During the year the Association was fortunate to secure the services of Ian Clarke of Precedent Management who conducted a thorough governance review of the Association which also comprised a Board Review. Ian has a substantial track record in such matters in the sports industry and made a number of recommendations which the Board will continue to work on as it seeks to achieve the objectives of the four year strategic plan. One of the recommendations was to seek more diversity on our Board. The Board is extremely keen to increase female participation on the Board, either from current/former participants in our sport and/or from experienced business leaders within the

FINANCE DIRECTOR’S REPORT

Financial Year 20010/11 was a period of further consolidation of a number of changes the board introduced in the 2009/10 financial year. These changes outlines in the last Annual Report have proved critical in providing strong management of association finances. Our goal was to not only have sound management practices, but to also create a budget process that allows us to strategically plan for our future in both income sourcing and expense management.

In addition there have been a number of further changes that have enhanced the system and procedures. These include: Enhanced budgeting procedures to allow far more rigorous focus on the actual cost of our operations, and from there strategically planning forward The Registration process will be moved to an on-line format to help reduce club administration load and improve cash flow for all parties involved (Clubs, VWPI and AWPI) Further simplification of our chart of accounts. Through operation we have been able to make the chart simpler and clearer, allowing far better understanding and monitoring of the accounts by the Board and staff The introduction of the Athlete Development Program has been a major undertaking, but the process has now settled in well For the first time we organised an overseas tour for our Athlete Development program athletes. The work involved was rewarded, and we look forward to creating more and similar opportunities for our athletes in these programs moving forward

The year in summary

The accounts show a loss incurred for the 2010/11 year of $4860.56. This is less than the budgeted loss. This year we have started accruing for Annual Leave of our staff, written off all stock. We currently hold no stock.

Of note, we have accrued $13,500 as a prepayment into FY 2011/12. This is a grant from the Department of Sport and Recreation to assist us in running the 16’s National Club Championships. The grant was received in the FY 2010/11, but we’ve elected to accrue the funds into FY2011/12 to that it can be expensed within the same financial as it was accrued.

Looking ahead - Financial Year 2011 / 12

VWPI currently anticipates annual income of approximately $597,000, annual expenditure of approximately $596,000, and retains cash reserves of just over $250,000. We are budgeting to breakeven this year

At present, VWPI has several main sources of income: Registration / Competition fees received from Members Grants received from funding bodies including: o Victorian Government’s Department of Sport & Recreation o VicHealth Income from athletes participating in VWPI-provided development programs

The VWPI Board is seeking to broaden the association’s income base with the achievement of ongoing, sustainable sponsorship income, as well as looking to create a recreational arm to our sport in Victoria.

Grant funding is critical to the operation of association, and, the majority of the grant funding currently received (90%) is tied to us achieving specific outcomes as agreed with the funding body. i.e., it cannot be transferred for other uses within the association. We submit grant applications that are in alignment with our strategic objectives, and which are focussed around development of the sport in specific areas. Our funding from VicHealth for the next three years that will allow us to focus on development in the area of female participation, and our current funding from the Victorian Government’s Department of Sport and Recreation allows us to focus on developing resources for junior development, schools Water Polo development as well as our capacity in the areas of Coaching and Refereeing.

Looking forward The Board of VWPI has determined that it needs a critical fourth source of income, - from Marketing & Sponsorship. It’s Marketing & Sponsorship Sub Committee has developed an implementation plan which will be phased in during this coming financial year. Our objective is to provide positive partnerships for the sport, as well as yield additional income.

This special purpose financial report was prepared for distribution to the members to fulfill the Board's financial reporting requirements under Victorian Water Polo Inc's constitution and the Associations Incorporation Act of Victoria. The accounting policies used in the preparation of this report, as described below, are consistent with the financial reporting requirements of the Victorian Water Polo Inc's constitution and with previous years and are, in the opinion of the Board, appropriate to meet the needs of members: (a) The financial report was prepared on a modified accrual basis of accounting, including the historical cost convention and the going concern assumption. (b) The requirements of accounting standards and other professional reporting requirements in Australia do not have mandatory applicability to Victorian Water Polo Inc because it is not a 'reporting entity'.
