I am again pleased to present the 2016/17 Annual Report of our Association - Victoria (WPV).

WPV has had another marvellous year but it has had its challenges. I would like to sincerely thank the support of the Board and the staff who ensured that our association and competition was managed in a professional manner during this year. Special thanks to Sally Jones who has completed a full year of the role of leadership and management of the operations of our sport, and to the WPV staff - Tony, Deb, Simon and Marni. Also, I want to thank all the volunteers who are the backbone and unsung heroes of our community. These people include:

• competition co-ordinators, pool controllers, referees, coaches, managers and officials for WPV, regional associations, schools and the clubs who put in such an enormous amount of work to making our sport the success it is; • Board members who have spent much of their personal time working to improve what we do, to the best we can; • funding bodies VicHealth and Sport and Recreation Victoria (SRV) and the contract managers who support the WPV staff in their work; • the MSAC staff for the support they provide to WPV; • (WPA) staff and Board for their support; • staff at the VIS, including the program manager and the coaching staff for their ongoing support of our high-performance athletes; and • of course, all the players who have enjoyed the competition during the year, be it their first attempt at the sport, as an experienced player or as a seasoned veteran.

Congratulations to all those members selected as State, National and Australian representatives, either as players or officials.

The Board and Management has spent a long time working with WPA to look at continuing the VIS program after Rio. Unfortunately, due to factors out of our control, it will not be continuing in its current format. WPV and WPA will focus on redefining and developing a new high-performance platform which will be the best available for Victorian athletes leading up to Tokyo and beyond. We expect that the new program will take the learnings of the first four-year program and continue to strengthen the water polo community in Victoria.

The Board this year has consolidated the 5-year strategic plan (2016 to 2020). The focus will be to “Secure the future of the sport of water polo in Victoria through a balanced focus on participation for fun and pathways for performance”. Its four key pillars are participation, image, governance and supporting high performance pathways.

WPV is funded from three sources. First, from players via members’ registrations and match fees. The Board recognises that we are here to organise and run the best competition we can. Secondly, a small but growing stream is now coming from sponsors, who supplement our revenue. We appreciate the role played by our sponsors and I encourage the community to support those who support us. Thirdly, government grants were received from both VicHealth and SRV to contribute to our development programs. The funding from VicHealth is focused on increasing participation in sport through programs that are socially focused such as bumpa ball. We can report further progress on the delivery of the grant’s objectives, and positive feedback from the funding body. SRV funding will continue to support organisational development and water polo opportunities.

It was pleasing to see the continued growth of 14/U and 12/U players participating this year. The growth of this age group is critical to future sustainability of water polo in Victoria. WPV is looking to support clubs to extend and grow their junior programs. The effort of some clubs in both regional and metropolitan areas is highly commendable and we will see this effort rewarded in time.

Finally, after six years I have stepped down as President but will assist the Board with transition and transfer of knowledge. I certainly have enjoyed this period and have meet and worked with some wonderful people. There has been a full contingent on the board for the past couple of years, achieving a diverse board membership of youth, experience, skills and passion. I thank the Board for their contribution and putting up with me!

2016/17 was a challenging year for Water Polo Victoria (WPV). We started the year with the renewal of our strategic plan, focusing on securing the future of water polo in Victoria through balancing fun and performance. In relation to key objectives, there is some good work being done through the office on the participation front and the board does provide good governance. But as with all organisations, we have some work to do in other areas such as image and supporting high performance. I have been impressed with the diverse set of skills and experiences across our board members, so although we have moved away from defined portfolios, there are significant strengths across many areas of governance, finance, analytics and law, just to name a few.

The competition, despite all the complexities and challenges, continues to be run well by Tony Ryan and the Office and we have again delivered a strong outlet for our members to regularly come out and enjoy themselves through the great sport of water polo. I have particularly been impressed by the growth of some of our social teams (in particular the Surge), reminding us that fun and enjoyment should be the main reason we come to the pool.

I cannot deny there have been some conflicts this year, particularly through the demise of the Seals, but I do take heart in the fact that all parties were doing what they thought was best for the sport. Both sides have considerable strengths and I hope that we are able to bring together the strong governance of the Seals with the passion of the Barbarians and turn them into a formidable force for the future of Victorian National League. I do hope that this one visible area doesn’t undo the large body of positive work that the board and office have overseen – much of which goes on behind the scenes and un-noticed. We are also starting to tap our greatest asset – the knowledge and passion of our life members and community, a trend which I hope will continue.

2017/18 will be an extremely important year for WPV and as long as we continue to listen, learn and communicate with our members, we will continue to move forward and evolve this great sport of water polo that we all love. Finally, a heart-felt thank-you to all the volunteers out there. A sport or club is hard work to run and we would be nowhere without all the precious time that our volunteers donate every day. You are all awesome.

EXECUTIVE OFFICER’S REPORT

I am again pleased to report on a very exciting and progressive year for our sport in Victoria:

• At the local level the annual competitions, state championships, sub-junior, and winter competitions, have been conducted. Congratulations to all participants and the successful teams. • At the representative level, we sent two teams (boys/girls) to the East Coast Challenge in Sydney. The teams did Victoria proud. WPV also managed two 18/U composite teams (girls/boys). Unfortunately, the girls’ team was cancelled due to tragic and unforeseen circumstances. We hope to be able to continue to send more Victorian teams away to more competitions as the pathway program continues to evolve. • On the junior development front, we set up and hosted two High Performance Camps and worked with School Sports Victoria, APS, AGSV and GSV sporting associations to establish and manage the Victorian Water Polo All Schools Cups (for primary and secondary students) with a view to attracting more school-aged children into water polo, as well as to repair relationships so that WPV is permitted to send Victorian teams away to future School Sports Australia water polo tournaments. • On the industry development front, we hosted bumpa ball, or inner tube water polo, at the Chillout Festival in Daylesford, the Victorian Teacher’s Games in Shepparton and ran events for the trans gender community. Additionally, we partnered with Way Funky (Funky Trunks and Funkita), Ducko and ATPI Sports Events. • We conducted extensive research into Victorian water polo history to use as material to educate and inform the WPV and wider community about the sport (e.g., #FlashbackFriday and ANZAC posts on Instagram). We posted scores and fixtures of State League one on Facebook and Instagram and reintroduced the WPV Newsletter. Facebook likes have increased by approximately 10% and Instagram followers have increased by approximately 40%. • We were part of the team that won the 2017 Inclusive Initiative Award with the Pride Cup at the 2017 Australian LGBTI Inclusion Awards, received a high commendation for ‘Building health through sports’ with the Pride in Victorian Sport Program, and was a finalist for the Victorian Sport Awards Victorian Community Event of the Year with the Pride Cup.

In reviewing what has taken place in Victorian water polo over the past twelve months, I am impressed. Accordingly, I would like to acknowledge and thank the WPV Board, Simon Armstrong, Marnie Jacka and Tony Ryan for generating such a high level of quality opportunities for the water polo community. Whilst there have been some setbacks including the downgrading of the VIS water polo program from a Tier One sport to a Tier Two sport and the demise of the Victorian Seals, with the continued commitment, hard work and enthusiasm of the office and community the future for water polo remains bright.

INTERNATIONAL A number of Victorian representative players and officials again achieved international representation. Victorian players selected in the Sharks and Stingers National teams for the 2017 FINA World Championships in Budapest included Lachlan Edwards, Maddie Steere and Rowie Webster. Congratulations also go to officials Lynne Morrison (Women’s Team Manager) and Daniel Flahive (referee). Other Victorians to tour and/or play internationally with the Aussie senior men and women included Blake Edwards, and Matt Gronow. Several of our younger players also gained international experience over the last year including boys - Angus Campbell, Cameron Gilmour, Mitch Hallam, Nick Hallam, Cade Logan, Harry Molnar, Will Paynter and girls - Brooke Dickie, Zoe Hille, Bridget Johnston, Annie Lefoe and Saskia Richardson. Congratulations to all players and officials on their selection.

NATIONAL 2017 National League Sadly, with such a long history of success for the and more recently the Victorian Seals, 2017 saw Victoria with no club/ team at this elite level of National competition. Despite every effort by the Seals Board, no agreement could be reached with WPA for a way forward. Without a National club in Victoria, aspiring Victoria athletes now have no local elite-level pathway to aim for, which sadly will impact upon their development. Hopefully sanity will prevail in the near-term future and a compromise way-forward found for the betterment of athletes and the sport in Victoria.

WPA Annual Report 2016-2017 | Page 6 of 36 2017 East Coast Challenge Victoria sent two ECC representative teams to the Sydney Youth Water Polo Festival. Both team captains reported it was a very challenging but really exciting experience. Both captains stated it was a great learning experience, with players learning a lot from their mistakes and from the good play of their opponents. It was pleasing to hear they felt their competition ended on a high note and they were really proud of their efforts representing Victoria.

Congratulations to all players and team management for their effort and spirit through this tournament.

VICTORIAN 2016 State Championships 54 male and 26 female teams competed in the 2016 State Championships across 14 grades. Youth boys (16/U) was again divided into A and B grades and junior women’s (18/U) teams again played through the season in WSL2 before playing a separate finals series. Venues were MSAC and Melbourne High School, with games played on Tuesday, Wednesday and Thursday nights at both venues.

The 15 premiership pennants were spread across eight clubs with Footscray winning both Men’s and Women’s SL1 and new club Old Ivanhoe Vikings winning MSL6 and WSL3 in just their 2nd competition year. Melbourne Collegians were the most successful club with four premierships.

2017 Winter Competition Once again, a record 80 teams competed in the 2017 Winter Competition season - 57 male and 30 female teams including new club, Old Haileybury. Despite the record numbers, there was no MSL1 competition due to lack of entries - a further disappointing reflection on where elite competition has fallen to in Victoria. While MSL1 is back in the 2017 State Championship competition season, it is very much a compromised standard but at least heading in the right direction. Hopefully WPV and clubs can work together to restore the high standards we once had. In contrast, we are seeing growth in the lower but fiercely competitive grades, pushing pool space “to the brink”.

A pleasing result was the return of a separate junior women’s competition after a number of years with teams playing in WSL2 and an increased number of teams in youth girls. Again, there were 14 grades including A and B for youth boys. Games were played on Tuesday, Wednesday and Thursday nights at both MSAC and Melbourne High School. The Tuesday women’s competition was played indoors at MSAC.

13 clubs played off in the Grand Finals with nine winning the gold medals - Melbourne Collegians (four), Monash University and Richmond (two), DVE Aquatic, Essendon, La Trobe University, Melbourne University, NYP Dragons and Ringwood.

Congratulations to all grade premiers - results for all grade competitions are listed later in this report.

WPA Annual Report 2016-2017 | Page 7 of 36 Tribunal Reports Following concern over the number of disrespect and violence reports, the WPV Board, after a community consultation, introduced a revised Judiciary Policy in October 2016 with increased penalties for offences including a two year “carry-forward” for prior offence and some minor tribunal hearing procedural changes.

With lower grade disrespect and violence no longer being a reprimand and the increased penalties, initially this resulted in a sharp increase in penalties handed out. However, hopefully in future players will curtail their behaviour particularly to avoid any “carry- forward” additional penalty.

2016-2017 Sub-Junior Competition Teams numbers rose again for the 3rd year to 29 (up from 23 in 2015/16) - 14 in 12/U mixed, five in 14/U Girls and ten 14/U Boys (six A-grade and four B-grade). Inevitably this further increased pressure on available pool space with Hawthorn Aquatic and Melbourne High School being the only venues where we could get continuity of bookings (albeit restricted at Hawthorn to just 11 days for our season and nil during their summer peak).

There was no competition ladder or finals playoffs for 12/U mixed teams - all players were presented with small participation pennants which again proved very popular. Gold, silver and bronze medals were presented in the 14/U grades. Melbourne Collegians (two) and Richmond (one) won these grades.

WPV thanks everyone in the Sub-Junior community for their help with table duties, etc., and their attendance at each venue. Thanks also to all our younger developing referees for their time and effort and to those senior referees who took on the mentoring role.

Acknowledgments Despite WPV’s involvement in the planning and construction stages of new pool projects over the last several years, acquiring pool space for our competitions is still a struggle. Asking for a 25m eight-lane space, particularly during the summer months, mostly draws negative responses. Until we have a dedicated water polo pool managed by WPV, access will always be out of our control. We can only hope.

WPV does acknowledge the cooperation and efforts of management and aquatics staff at MSAC, Melbourne High School and Hawthorn Aquatic in working with us to meet our needs for both competition and training - relationships we value highly.

Thanks to our dedicated band of pool controllers and regular referees who support our competitions week-in, week-out - we call on them time and again to cover all games where possible with two referees – something not always achievable.

WPV also acknowledges and thanks the commitment and work of David Smyth who over the last year has spent many hours on the difficult and time-consuming task of referee rostering. Anyone interested in helping out with refereeing should contact David – new starters are always welcome.

During the 2016/17 financial year, there have been two Water Polo Victoria (WPV) competitions completed: the 2016 WPV State Championships, and the 2017 WPV Winter Competition. The referees used for these competitions number 62, with many new referees coming online and some leaving the ‘team’ for various reasons. We also had the various school competitions for which we have supplied referees, so a special thank you to Rowan Bennett (APS), Tony Ryan (AGSV) and Michael DeFina (GSV).

The competition still struggles to appoint two referees per game at club level, and relies heavily on a small number of referees devoting two or even three nights a week to referee three to five games per night. Alby Morrison has long held the mantle of greatest contributing referee in terms of three nights per week as well as doing most of the Pool Control shifts. During 2016/17, we have seen this burden shared more between Alby, Perry Gaylard, David Smyth, Charlie Dane, Alon Pfau, Matthew Lea, John Mason and Brett Knowles. Continued effort is needed to expand the numbers in this team. The actual number of referees regularly available number around 30 per round.

Senior referees Danny Flahive has continued to be the inspirational figurehead of Victorian water polo refereeing. His run as the premier Australian referee will sadly and prematurely end during 2018 when the FINA age ruling will prevent him continuing at the international level. The positive of this will be that Victoria may be able to make more use of his impressive abilities poolside. He will add to the strong depth of refereeing skill the state has displayed at National and inter-state competitions for the last ten years or so. During the 2016 and 2017 seasons, WPV has been fortunate to obtain the services of at least two promising junior referees who have moved to the State. Charlie Dane returned from overseas work and Gareth Hunter moved to Australia from South Africa seeking employment. As well, Matthew Keen and Lisa Flahive are two referees who display real potential to move into controlling SL1 games. This means there are approximately 13 top grade referees available for WPV. However, the reality is that people’s time demands for family and employment will always come before night-time refereeing. An increasing number of lower grade players have been prepared to put their hands up for refereeing; some offering to referee on nights in addition to when they play. It is hoped Steve Wight may return to Melbourne during 2018.

Junior referees There are currently at least ten school-age referees who are officiating at either WPV club games (from Youth to SL2 grades) or WPV/Inter-school competitions. These young people show real potential and are being mentored as much as possible by our more experienced referees.

Pathways available 1. WPV pathways – senior referees are currently finalising referee gradings for the current 62 WPV referees. Once this is done, a regular assessment process needs to be available for any referee who wishes to move up the grades. 2. Water Polo Australia (WPA) pathways – at least three times per year, there are national under-age club competitions run by WPA. State water polo associations are invited to nominate referees for these tournaments.

Water polo continues to need to be proactive in encouraging promising younger referees to attend these tournaments. Benefits include:

• improvements for WPV and WPA refereeing standards; • clear subsequent pathways for referees; • flights, accommodation paid for as well as a per diem allowance for individual referees.

So, thanks again to all the referees out there - this sport can’t run without you.

This year has been a busy one in the water - with numerous competitions, trainings, and other programs. I am pleased that Water Polo Victoria (WPV) have been able to support this activity and is well positioned for the future.

Last financial year WPV announced a net profit for the year of $53k but anticipated this would largely unwind in the 2016-17 financial year due to the timing of grants that had been received but not yet acquitted. Indeed, we have observed a loss of -$51k this financial year.

Water Polo Victoria has reasonable financial reserves, including a cash balance of $112k at the close of the financial year.

Importantly, our receivables position is vastly improved. There has been a 70% decrease from previous years, and 88% of the total is under 30 days.

Despite this year’s loss, WPV has been able to keep registration and match fee increases at reasonable levels. This income is essential in supporting the organisation’s operations and to fund properly resourced competitions.

As in previous years, the financials were audited by Ravi Mutyala from Arizene Auditors and Business Advisors. The opinion of the audit was that the financial report “presents fairly, in all material respects” WPV’s financial position. Pleasingly, the auditor also noted that “the reports and audit information were generally well presented and internal control is good”.

I would like to extend a massive thank you to Sally Jones for the energy, commitment and perseverance she has brought to all WPV’s work; Tony Ryan for his tireless behind-the-scenes coordination of so many different aspects of the sport; and Deb Vawdrey for her work ensuring that the books are completed accurately and promptly each month.

Income Tax The entity is exempt from Income Tax. b. Property, Plant and Equipment (PPE) Leasehold improvements and office equipment are carried at cost less, where applicable, any accumulated depreciation. The depreciable amount of all PPE is depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use. Leasehold improvements are amortised over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements. c. Impairment of Assets At the end of each reporting period, the committee reviews the carrying amounts of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, an impairment test is carried out on the asset by comparing the recoverable amount of the asset, being the higher of the asset’s fair value less costs to sell and value in use, to the asset’s carrying amount. Any excess of the asset’s carrying amount over its recoverable amount is recognised in the income and expenditure statement. e. Provisions Provisions are recognised when the association has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions are measured at the best estimate of the amounts required to settle the obligation at the end of the reporting period. f. Cash on Hand Cash on hand includes cash on hand, deposits held at call with banks, and other short-term highly liquid investments with original maturities of three months or less. g. Accounts Receivable and Other Debtors Accounts receivable and other debtors include amounts due from members as well as amounts receivable from donors. Receivables expected to be collected within 12 months of the end of the reporting period are classified as current assets. All other receivables are classified as non-current assets. h. Revenue and Other Income Revenue is measured at the fair value of the consideration received or receivable after taking into account any discounts and volume rebates allowed. For this purpose, deferred consideration is not discounted to present values when recognising revenue. i. Interest revenue is recognised using the effective interest method, which for floating rate financial assets is the rate inherent in the instrument. Grant and donation income is recognised when the entity obtains control over the funds, which is generally at the time of receipt. j. If conditions are attached to the grant that must be satisfied before the association is eligible to receive the contribution, recognition of the grant as revenue will be deferred until those conditions are satisfied. All revenue is stated net of the amount of goods and services tax. k. Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO). Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of GST recoverable from, or payable to, the ATO is included with other receivables or payables in the assets and liabilities statement l. Accounts Payable and Other Payables Accounts payable and other payables represent the liability outstanding at the end of the reporting period for goods and services received by the association during the reporting period that remain unpaid. The balance is recognised as a current liability with the amounts normally paid within 30 days of recognition of the liability.
