Dear Bureau Members, delegates and guests,

On behalf of the FEI, we are delighted to welcome you to the Official Invitation and Programme for the FEI General Assembly 2017 in , .

This annual meeting is a tremendous opportunity to take stock of where we stand as a global sport but also prepare, plan and set out a vision for the future.

We are fortunate, our sport has been growing and expanding into new territories for the past ten years and if we look back at 2016 (at the time of writing it’s a little too early to sing the praises of 2017) and the success of equestrian sport at the Olympic and Paralympic Games we are more popular than ever with huge potential to grow our fan base.

However, we are a very diverse community with 134 National Federations of different sizes and scope, 7 unique disciplines and a very large industry and community made up of different interests and responsibilities. By coming together every year to discuss and decide on the matters which affect our sport, we are effectively ensuring our collective future and increasing the likelihood of success in what is a very competitive sports world.

We may not always agree, but there is a real sense of community and we understand the importance of being united in order to increase our shared goals and remain attractive and appealing to our fans, the media, prospective sponsors, athletes, organisers and other stakeholder groups.

The success we have seen in recent years, with numbers continuing to rise is very much a reflection of the hard work, dedication and professionalism within each of the National Federations and the individuals driving the sport from grassroots all the way to the world stage and we would like to take this opportunity to express our sincere gratitude to all the National Federations, the FEI Bureau, Committee Members, volunteers and the extended FEI Family for making this possible.

We would also like to take this opportunity to thank the hosts for the 2017 FEI General Assembly, the Federación Uruguaya de Deportes Ecuestres and in particular their President Rodolfo Rodríguez and Secretary General Guillermo Lockhart. We are really looking forward to yet another productive FEI General Assembly and a fabulous FEI Awards Gala 2017 in the wonderful city of Montevideo.

WELCOME BY FUDE

Dear Bureau Members, delegates and guests,

Uruguay is getting ready to receive our friends from the worldwide equestrian community for a very important event!

We are delighted the Fédération Equestre Internationale has chosen our country to host the FEI General Assembly 2017, a challenge and responsibility which we are very committed to and looking forward to delivering a successful edition.

Together with private local collaborators and the National Authorities, the Federación Uruguaya de Deportes Ecuestres is working intensely and with great dedication to welcome all the international equestrian community members.

Even though Uruguay is a small country of just over three million inhabitants, it has demonstrated the capacity to go ahead with objectives of great importance in several areas. In sporting terms, we have seen time and time again the tenacity, the strength and the dedication of Uruguayans athletes which have allowed us to enjoy great achievements. Uruguay is also characterised by its people´s hospitality, which always try to make the foreign guests feel at home.

As a result, we hope to organise an excellent FEI General Assembly and to share this great annual meeting with friends from all over the world. This is a great challenge indeed, but the love for our sport and the satisfaction of receiving you all in our country, encourages us to work with great enthusiasm for the occasion.

Come to Uruguay! Get to know our country, our capital city, and our people. Get to know our culture and our landscapes, our gastronomy and our music. You will feel the affection and kindness of our people.

Let us celebrate together a meeting between friends from all over the world, between those who love equestrian sports and all those who keep in their hearts the love for our great friend and partner: the Horse.

TRAVEL, TRANSPORT & VISAS

ARRIVAL & TRANSPORT TO THE HOTELS

The transport from Carrasco International Airport to both hotels will be organised for all delegates having submitted their travel details via the FEI Online Registration Platform before 31 October.

An “FEI General Assembly 2017 banner” will be located next to the transportation company office in the Baggage Claim area at Carrasco International airport.

Note that the journey to the Hotel may take between 30 to 60 minutes depending on the traffic.

DEPARTURE & TRANSPORT TO THE AIRPORT

Shuttle services to the Carrasco International Airport will be organised. Please make sure to confirm or re-confirm your flight details at the FEI Welcome Desk. An Airport shuttle form will be included in the Welcome Package distributed on site.

Corresponding departure time from hotels will be communicated later during the General Assembly week at the FEI Welcome Desk.

09:00 – 18:00 BUREAU MEETING I

(Statutes, 23rd Edition, Art, 19.1& 20.1) The Bureau, which is composed of the President, 1st and 2nd Vice Presidents, Chairs of Technical Committees (S, D, C, A, E & Vet), Chairs of Regional Groups, Athletes’ Committee and Audit & Compliance Committee decide on all matters not otherwise reserved for another body of the FEI.

The Bureau meets twice during the GA week; (1) at the beginning of the week to prepare matters and decisions to be taken at the General Assembly and to supervise their implementation, and (2) following the General Assembly to finalise the decisions and welcome the newly-elected FEI Bureau Members. Chairs of the Technical Committees (PE, R, V) are invited to participate to these two meetings.

SUNDAY 19 NOVEMBER

09:00 – 12:00 REGIONAL GROUP MEETINGS

These meetings are conducted by the Chairs of Groups I through IX. The aim of these meetings is to exchange views of common interest between NFs in their Groups, as well as to promote and coordinate the activities of equestrian sport within the Group (e.g. guidelines, courses, seminars, support for shows, etc.).

The NFs are invited to send suggestions for agenda items directly to their Group Chair.

14:00 – 18:00 JOINT GROUP MEETINGS

EUROPEAN EQUESTRIAN FEDERATION (EEF) Federations affiliated to EEF are invited to attend.

PANAMERICAN EQUESTRIAN CONFEDERATION (PAEC) Federations of Groups IV, V and VI are invited to attend.

ASIAN EQUESTRIAN FEDERATION (AEF) Federations affiliated to AEF are invited to attend.

AFRICAN CONFEDERATION OF EQUESTRIAN SPORTS (ACES) Federations for this Region are invited to attend.

MONDAY 20 NOVEMBER

09:00 – 13:00 REGIONAL GROUPS MEETING WITH THE BUREAU

Regional Groups report together to the Bureau by topic. On the basis of all the topics requested, an agenda will be drawn up by theme/topic that concern more than one Regional Group. Topics that are specific to a region will be presented following the shared topics.

Following the conclusion of the Regional Group Meetings on 19 November, Group Chairs / Deputy Chairs will provide to the FEI the topics they wish to address with the Bureau as well as the name of the person presenting each subject no later than 19 November at 19:00. All communications should be addressed to the FEI Secretariat on site or by email to [email protected].

14:15 – 15:45 SESSION 1 – FEI CAMPUS / OFFICIALS WORKING GROUP

During this session, a presentation of FEI Campus followed by an update on the Officials Working Group will be given.

16:00 – 18:30 SESSION 2 – OLYMPIC QUOTA / FEI RULES

During this session, the allocation of quota for Tokyo 2020 Olympic Games and proposed modifications to the FEI Rules will be discussed.

All NFs are requested to actively take part in these Sessions which are structured in order to allow all participants to contribute and give their views ‘freely’.

TUESDAY 21 NOVEMBER

08:15 –12:45 & 14:00 - 16:30 FEI ORDINARY GENERAL ASSEMBLY

(Statutes, 23rd Edition, Art. 9 & 10) The General Assembly of the National Federations is the supreme authority of the FEI.

Each National Federation has a right to participate in the GA and to cast a vote on the resolutions of the GA. Each NF may be represented at the GA by another NF. One NF may not represent more than two other NFs at the GA.

To the extent permitted in its Internal Regulations, the Bureau has the right to invite third parties to attend the GA as observers or presenters.

The agenda and the annexes of the Ordinary General Assembly will be published on 24 October 2017 on inside.fei.org.

La Baguala is an old hacienda renovated into a charming country side hotel surrounded by an equestrian center. It is the perfect place for a relaxing time or to enjoy a great ride on the beach. It is situated by the river and offer a beautiful typical Uruguayan scenery. La Baguala is located only 30 minutes west of downtown Montevideo, in an area that is protected by the local environmental authority.

The Event will take place at Kibon Avanza, Montevideo. The FEI Awards are all about celebrating our heroes and rewarding them for their excellence, commitment, dedication and courage in the following five categories this year – Longines Rising Star, Best Athlete, Best Groom, FEI Solidarity and Against All Odds.

MONTEVIDEO CITY TOUR (3 - 4 hours) Beautiful tour visiting the most attractive points of the city. Ciudad Vieja, rich in architecture, Mercado del Puerto, Microcentro, Independencia Square, the Legislative Palace, the romantic neighborhood known as "El Prado", Montevideo Hill, its green parks with beautiful monuments, the elegant residential neighborhoods of Carrasco, Punta Gorda and touring the exceptional "Rambla" that accompanies a panoramic range of beautiful beaches.

CITY TOUR TO PUNTA DEL ESTE (8 - 10 hours) Full day tour to visit one of the four most important coasts in the world. Visiting also Piriápolis with ascent to Cerro de San Antonio. Complete tour in Punta del Este, including Casapueblo (the famous sculpture-house of the Uruguayan artist Carlos Páez Vilaró), the residential neighborhoods of Beverly Hills, San Rafael, Cantegril, Golf, the curious undulating bridge of "La Barra" and Brava and Mansa beaches, also touring the peninsula's microcenter with free time to stroll through Gorlero, its main avenue.

CITY TOUR TO COLONIA (10 - 12 hours). UNESCO has declared this ancient Portuguese city of the 17th century a World Heritage Site for its well preserved architectural wealth. Memorable full day tour to discover its streets made of stone, its old buildings, remains of fortifications and the Spanish and Portuguese museums. You will also visit downtown, the Port Zone, Ferrando Beach and the Forest Reserve, its beautiful "Rambla" along the coast, arriving at the Real de San Carlos "Plaza de Toros", the Fronton of the Basque Palette, Hippodrome and the Old Pier.

VINEYARD AND WINERY VISITS Visit the typical wineries of our country some of them with the largest wine production in Uruguay. You can walk through the vineyards, learn the history as well as learn more about the winemaking process is.

BIKE TOURS AROUND MONTEVIDEO Tour Ciudad Vieja - Points of visit: Mercado del Puerto, Headquarters of Banco de la República, Zabala Square, Matriz Square, Independencia Square, Solís Theater, Puerta de la Ciudadela, Rambla, Headquarters of MERCOSUR, Parque Rodo, Teatro de Verano, the Holocaust Memorial, Golf Course and the Lighthouse of Punta Carretas.

Tour Pocitos – Carrasco por Ramblas Points of visit: Kibon, Naval Museum (Story about what is set out in the Club, Marina: Yatch Club of Montevideo), appreciation of the sport boats, Rambla to Oceanographic Museum, Barrio , Barrio Malvín, square of the Navy (one of the best view of the city) then Punta Gorda neighborhood tour until the arrival to Carrasco neighborhood and will visit the inside of Sofitel Hotel Casino Carrasco, the emblem of the city with an architecture of French influence.

Duration: 3h30. Daily departures throughout the year.

We provide Guide in Spanish - English - Portuguese, Bikes, Helmets with UV protection, reflective vests, hydration (bottle of 600cc of water), Emergency Medical Coverage.

ABOUT URUGUAY

PRACTICAL INFORMATION

Language The official language of Uruguay is Spanish, however, most of the staff of hotels, restaurants, agencies, banks are bilingual (English-Spanish).

Local time Uruguay is on UTC/GMT -3 hours.

Weather The average temperature in Montevideo in November is 21ºC, ranging from 14ºC to 24ºC.

Currency The official currency of Uruguay is the Uruguayan Peso (UYU), however, USD is accepted in most places. The average exchange rate is: 1 USD = 28 UYU. Currency exchange is available at banks and authorised establishments all around the city.

Credit cards and tipping Most shopping malls and big stores, hotels and restaurants accept major international credit cards. When dining, the service charge is not added to the bill. The average tip is 10% of total bill.

Value Added Tax (VAT) 22%. Non-Uruguayan credit or debit cards get VAT deducted in restaurants. Hotel rooms are tax free for foreigners.

International calls For international inbound calls, the country code is +598.

Business hours Banks: from 1:00 p.m. to 5:00 p.m. Shops and business: generally from 9:00 a.m. to 7:00 p.m. Malls: from 10:00 a.m. to 10:00 p.m.

Electricity Voltage is 220-240V/50 Hz. The power sockets (outlets) used are of type C, type F and type L.
