My name is Andre Altherr and I’ll be your Crisis Director for the Cabinet of Armenia: 1920 committee. I’m from New York City and am currently a Second Year at the University of Chicago majoring in History and Political Science. Despite once having a social life, I now spend my free-time on much tamer activities like reading 800-page books on Armenian history, reading 900-page books on Central European history, and relaxing with the best of Stephen King and 20th century sci-fi anthologies. When not reading, I enjoy hiking, watching Frasier, and trying to catch up on much needed sleep. I’ve helped run and participated in numerous Model UN conferences in both college and high school, and I believe that this activity has the potential to hone public speaking, develop your creativity and critical thinking, and ignite interest in new fields. Devin and I care very deeply about making this committee an inclusive space in which all of you feel safe, comfortable, and motivated to challenge yourself to grow as a delegate, statesperson, and human. We trust that you will conduct yourselves with maturity and tact when discussing sensitive subjects. -

Not all of the ASALA veterans took up arms, how- ever. Some like, Alex Yenikomshian, former director of the Monte Melkonian Fund and the current Sardarapat Movement leader, who was permanently blinded in October 1980 when a bomb he was preparing explod- ed prematurely in his hotel room, were not capable of actually participating in the fighting (37). Others, like Varoujan Garabedian, the terrorist behind the attack on the Orly Airport in Paris in 1983, who emigrated to Armenia when he was pardoned by the French govern- ment in April 2001 and released from prison, arrived too late (38). Indeed, most Armenians have deep ties to the countries where they live. Like a lot of us, many Armenians find themselves balancing their role in their new country with their historical and cultural roots. How far should they assimilate into their new countries? Does Armenian history and culture have something to offer Armenians as they live their lives now? When do historical and cultural memories create self-imposed limits on individuals?”1 Introduction The relevance of this article is determined, on the one hand, the multidimen- sionality of issues related to understanding the role of statehood and the political and legal system in the development of Armenian civilization, civic culture and identity, on the other hand - the negative impact of the long absence of national system of public administration and the devastating impact of the Armenian Genocide of 1915 on the further development of the Armenian statehood and civiliarchy. Armenian Genocide in Ottoman Turkey was the first ever large-scale crime against humanity and human values. Taking advantage of the beginning of World War I, the Turkish authorities have organized mass murder and deportations of Armenians from their historic homeland. Genocide divided the civiliarchy of the Armenian people in three parts: before the genocide (pre-genocide), during the genocide and after the genocide (post-genocide). -

security and human rights 27 (2016) 273-288 brill.com/shrs osce Mediation in an Eroding International Order Philip Remler retired u.s. diplomat Abstract The feeling is widespread in the West that the post wwii normative international or- der has been under severe challenge since Russia’s seizure of Crimea, now exacerbated by statements from the American president casting doubt on the institutions that un- derpin that order. Is there a future role for osce mediation as this order erodes? Study of the Ukraine crisis in light of other protracted conflicts on the territory of the former Soviet Union shows that the same challenges have existed for a generation. Because the conflicts were small, however, the international community chose to accept a fic- tion of convenience to isolate them from an otherwise functioning international order: the narrative that the separatists sought independence, not (as in reality) a re-drawing of post-Soviet borders. This isolation is under pressure both from the new experience in Ukraine and from the extension of ever-greater Russian control over the separatists, amounting to crypto-annexation, despite a backlash from Moscow’s clients, including in Armenia. There is little likelihood of a resolution to the Ukraine crisis, including Russia’s annexation of Crimea, and prospects for mediation to resolve the conflicts remain dim. However, continued talks may resolve some humanitarian issues and pro- vide a release valve to prevent pressures boiling over into renewed open warfare. It can be found here. Since yesterday, September 27, Armenia has launched a large-scale provocation against Azerbaijan, targeting residential areas and the armed forces of Azerbaijan. As a result of massive shelling of Azerbaijani villages, 8 civilians were killed and many more injured. The Azerbaijani Army, using the right of self-defense and in order to protect civilians, reacted through counter-offensive measures. Azerbaijan's operations are conducted within its internationally recognized sovereign territories, and Azerbaijan is abiding by its commitments under international humanitarian law. Azerbaijan has long expressed warnings that it expects larger military provocations by Armenia at any time. Open provocations by the Armenian leadership, especially by Prime Minister Pashinyan; recent intensified reconnaissance; and sabotage activities by Armenia, including using tactical drones against Azerbaijani positions, demonstrate that Armenia was preparing to launch another attack. Armenia has violated all the norms and principles of international law by occupying internationally recognized territories of Azerbaijan, which was condemned by four UN Security Council Resolutions. Their significance dilates not only because well organised misfeasance bars them from justice, but also because of sociological and psychological aspects involving far-reaching consequences. In this respect, the extensive destruction brought about by the Armenian Genocide and the substantive occupation of Armenia’s landmass by its astonishingly hostile enemies will remain a multifarious international subject impregnated with significant longevity. Undoubtedly, the intensity of the issue in motion will gather momentum until a categorically justifiable settlement is attained. Published in ‘Armenia and Armenians in International Treaties’ Armenian Review, v.52, no. 1-2 (spring-summer 2010) Introduction Writing an article about the 1639 Treaty between Iran and Turkey is simple and difficult at the same time. It is simple because one might say that this Treaty divided Armenia and some parts of Mesopotamia. Yet, it is difficult because repeating what has been said many times before, is not sufficient for writing an article. So far, research has not come up with anything else, which shows how poor the historical knowledge of this Treaty is. It needs new research. This article focuses on the long and short term consequences of the Treaty. First, it will concentrate on the geographical aspects of historic Armenia and on the historical roots of the Armenian people. Then, it will describe Armenia as part of the Safavid Empire and the context of the 1639 Treaty. Finally, it will focus on the Treaty's consequences. Geographic location of historic Armenia What is considered historic Armenia was about 238,000 km2 in size, located in the eastern part of Lesser Asia. It is said that Greater Armenia was located to the east of the Euphrates River and Lesser Armenia to its west. Greater and Lesser Armenia consisted of the present Republic of Armenia and parts of northeast Turkey. -

Gunter ABSTRACT This article reappraises the strategic impact of Armenian terrorism in the twentieth century. From 1973 to 1985, Armenian terrorists earned a deadly and infamous international reputation by murdering Turkish diplomats or members of their families, along with many other non-involved third parties killed in the crossfire, during 188 terrorist operations worldwide. By the mid-1980s, however, Armenian terrorists had fallen into mindless but deadly internal fighting that resulted in the deaths of several of their leading mem- bers. Yet even with the benefit of 20 years of hindsight, it remains dif- ficult to assess definitively the strategic influence exerted by Armenian terrorism. It was an excellent example of how one person’s terrorist can be viewed by some as another’s freedom fighter. In seek- ing revenge for past perceived wrongs and in pursuit of the goal of an independent state, Armenian terrorism also shared common characteristics with such other ethnic-based terrorist movements as the Irish and Palestinians. Although by practically all conventional standards of measurement its ultimate strategic impact was virtually nil, some might still argue that Armenian terrorism did help preserve the memory of what many call the twentieth-century’s first or forgot- ten genocide. INTRODUCTION Tacitly supported by many Armenians and others throughout the world as legitimate revenge for what most observers viewed as genocide1 in the First World War, Armenian terrorism in the twentieth century was an excellent exam- ple of how one person’s terrorist can be viewed by some as another’s freedom fighter. -

Identity Gerrymandering: How the Armenian State Constructs and Controls “Its” Diaspora by Kristin Talinn Rebecca Cavoukian A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of Political Science University of Toronto © Copyright by Kristin Cavoukian 2016 Identity Gerrymandering: How the Armenian State Constructs and Controls “Its” Diaspora Kristin Talinn Rebecca Cavoukian Doctor of Philosophy Department of Political Science University of Toronto 2016 Abstract This dissertation examines the Republic of Armenia (RA) and its elites’ attempts to reframe state-diaspora relations in ways that served state interests. After 17 years of relatively rocky relations, in 2008, a new Ministry of Diaspora was created that offered little in the way of policy output. Instead, it engaged in “identity gerrymandering,” broadening the category of diaspora from its accepted reference to post-1915 genocide refugees and their descendants, to include Armenians living throughout the post-Soviet region who had never identified as such. This diluted the pool of critical, oppositional diasporans with culturally closer and more compliant emigrants. The new ministry also favoured geographically based, hierarchical diaspora organizations, and “quiet” strategies of dissent. Since these were ultimately attempts to define membership in the nation, and informal, affective ties to the state, the Ministry of Diaspora acted as a “discursive power ministry,” with boundary-defining and maintenance functions reminiscent of the physical border policing functions of traditional power ministries. These efforts were directed at three different “diasporas:” the Armenians of Russia, whom RA elites wished to mold into the new “model” diaspora, the Armenians of Georgia, whose indigeneity claims they sought to discourage, and the “established” western diaspora, whose contentious public ii critique they sought to disarm.
