progress towards gender equity. The work of my Women’s Interests portfolio is driven by evidence – data, research and consultation. Two Women and Superannuation resources were developed in response to evidence which highlights women’s financial vulnerability in retirement. -

“A Veritable Augustus”: The Life of John Winthrop Hackett, Newspaper Proprietor, Politician and Philanthropist (1848-1916) by Alexander Collins B.A., Grad.Dip.Loc.Hist., MSc. Presented for the degree of Doctor of Philosophy of Murdoch University March 2007 I declare that this thesis is my own account of my research and contains as its main content work which has not been previously submitted for a degree at any tertiary education institution. ……………………….. Alexander Collins ABSTRACT Irish-born Sir John Winthrop Hackett was a man of restless energy who achieved substantial political authority and social standing by means of the power gained through his editorship and part-ownership of the West Australian newspaper and his position in parliament. He was a man with a mission who intended to be a successful businessman, sought to provide a range of cultural facilities and, finally, was the moving force in establishing a tertiary educational institution for the people of Western Australia. This thesis will argue that whatever Hackett attempted to achieve in Western Australia, his philosophy can be attributed to his Irish Protestant background including his student days at Trinity College Dublin. After arriving in Australia in 1875 and teaching at Trinity College Melbourne until 1882, his ambitions took him to Western Australia where he aspired to be accepted and recognised by the local establishment. He was determined that his achievements would not only be acknowledged by his contemporaries, but also just as importantly be remembered in posterity. After a failed attempt to run a sheep station, he found success as part-owner and editor of the West Australian newspaper. -

Through an examination of the newspapers of the day – which are the only known primary material concerning those events – it will be established that the people of Western Australia were not wedded to a particular code before the 1880s. This changed in 1882 when the first clubs were formed and the Rugby Union rules were adopted. -

THE TALE OF THE COINS: FRANCE’S EIGHTEENTH CENTURY CLAIM TO WESTERN AUSTRALIA DR PETER JOHNSTON* On 16 January 1998 an archaeological party led by Mr Max Cramer and Monsieur Philippe Godard uncovered two 18th century French coins at a site at Turtle Bay on Dirk Hartog Island in Shark Bay, Western Australia.1 At the time this created great interest in both Western Australia and France. The party had been searching for a proclamation purporting to annex the surrounding region in the name of King Louis XV on 30 March 1772. The proclamation was made by a junior officer of a French maritime expedition led by Count Louis Francois de Saint Aloüarn. Ensign Mengaud de la Hage, with another officer Francois-Etienne Rosily-Mesros landed with a small party of seamen in Turtle Bay. A short ceremony of annexation (prise de possession) was carried out at the base of a steep hill overlooking the waters. This involved raising the white Bourbon Flag, the firing of a musket volley, and the proclamation of the claim. The annexation party then buried at the foot of the two bottles containing two French “ecus” and a parchment reciting the proclamation.2 These events occurred less than two years after Captain James Cook had conducted a similar ceremony in 1770 claiming the continent’s Eastern Coast for Great Britain. The discovery of the French coins by the Cramer-Godard team in 1998 revived historical interest in the saga of French voyages along the Western and Southern coasts of Australia in the 18th and early 19th centuries. -

Robert S French AC I offer my sincere congratulations to the UWA graduates of 2020 and 2021. Graduation from The University of Western Australia is an achievement reflecting years of commitment to higher learning. It also marks the acquisition of the ability to continue to learn, to reason critically and, over time, to acquire the wisdom that comes by joining learning and reasoning to life experience. For the graduates of 2020 and their teachers who have had to work through the constraints and difficulties of pandemic restrictions, it is a particularly notable achievement. It is an achievement which makes you all part of our history. As the holder of a degree at The University of Western Australia, you join generations of students who have passed through the lecture theatres and tutorial rooms at the University, since it came into existence in 1911. You are now part of its history as much as it is part of yours. The prime mover in the establishment of the University was its first Chancellor, Sir John Winthrop Hackett, a leading Western Australian politician, philanthropist and the proprietor of The West Australian newspaper. The University’s purpose, from its foundation, was expressed in practical terms – to provide instruction in ‘practical arts and liberal studies’ which would help develop the fledging economy of Western Australia and thereby ‘advance the prosperity and welfare of the people’. The University’s motto encompasses that purpose with a higher ideal in urging all who pass through it to ‘seek wisdom’. -

Smoothing Over In 2001 I travelled to south-west Western Australia to research my first novel, the springboard for which was nineteenth-century botanist Georgiana Molloy who had emigrated from England to Augusta with her husband John Molloy in 1829. My friend and I pulled up at Wonnerup House, the homestead of the Laymans, who had lived with the Molloys at Augusta before moving to Wonnerup. We wandered through cold, square rooms, then out into the sunshine. This was the place, a small placard read, where George Layman was speared by Gayware, a Wardandi Nyungar. Our reconnaissance complete, we sat on the grass before the house, unpacked some baguettes and smeared them with cheese. We were impervious to the violence that once arose from those smooth, glossy lawns. Fifteen years later, I was approached by a colleague who was aware of my research on Georgiana Molloy, which had broadened into the scholarly. He asked, ‘Did you know that Georgiana’s husband was responsible for one of the worst massacres in that area?’ I stepped back in surprise. ‘No way!’ I had been researching Georgiana Molloy for nearly two decades and, while I knew colonists had frequently killed Nyungars, I hadn’t been aware that John Molloy had led an attack. My colleague learned of the information through an article by playwright Angela Campbell, who had written a play on Georgiana Molloy. -
