Winter has arrived. Please keep that in mind when sending your child to school each day. If the temperature is one degree or above, studentsetter DO go outside for recess. Also, there are times when students are outside – waiting for the bus, going to and from the car before and after school to name a few. Boots, hats, gloves, snow pants and a winter coat are all priorities this time of year! We have recently passed the mid-point of the school year and I hope that to this point it has been a successful one for you and your child(ren). Students and staff have been working hard. Our assessments are complete and you should have received your child’s report card. If you have any questions – please feel free to reach out to your child’s teacher. Technology has changed the way that we all live our lives. Social networking (Facebook, Twitter, etc.), cell phones, instant messaging, and texting have allowed each of us to conveniently and instantaneously communicate. Cyber bullying has seen a rapid rise in school-aged children throughout the country, and unfortunately, seldom does a day go by without hearing these stories in the media. Although we do not allow this sort of communication here at school with students, we have seen students come to school upset about something that was posted from home. -

Parents can talk with their children about courage to reinforce what we are doing at school. We ask children to have the courage to invite oth- ers into games during recess or stand up for some- one that might be excluded. It takes a lot of thought and courage for an elementary student to stand up for themselves or others. Ask your child about how they use courage at school, home, and out and about with friends. PTO Arboretum Dash Thank You! THANK YOU very much to our families, students, staff, volunteers, sponsors, and community for your support, time, and energy with our Third Annual Arboretum Dash! It was a huge success, and a fabulous day on Friday, September 21st! Final Details: We ran 10,154 total laps! Our fundraising total is almost to $26,000! Over 120+ volunteers helped make our event possible! Thank you to our 20+ community sponsors! 1500+ water cups were used! 50+ handmade signs of encouragement lined our fields! 260 hotdogs and 185 hamburgers were served at our family picnic! We had miles of smiles, and so many steps to help us raise money for our fabu- lous school! WE COULD NOT HAVE DONE THIS WITHOUT YOU! For information on fundraising issues involving political organizations, see the Audit Technique Guide for Political Organizations. For information on fundraising issues involving gaming activities, see the Audit Technique Guide for Organizations Conducting Gaming Activities. This manual is organized into five sections: Background information Activities (professional fundraisers, fundraising events, internet fundraising) Records (solicitations, disclosures, cash contributions, non-cash contributions) Reporting (Form 990-EZ, Form 990: Core Return, Schedule G, Schedule M, Form 990-PF, Form 990-T) Audit procedures (pre-audit, field/OCEP, penalty considerations, case closing) Background Most, if not all, tax exempt organizations need money. Many exempt purposes can only be achieved via the application of money. Thus, large numbers of organizations devote significant resources to acquiring money. These organizations use various methods to obtain funds, ranging from selling a product or service, conducting a fundraising event, to just asking for money. Traditional methods of obtaining funds include soliciting donors via the mail, phone calls, newspapers, radio, television, and now via the Internet. Organizations have become creative over the years, conducting activities and events, such as the sales of foodstuffs, car washes, raffles, casino nights, auctions, and pledge drives, evolving towards more sophisticated ways to fundraise, such as targeting solicitations, using patronage levels, crowd-funding, and tax planning, such as conservation easements, lending arrangements, and charitable gift annuities. -

Philanthropic Giving through Municipalities in Israel - an alternative or a threat to the future of philanthropy Avishag Rudich-Cohn Background Giving to municipalities in the United States dates back to the inception of modern philanthropy to the country as donations from individuals supported ‘‘public’’ institutions (Dubkin Hall, 1987). In Europe as well, the boundaries between philanthropy and local authorities were sometimes bleared as rulers and wealthy individuals have donated property for the public use of the municipality, built hospitals, handed out food, and set up different programs to assist the poor (Roberts, 1996). The evolvement of nonprofit sector separate from the state and the legal distinction between the government and nonprofit sectors emerged clearly only in the twentieth century (Dobkin Hall, 1987). When modern philanthropy is discussed it is diverged between giving to Individuals and giving to organizations. While the first is characterized as an older “out of date” form of charity, the main one is vis-à-vis civil society institutions (NPO”s and the like) as providing the financial infrastructure needed to convert civil society’s initiatives and ideas into social programs and organizations (Frumkin, 2006 pp. 374). The “pre-modern” arena of giving through municipalities still exists yet was hardly studied (Irvin & Carr, 2005). The work on the subject has focused mostly on the question why private philanthropy to government entities occurs and what 1 goods and services it funds yet another question should be asked - what can we learn from this arena on giving to government agencies and about the functions such giving fulfils. Israel is an interesting laboratory to examine such relationship of giving between philanthropy and government from several reasons- First, the country’s philanthropic culture is unique.
