Message from the President

about the weakness of the FCI, today we are more united than ever, with new countries joining and the commitment of Australia and New Zealand to remain as part of the FCI. We are also in continuous communication with organisations such as the American , the and the UK Kennel Club to promote responsible breeding, promote the recognition of pedigrees and judges, and the joint effort to preserve dog sports and responsible breeding around the world.

We are renewing our administrative capacities, with new processing and data entry equipment to better serve our members. We are also repeating our communications efforts inserting the FCI in international campaigns on dog’s welfare with the purpose of creating dog-loving societies in every corner on Earth. Rafael de Santiago (Puerto Rico): President Elected member for the first time in 1999 at the General Assembly held in Mexico (MX). Elected FCI President for the first time at the General Assembly in Budapest (HU) in 2013.

Current positions: President of the FCI and President of the Federación Canófila de Puerto Rico (Kennel Club of Puerto Rico).

The Dog World does miss them: U. Fischer, honorary FCI Board member, Manuel Lourero Borges, Portuguese all-breed judge, Gert Christensen, Danish all-breed judge and Enrique Filippini, Argentinian all-breed judge, Bo Jonsson, former and long- standing President of the FCI Obedience Commission and Tibor Gellen, MEOE judge. There may be more for which we were not notified and I apologise if I fail to mention them! May they all rest in peace!

Globally, 2016 was a good year for the FCI if we take a look at the international activity of our members and contract partners. With a total of 1,206 international CACIB shows (vs 1,096 in 2015), the number of those events keeps increasing and follows the trends that we have observed over the last decades. The FCI Office confirmed more titles of Int.Ch than ever: 9,722 in total (beauty and working)! Accurate figures about the total entry at shows or the number of CACIB confirmed are not yet available as the FCI Office is still processing many 2016 show Dear Readers, results. Finally, in September, for the first time ever, we organised the so-called “Cynothon” in a neighbouring city, Montigny- le-Tilleul. Once again it was a huge popular success with the presence of some representatives of the French canine organisation (SCC). Dog owners and their dogs had the opportunity to wander in the nice countryside of our region. © FCI

Last December, taking advantage of the visit of our President at the FCI Office, we invited our long-standing local partners for a X-mas cocktail. WAC In 2016, there was a special World Championship, with about 400 entries from 42 different national canine organisations, for the first time in Zaragoza (Spain) in a wonderful venue, far away from Madrid where most of the Spanish Agility clubs are. FCI COMMISSION FOR - ACTIVITY REPORT

First goal for any FCI Commission for Flyball is always to get all noses to point in the same direction, which is never obvious. Once everybody can agree on a unanimous line, most countries see the opportunity of generally approved guidelines and regulations. For the first two meetings in 2014 and 2015, the Commission tackled the national differences in the applied rules and - after long discussions - agreed on a united set of rules for international flyball. The next hurdle for 2016 was to decide on the specifications for a very first international tournament for flyball.

Nevertheless, at the start of the Commission’s meeting in Prague (CZ), it turned out that especially the method of measuring in the new rules was not completely clear for all countries. Therefore, we started with outlining a clear document titled ‘recommendation on method of ulna measuring’ were the method was clearly described. This document will be published on the FCI website to avoid any kind of misunderstandings on the method.

For the international tournament, the Commission decided that an individual World Championship is not possible, since flyball is strictly a team sport. The Commission decided to applying to organise the very first FOWC in 2018. Applications describe the guidelines for a Flyball Open World Cup (FOWC), should arrive in writing before the next meeting of the which should be organised every second year. Meetings One meeting was held in 2016 (14.02.2016) in Helsinki, Finland which was attended by 13 delegates from the FCI member countries. We had to elect the President and Vice-President of our commission. The delegates elected Steffen Maar (Germany) as President and Franz Gruber (Austria) as Vice-President. We discussed the general rules and 12 regulations for CACIT and submitted 2 general rules and 7 regulations to the FCI General Committee.

In 2016, Mr John Wauben, the President of the FCI Judges Commission, was invited by the kennel club of Iran to educate their people for some breeds often seen in this country. Mr Wauben saw a lot of enthusiastic, willing and dog-loving people in a country that is still not that easy for dog-lovers. FCI COMISSION FOR SIGHOUNDS RACES – ACTIVITY REPORT Year 2016 was a normal year with regular ups and downs for the European racing and European community.

We prepared new Regulations for International Races and Lure Coursing Events.

The annual meeting of the FCI Commission for Races took place in Velke Pole, Slovakia, on June 16th. We planned 84 races and 98 lure coursing.

The European Championship Coursing was held in Velke Pole, Slovakia on 17-19.6.2016. Over 890 participants were announced. We had 29 European Lure Coursing Champions from 14 different countries.

The European Championship Racing was held in Toulouse, France on 2-4.9.2016, over 250 participants were announced. We had 18 World Racing Champions from 8 different countries.

FCI COMMISSION FOR UTILITY DOGS – ACTIVITY REPORT

Meetings The 41 participants 20 different countries. There were two meetings of the FCI Commission for Utility FCI - Tracking Dog World Champion 2016 is Christian Caron Dogs in 2016 (05/06-03-2016 and 19-09-2016) in Nova Gorica, from France with his Belgium Shepherd Extra dry du Foxene Slovenia. FCI-World Championship for Utility Dogs 2016 The FCI-World Championship for Utility Dogs 2016 was held in Nova Gorica, Slovenia, from 15 until 18 September 2016 with 127 participants from 36 countries.

On behalf of the FCI Commission for Utility Dogs I want to thank Mr Hari Arcon and his assistants for the perfect organisation of this WC. The performance of the organisation was appreciated by the participants and the spectators.

The judges for this FCI IPO WC: in Tracking, Mr Daniele Peres from Italy, in Obedience Mr Juanjo López-Pérez from Spain and in Protection, Mr Berry Kleinhesselink from The Netherlands. Supervisor in Tracking was Mr Eberhard Uekötter from Germany, Supervisor of the FCI IPO WC was Mr Robert Markschläger from Austria.

Individual 2016 FCI-IPO World Champion is Jozef Adamuscin from Slovakia with his GSD Harysson Ad Gür with 283 points. 2016 FCI IPO WC Countries: Slovakia is 2016 FCI IPO WC with 833 points.

Results: 30 x Very Good, 65 x Good, 11 x Satisfactory, 18 x Unsatisfactory and 3 x Disqualification.

At the 2016 FCI WC for Utility Dogs there were 6 Starters with a „Wild Card“. These participants were the 2016 Utility World Champions of their breed (, , Hollandse Herder, Riezenschnauzer, and ).

AUDIT REPORT

To the members of the Fédération Cynologique Internationale

I went to the headquarters in Thuin (Belgium) on 16th and 17th February this year in order to audit the accounts for the 2016 financial year.

1. – Over the course of the two days I was there, I audited the FCI’s financial statements, which include the balance sheet to 31st December 2016, the profit and loss account, the statement of changes in net equity and the report on these latter, all corresponding to the financial year ending on the aforesaid date.

The General Committee is responsible for drawing up the organisation’s financial statements, in accordance with the regulatory framework for financial information which is applicable to it and in such a way as to ensure that it provides an accurate picture of the FCI’s assets, financial position and results.

It is my own responsibility to offer an opinion about the financial statements as a whole, based upon the work carried out in accordance with the applicable regulatory standards, and this requires an examination - carried out by means of selective tests - of the evidence provided to back up the financial statements and an assessment of whether its presentation, the accounting principles and criteria used and the estimates made are in accordance with the applicable regulatory framework for financial information.

2. - OPINION In my opinion, the financial statements for the 2016 financial year do, in all significant aspects, indeed provide an accurate picture of the assets and financial situation of the Fédération Cynologique Internationale at 31st December 2016 and the results of its operations relating to the financial year which ended on the aforesaid date.
